Working Groups/Key Areas Crisis Standards of Care Steering Group (CSCSG) Ethics EMS Public Engagement Clinical (SAT) Legal Triggers and Indicators Indicator: A measurement, event, or other data that is a predictor of change in demand for health care service delivery or availability of resources. Trigger: A decision point that is based on changes in the availability of resources that requires adaptations to health care services delivery along the care continuum (contingency, crisis, and return toward conventional). 19
