May 19, 2015 4 State and Local Implementation Grant Program Phase 2 NTIA has been coordinating closely with FirstNet regarding what data needs to be collected by the states and territories in preparation for the public safety broadband network. When approved by the Grants Office, the state may begin phase 2. We must update our budgets by mid-june. In the second phase, recipients may continue phase one activities and/or engage in the collection of data requested by FirstNet in preparation for the public safety broadband network.

May 19, 2015 8 The Radio Access Network (RAN) Will consist of radio base station infrastructure that connects to user devices Will include cell towers as well as mobile hotspots embedded in vehicles that backhaul to the core network over satellite or other types of wireless infrastructure. During consultation, FirstNet will work to determine the coverage expectations and priorities that must be included in the RAN deployment plan to enable public safety to meet its mission, no matter where it takes them. May 19, 2015 16 Expectations of the Public Safety Broadband Working Group Mission Statement The Public Safety Broadband Working Group is charged with advising the State Interoperable and Emergency Communication Board and the New York public safety community on matters such as FirstNet consultation; evolving standards development; public safety broadband grant status, including the State and Local Implementation Grant Program; the needs, requirements, and expectations of the public safety and emergency management communities for broadband; the deployment status of public safety broadband across the State; and promoting public safety broadband in the New York State public safety responder and secondary user communities.

FirstNet has named a FirstNet Region 2 Outreach Coordinator (includes New York, New Jersey, Puerto Rico and the US Virgin Islands
