Re: Request for Proposal Cleveland County To Prospective Firms: Cleveland County is seeking a proposal from firms that are interested and experienced in preparing feasibility and yield studies. It is the intent of the County to hire a qualified consultant (the firm may act as a prime consultant for subconsultants) to complete a study that will guide public and private investment decisions in Cleveland County. The successful candidate(s) must provide evidence of a proven track record with due diligence research, schematic site planning, schematic utility planning, and schematic grading. The firm, or sub consultant, shall also be versed in conducting market analysis research to support the aforementioned plan(s) and be able to identify public and private investment opportunities Please review this Request for Qualifications (RFQ) document and the supporting materials that are enclosed. The submittal deadline is January 10, 2018. Once responses have been submitted and evaluated, the County will schedule interviews with selected firms that possess the strongest qualifications. Summary Cleveland County, NC, will be soliciting bids in January of 2018 for the demolition and removal of buildings, foundations, slabs, paved areas, and debris at the 50.74 acre Doran Textile Mill site located at 404 Polkville Road in Shelby, NC (Cleveland County Parcel No. 51068). The County, in collaboration with the City of Shelby, is interested in conducting a feasibility and yield study to support development of a long term strategic plan for the property. Scope As a first step in this process, the County intends to engage a professional firm to perform the following services: Client Meetings o Deliverable: Summary of Discussion(s) Due Diligence o Deliverable: Report Schematic Site Plan o Deliverable: Two (2) Schematic Site Plans Utility Study o Deliverable: Two (2) Schematic Utility Plans Grading Study o Deliverable: Two (2) Schematic Grading Plans Market analysis o Report
PROPOSAL SUBMISSION REQUIREMENTS Four (4) printed copies of your proposal and one (1) digital copy must be received no later than 2:00 pm, January 10, 2018. Cleveland County is not liable for any cost incurred by the consultant in the preparation or presentation of a response to this request. It is understood that all submittals will become part of the public's file on this matter, without obligation to the County. Cleveland County reserves the right to accept and/or reject any and all submittals. Selection and Evaluation Cleveland County will review all submittals. The successful vendor will be notified once an award/contract has been approved by the County Manager and/or the Cleveland County Board of Commissioners. Each of the criteria listed in this outline will be evaluated on how fully each submittal meets the requirements, and each will be ranked. Particular emphasis will be placed on the consultant's past successful completion of similar projects shown by work summaries of the firm and individuals to do the work. Statement of Interest and Qualifications Each submittal from a qualified consultant received in response to this request will be judged as a demonstration of the consultant's capabilities and qualifications. Only those consultants who supply complete information as required by this request will be considered for evaluation. The factors used to determine those to be considered are: 1. An understanding of the requirements of this request demonstrated by the organization, clarity, and completeness of the submittal; 2. The past performance record and qualifications of the firm and the individuals who will do the work, verifiable through references and resumes, and; 3. The ability of the consultant to provide a timely response.
Evaluation Criteria The contract will be awarded to the most qualified consultant. Minimum standards for qualifications are: 1. Having the necessary staff and experience to perform the required plan development and permitting described in this request. 2. Having an adequate past record of performance on similar projects, verifiable through references. 3. Having the financial and personnel resources for the performance of the contract, or the ability to obtain such resources. 4. Being an Equal Opportunity Employer and being otherwise qualified by law to enter into a contract such as this. 5. The Cost of Services and rates for additional work. Additional Instructions 1. The proposal submitted should be specific and complete. It should provide a straight forward, concise delineation of the capabilities to perform the services sought by Cleveland County. The firm desiring to propose shall submit four (4) printed copies and one (1) digital copy of its proposal. 2. The selected consultant will be required to provide a Service Contract, which will incorporate the submittal and work schedule as a part of the contract. 3. In addition, it will be necessary for the successful consultant to be covered by Workman's Compensation insurance, which will extend to the work done within the State of North Carolina. 4.
