APPROVAL OF MEETING AGENDA FOR DECEMBER 13, 2017 On motion by Supervisor Bradford, seconded by Supervisor Toups, the Board voted to amend the agenda and remove Review and Advisement from Item G.1. The motion carried. On motion by Supervisor St. Blanc, seconded by Supervisor Ogé, the Board voted to approve the December 13, 2017, meeting agenda, as amended. The motion carried. Page 1 of 9

E. APPROVAL OF MEETING MINUTES FROM NOVEMBER 8, 2017 On motion by Supervisor Carter, seconded by Supervisor Jackson, the Board voted to approve the November 8, 2017, meeting minutes. The motion carried. F. REPORTS 1. Chair of the Board Report Chair Hardy provided the following report: He noted that fall commencement ceremonies are ongoing and that by the end of December, LCTCS Colleges will host a total of 10 ceremonies throughout the state. He encouraged Board members to attend a ceremony if possible. He noted that Supervisor McConduit is absent today to share greetings on behalf of the Board at Delgado s commencement. The list of commencements was provided to members. Reminded members that ACCT s National Legislative Summit will take place in February in Washington DC. If interested in attending, please let Sara Kleinpeter know. Announced that in keeping with the public meeting laws of the state, there is an opportunity for public comment at the end of the meeting. Additionally, he stated that there is a public comment period on the agenda on behalf of the LCTCS Facilities Corporation, regarding the Bossier Parish Community College STEM Building Phase II. He reminded the audience that if they wish to make comments to the board, they needed fill out a comment card and turn it into Sara Kleinpeter, Board Coordinator. 2. President s Report Dr. Sullivan provided the following report: Introduced David Helveston, the new President & CEO of Associated Builders and Contractors (ABC) Pelican Chapter to discuss the partnership between ABC and LCTCS. Mr. Helveston offered sincere thanks to Dr. Sullivan and the LCTCS Board for their support and confidence in him during his tenure at LCTCS, and now in his role at ABC. The agreement today between ABC and LCTCS will pilot a training program at RPCC that will be replicated for other LCTCS colleges in the future. Supervisor Toups congratulated the LCTCS chancellor for paving the way for public entities to partner with private industry. Congratulated the colleges within LCTCS that have undergone realignments for receiving approval and ratification by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) that the transition has been seamless. He asked each chancellor involved in the transitions to stand and be recognized for their work. Announced that the Louisiana Leadership Academy (LLA) class will be made up of deans from rural campuses within the system. On the Federal policy front, there are numerous beneficial impacts of federal legislation for two year education. Congressman Bill Cassidy, in regards to the reauthorization of Perkins funds, has been an advocate for Louisiana to ensure Louisiana doesn t lose funding from the Perkins grant. ACCT, AACC, and RAMC have done an extraordinary job of representing the mission of two year colleges in Washington, DC. Two programs within LCTCS have been nominated for the prestigious Bellwether Award. Bossier Parish Community College (BPCC) s Open Campus and LCTCS s Five for Six programs have been chosen as two of the ten national finalists for the prestigious 2018 Bellwether Award. Announced that Louisiana Delta Community College s Kimberly Lee, a WorkReady U student, was selected to participate in sharing her success story through the National Council for Adult Basic Education (COABE). Asked the Board to contact their legislators to ask for a special legislative session to repair the fiscal cliff, and prevent further budget cuts to higher education. Page 3 of 9

G. GENERAL ACTION ITEMS** Supervisor Ogé presented the Academic and Student Affairs Actions agenda items for consideration by the Board. ACADEMIC AND STUDENT AFFAIRS 1. Review and advisement: Revision to LCTCS Policy #2.003, Hazing On motion by Supervisor Carter, seconded by Supervisor Richardson, the Board voted to accept the attached revisions to Policy #2.003, Hazing. The motion carried. Dr. Sullivan thanked Governor John Bel Edwards for his attention to this effort to protect students across Louisiana. Supervisor Carter presented the Facilities Actions agenda items for consideration by the Board. FACILITIES 2. Naming Opportunity at Northshore Technical Community College On motion by Supervisor Murphy, seconded by Supervisor Potts, the Board voted to authorize Northshore Technical Community College naming opportunities at Northshore Technical Community College Lacombe STEM Campus. The motion carried. Supervisor Mount presented the Finance Actions agenda items for consideration by the Board. FINANCE 3. Professional Services Contract between Fletcher Technical Community College and Audubon Engineering Company, LP On motion by Supervisor Spohn, seconded by Supervisor St. Blanc, the Board voted to approve a professional services contract between Fletcher Technical Community College and Audubon Engineering Company, LP, effective February 5, 2018 through June 30, 2018. This contract is subject to the approval of the Office of State Procurement. The motion carried. 4. Professional Services Contract between LCTCS and Ellucian Support, Inc. for Degree Works Implementation On motion by Supervisor St. Blanc, seconded by Supervisor Jackson, the Board voted to authorize the System President to execute a professional services contract between the LCTCS and Ellucian Support, Inc. for the implementation of Degree Works, effective January 1, 2018 through December 31, 2019. The motion carried. Supervisor Smith asked if the program will benefit the entire system. Mr. Marin noted that it would. Page 4 of 9

INFORMATION TECHNOLOGY 6. Policy #7.008, Accessibility of Content Delivered Electronically On motion by Supervisor Mount, seconded by Supervisor Ogé, the Board voted to approve the attached proposed policy #7.008 Accessibility of Electronic Information, proposed to become effective January 1, 2018. Supervisor Murphy presented the Personnel Actions agenda items for consideration by the Board. On motion by Supervisor Potts, seconded by Supervisor Ogé, the Board voted to enter into Executive Session for the purpose discussing the Appointment of Chancellor at Nunez Community College. PERSONNEL** 7. Appointment of Chancellor at Nunez Community College On motion by Supervisor Ogé, seconded by Potts, Supervisor the Board voted to appoint Dr. Tina Tinney as the chancellor of Nunez Community College with a compensation package consisting of a base salary of $146,500, a housing allowance of $20,000, a car allowance of $5,000 or the use of a state vehicle and a $2,500 civic organization allowance, effective January 2, 2018 through January 1, 2020. Dr. Tinney will also be required to attend the Harvard Institutes for Higher Education program entitled Harvard Seminar for New Presidents and a fundraising leadership training for college chief executive officers, as approved by the System President. The motion carried. Dr. Tinney thanked the Board, the search committee, and Dr. Sullivan for the opportunity to lead Nunez Community College. She stated that she is delighted, humbled and thrilled to return to St. Bernard Parish and lead this established college. Page 7 of 9

Layoff Avoidance/Reduction in Force Plan for Baton Rouge Community College On motion by Supervisor Toups, seconded by Supervisor Potts, the Board voted to provisionally approval of the layoff avoidance/reduction in force plan as presented for Baton Rouge Community College in accordance with LCTCS Policy #6.026. This measure is proposed for approval to address a structural operating budget deficit and lower than anticipated revenues of $3.2 million. The motion carried. Supervisor Hardy presented the Consent Agenda items for consideration by the Board. H. CONSENT AGENDA On motion by Supervisor Carter, seconded by Supervisor Toups, the Board voted to approve the Consent Agenda which consists of agenda items H.1 through H.6. The motioned carried.
