Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. We saw that staff had a pleasant greeting for parents and children coming into the playroom. The manager of the nursery is hardworking and a strong leader who provides a good role model for staff. What the service could do better The service has a development plan in place and a system for regularly monitoring the quality is in the early stages. We have advised the manager to continue as she has planned What the service has done since the last inspection The service had met two recommendations from the last Care Commission inspection relating to meeting children's needs and staff development. Conclusion Overall the nursery is providing a good service in the aspects that we have looked at and is committed to continuous improvement. 1 About the service we inspected Little Flowers Nursery is situated in Renfrew and is housed in a converted villa with extension. The nursery is within easy reach of public transport links and local amenities, shops and schools. The nursery provides full daycare for 61 children from 0 until they reach the age to attend primary school. Before 1 April 2012 this service was registered with the Care Commission. On this date the new scrutiny body, Social Care and Social Work Improvement Scotland (SCSWIS), took over the work of the Care Commission, including registration of care services. This means that from the 1 April 2011 this service continued its registration with the new body, SCSWIS. The nursery's stated objective is: " to provide high quality childcare where the children feel happy, secure, safe and stimulated thus building their self esteem and confidence to help them be well motivated and independent learners." 2 How we inspected this service The level of inspection we carried out In this service we carried out a high intensity inspection. We carry out these inspections where we have assessed the service may need a more intense inspection. What we did during the inspection This report was written following an unannounced inspection which was carried out on 23 June 2011 between 9.30am and 5.00pm. Feedback was given on the day of inspection. As requested by us, the care service sent us an annual return. At this inspection we gathered evidence from various sources including the relevant sections of policies, procedures, records and other documents, including: The most recent self assessment completed by the service The recent HMIe report. Records of accidents and incidents. Procedures for sleeping children. A sample of the range of policies and procedures operational in the service Training records Action and Improvement plans We also spoke to the manager and 6 members of staff and made visual checks of the nursery environment. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. What the service has done to meet any recommendations we made at our last inspection There were two recommendations outstanding which have now been met. Please see Quality Statement 1.3 and 3.3. for a fuller report. The identified needs of individual children must be addressed. NCS Early Education and Childcare up to the age of 16 standard 6 Support and Development The management team should continue to develop an effective system for identifying and monitoring staff developmental needs, training should be carefully planned and evaluated. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. Self assessment was not requested by us before this inspection. Taking the views of people using the care service into account No service users were spoken to at this inspection. Taking carers' views into account Children told us that they liked their nursery. 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Overall grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We found the that the service was performing well in this Quality Statement. The nursery was routinely consulting children, parents and carers about the development of the service. We came to this opinion after looking at records, speaking to the managers, staff and service users. We graded the service very good because:- - When we spoke to the manager and key staff it was clear that they were committed to working in partnership with parents and valued their opinions. -We saw evidence of that the nursery had issued questionnaires to parents which asked their views about various aspects of the service. -The service had introduced a programme called "2 stars and a wish" which was used to encourage comments from parents and children. -We saw that the results of consultation were analysed and published in the nursery newsletter and displayed on noticeboards throughout the nursery. A wall display in the hall charted progress toward meeting the action points taken from the audit of parents/carers views. - When we sampled minutes of room/staff meetings we saw that the results of the parent's survey had been discussed by all staff. When we spoke to staff we found they knew what was expected of them in taking improvements forward. -We observed that the relationships between staff and parents were good and that this helped them to talk freely to each other about the care and wellbeing of children. -There was a good range of options for parents who wanted to express views or comments about the care of the children, for example, comments book, suggestion Little Flowers Nursery Ltd, page 10 of 21
