Featured Morning Session Speakers: Jane Casale, Principal Health Care Fiscal Analyst, NYS Department of Health (NYSDOH) Ms. Casale has worked for the NYSDOH in the Division of Health Care Financing since 1984 and with the Bureau of Primary and Acute Care Reimbursement since 1988. She was involved with the revision of the Institutional Cost Report in 1995 and has worked on updating the report to correspond with current regulations and policy since then. Her cost reporting duties include the presentation of ICR related material to hospitals, the testing of the software, and providing ICR technical support for the hospitals. She is also a team leader providing assistance to staff members regarding various rate setting functions. Ms. Casale holds a Bachelor of Science Degree in Marketing and Management from Siena College. Donna Choiniere, Principal Health Care Fiscal Analyst, New York State Department of Health (NYSDOH) Ms. Choiniere graduated from the State University of New York at Albany with a BS In Accounting. She began her career with the NYSDOH in the Division of Health Care Financing s Bureau of Primary and Acute Care Reimbursement in February of 1979. She has been instrumental in rate setting for many years, directing staff who handle hospitals and clinics as a team leader. She has recently stepped into a larger leadership role of managing all hospital teams and staff in the bureau. Specifically, she has been involved in the recent Medicaid Rate Reform, development of a new desk edit system for the bureau and various cost report updates for 2010. Donald Fry, Director, KPMG, LLP Risk Advisory Services, Western Area Don is a Director in KPMG LLP s Western area Risk Advisory Services practice in the Los Angeles office. Don is an active member of the Southern California Chapter of the Healthcare Financial Management Association. His work with includes participation in the government programs committee. Joseph Sellars, Director, KPMG, LLP Risk Advisory Services, Jacksonville Office Joe is a Director in KPMG LLP s Southeast Risk Advisory Services practice in the Jacksonville office. He is an active member of the Florida Chapter of the Healthcare Financial Management Association. His work within includes serving as President of the Florida Chapter during 1997-98 and extensive committee participation. Both Don and Joe have over 30 years of experience in healthcare finance, specializing in the development of healthcare financial management software tools. Don and Joe s responsibilities include developing customized software applications and supporting firm-wide products and services, many of which require processing of high-volume client data. They jointly are responsible for KPMG s nationally recognized Compu-Max cost reporting systems, providing quality software solutions to Fiscal Intermediaries, hospitals, skilled nursing facilities, and many other healthcare providers. Both have been part of the New York ICR software development team since the inception of automation of the cost and compliance reports for Medicare and the NY Department of Health in 1990. Don and Joe have spoken to our NY chapters for many years on the current Medicare and NYSICR cost reporting form changes and requirements. Sandra O Connor, Audit Manager, Audit & Reimbursement, National Government Services, Inc. (NGS) Sandy is an Audit Manager in the Audit & Reimbursement (A&R) department at National Government Services, Inc. (NGS) in East Syracuse, New York. Sandy has over 20 years of healthcare experience. Sandy is a member of the - Central New York Chapter. She graduated from Columbia College with a B.A. in Finance. Some of her responsibilities include overseeing the Jurisdiction 13 (New York and Connecticut) workload in areas such as the Desk Reviews, Audits, and Reopenings. Sandy has been involved with Medicare Providers in the states of Connecticut, New York, Maine, Massachusetts and Ohio along with the Medicaid workload for Vermont and New Hampshire. Angie has been involved with Medicare Providers in the states of Connecticut, New York, Maine, Massachusetts, New Hampshire, Vermont, Kentucky and Ohio.

Featured Afternoon Session Speakers: Kelley S. DeMonte, CPA, Audit Manager, The Bonadio Group Kelley is a Manager in the Firm s Healthcare/Tax Exempt Division. In this capacity, she serves as the audit engagement manager on numerous tax-exempt, government and healthcare engagements as well as employee benefit plans. Her primary area of expertise is accounting and auditing. She is well versed in the unique accounting and reporting matters affecting healthcare organizations and tax-exempt entities. Prior to joining TBG in 2008, Kelley worked with Paychex, Inc. and prior to that with a regional firm in Rochester, where her primary focus was on healthcare engagements. Kelley received her BS degree in accounting from SUNY Brockport in 2001. Her consulting experience includes Medicare cost report preparation and review. Kelley is a member of the American Institute of Certified Public Accountants. Janine Mangione, CPA, F, Partner, The Bonadio Group Janine Mangione is a Partner in the Firm s Healthcare/Tax-Exempt Division. Janine has provided audit and consulting services for over 16 years to various healthcare organizations throughout New York State. Janine s clients include nursing homes, independent and assisted living facilities, hospitals, and other miscellaneous healthcare organizations. Janine graduated from St. John Fisher College. She is an active member NYAHSA serving on the Technical Advisory Group, NYHSFA serving on the Payment for Services Subcommittee of the Joint Task Force and Education Committee. She is a fellow of serving on the education committee and a past committee chair and current member of the New York State Society of Certified Public Accountants, serving on the Healthcare Committee and Long-Term Care Sub-Committee. Justin Reid, CPA, Principal, The Bonadio Group Justin is a Principal in the Firm s Healthcare/Tax Exempt Division. He has serviced the health care market for over 15 years providing both audit and consulting services to voluntary, proprietary and governmental health care clients in New York State. Justin s consulting experience includes rate reimbursement analyses, cost report preparation and review for both Medicaid and Medicare, appeals, Medicaid rate projections, cost report benchmarking analysis, base year audit analysis, operational analyses, third party liability calculations, and HEAL/CON applications. His exposure with the Department of Health includes representing client s interest in numerous reimbursement audits including base period, property, roll forwards, dropped services, and Medicare Part B. His involvement has also included reimbursement audit review, appeals, and pre- and post-hearing conferences, as well as attending audit hearings. Justin graduated from St. Bonaventure University in 1995 with a B.S. degree in Accounting. He is an active member of the New York State Health Facilities Association and New York Association of Homes and Services for the Aging. Through his work in the rate and reimbursement area, he has developed an excellent working relationship with key members of the Joint Task Force. She has serviced the health care market for over 9 years providing both audit and healthcare consulting services. Her consulting experience includes rate and reimbursement analyses, Medicaid and Medicare cost report preparation and review, appeals and third party liability calculations. She specialized in tax-exempt, nursing home and health care related clients. Melissa received her BS degree in accounting from SUNY Geneseo in 1998.