box, meetings and reviews. Some children had diaries which went from nursery to home and back and gave parents the opportunity to influence the care and support of children on a daily basis. -The manager and staff team had worked hard to implement the development points advised at the recent HMIe inspection to improve children's involvement in their own learning. We noted that they had introduced "voting sticks" and had plans to involve children in planning and reviewing their learning using a system called mind mapping, which puts children at the centre of planning for learning. Staff took time to talk to children about their ideas and took these into account when planning activities. They had also begun to make written observations of children at play and used this information to assess and plan for individual children. -The service had a very positive attitude to planning for improvement and the manager was open to suggestions from all sources. Statement 3 We ensure that service user's health and wellbeing needs are met. Service strengths Inspection report continued We did not look at all aspects of this statement, instead we focused on the areas for improvement identified and recommendation that we made at the last inspection. The recommendation related to meeting the identified needs of individual children. We also looked at the recording of accidents and incidents. We found the that the service was performing well overall in the aspects we looked at. We came to this opinion after looking at records, and speaking to the manager and staff. We graded the service good because:- -We looked at improvement plans plans which clearly showed that planning to meet the needs of all children was a development priority across the full age range of children in the nursery. - We saw good evidence in children's profiles, meeting minutes, observations notes and planners that progress was being monitored and plans took account of the changing needs of children. - We were impressed by the managers approach to supporting staff to implement the Curriculum for Excellence and the 0 to 3 guidelines by setting monthly reading tasks and quizzes. Staff told us that it helped them reflect on the work they did with individual children. - Arrangements for monitoring staff practice had improved by introducing closer supervision by promoted staff in order to identify difficulties at an early stage. - The manager made good use of all of the resources available to her to improve outcomes for children including the findings of the recent HMIe inspection and the teacher support linked to partnership with the local authority. - We noted that the manager had reviewed the nursery's policy and procedures in response to a Care Commission recommendation about the management of accidents. -Staff had attended an in-house training session to raise awareness of the procedures. We sampled records and found that accidents and incidents were being recorded appropriately and monitored by promoted staff. - A notice detailing first aiders on the premises was prominently displayed. Service strengths We found that the service was performing well in this statement. We came to this opinion after looking at records, speaking to the managers, staff and service users. The service had a well presented handbook, and a website, which gave people using the service and those who might wants to use the service good information about the standard of service that they could expect from the nursery. Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths We found the that the service was performing well in this Quality Statement. We came to this opinion after looking at records, speaking to the managers, staff and service users. We graded the service good because:- - We saw evidence that staff had attended a good range of training events since the last inspection. Some of this was external and provided by the local authority though the partnership arrangements. - We saw in the minutes of staff meetings that those attending training shared the learning with their colleagues. Staff told us that this was usual practice and that copies of training materials was also made available. - There was also a very good programme of in house training led by the manager and we could see that this linked to the overall plan for improvement. - Staff appraisal was bedding in and the format had been reviewed by the manager who now planned changes to make the system more effective. - The manager and senior staff had begun to use Child at the Centre to monitor the quality of the service, including the impact of training on outcomes for children. The manager had a forward plan for monitoring (a monitoring calendar). Areas for improvement We advised the manager to develop an overall training plan (plan, evaluate, review) as an means of providing an overview of staff development and ensuring that training is effective and results in improved outcomes for families using the service. 4 Other information Complaints No complaints have been upheld, or partially upheld, since the last inspection. Enforcements We have taken no enforcement action against this care service since the last inspection. Additional Information We noted in the course of the inspection that while the nursery had a very interesting garden for children to play in there were some unsafe items lying around, for example old wooden fencing and rusting garden equipment. We have asked the manager to carry out a health and safety risk assessment and to take remedial action immediately. We saw that the gate between the nursery and the provider's adjoining property was left open at one point in the day. The provider should ensure the gate of his home which shares a boundary with the nursery is kept closed and locked at all times due to it's close proximity to the nursery grounds. Action Plan Failure to submit an appropriate action plan within the required timescale, including any agreed extension, where requirements and recommendations have been made, will result in SCSWIS re-grading the Quality Statement within the Management and Leadership Theme as unsatisfactory (1).
