I. INTRODUCTION AND STATEMENT OF NEED The Board of Regents of the University System of Georgia, by and on the behalf of the Georgia Institute of Technology ( Georgia Tech ) is seeking the services of highly qualified Architectural firms ( Consultant ) to plan, design and administer one or more categories of projects as noted below under Section II - Category of Work. More than one Architectural firm may be selected for a one-year term, with the possibility of a one year renewal, to be a provider under an IDIQ contract. The Consultant(s) selected under this procurement will work through the Georgia Tech Department of Facilities Management to provide traditional and specialized engineering services, including estimating, scheduling and construction administration. The Consultant(s) will be required to develop and deliver contract documents for one or more of the following delivery methods: Task Order, CM at Risk, Design Bid Build, Letter Bid, and Direct Award. Projects assigned to the successful Consultant(s) may be small renovation, adaptive reuse of existing facilities, master planning studies, or minor capital projects from $10,000 - $2,000,000 in construction costs. The total under one Consultant contract will not exceed a total project value of $5,000,000 and total Fees for any single IDIQ contract will not exceed $600,000, in any single year, for which the contract is in force. The size of the projects will vary and Georgia Tech in no way guarantees any percentage of this fee will be awarded for any single IDIQ contract. Project work will be located on Georgia Tech s campus in Midtown Atlanta, Georgia. II. CATEGORY OF WORK A. Athletic Facility Architectural Services IDIQ Contracts Statement of Need Georgia Tech requires the services of Athletic Facility Architectural firms (Consultant) to supplement its in-house design capabilities for the production of designs for small renovation projects involving professionally registered architects & engineers. To this end, Consultants will be chosen for a one-year term, with the possibility of a one year renewal, to be open-ended design providers. This Consultant will be on call to provide design and consultation on an as-needed basis. Typically, work required may be a part of a larger renovation project or may be the primary goal of the project. This category includes both design services to renovate facilities used by the Athletic Association, such as locker rooms, player lounges, suites, stadium seating etc. or perform master planning services. Georgia Tech Design & Construction (D&C) will provide to the Consultant a program, scope of work, budget for construction, and preliminary floor plans for the project work area. The Consultant will prepare and deliver to D&C traditional architectural & engineering construction documents as well as provide construction administration services. Design of information technology, audio visual, and network systems may be performed in-house by Georgia Tech and integrated by the Consultant into the construction documents. - 3 -

B. General Requirements The Consultant may propose as a single architectural firm or as an integrated architectural & engineering firm. The Consultant will be expected to have appropriate professional staffing to accomplish the scope of work within the specified term of the assigned IDIQ contract package. Sustainability and environmental considerations will be an important aspect of all design efforts. The IDIQ Professional Services Contract will be with the Georgia Institute of Technology as an authorized agent of the Board of Regents of the University System of Georgia ( Owner ). The Consultant will be responsive to both the Owner and Georgia Tech in complying with master planning formats and standards, complying with architectural and engineering standards (e.g. Yellow Book ), developing detailed plans both textual and visual, conducting reviews and design critiques, coordinating ADA, fire and life safety aspects of design with appropriate state and local authorities, and providing periodic progress reports and meeting notes both oral and written. The term of the IDIQ contract is to be approximately 12 months with the final deliverable date to be determined. During the term of the IDIQ contract the Consultant will be on call to provide design and consultation as needed for a specific project. The Consultant will be required to designate a highly qualified principal designer to act as the lead Project Manager for the duration of the project. The Owner reserves the right to designate other engineers or specialty consultants/sub-consultants to be used for each project. III. PROCUREMENT PROCESS A. Selection Consultant firms that will perform work under an IDIQ contract will be selected as results of the following process: 1. Firms responding to this RFQ will provide a Statement of Qualifications and Performance Data as specified in paragraph D below. Firms will be evaluated by a selection committee on the basis of the qualification criteria set forth below. The selection committee will be composed of representatives of Georgia Tech Design & Construction and other representatives as may be appointed by the Owner. 2. Review of qualifications responses by the Selection Committee will result in a short-list of the best qualified firms. 3. Short-listed firms may be invited to interview. Interviewing firms will prepare and present a detailed staffing plan, work plan, and design approach for consideration by the Selection Committee during the interview. Key members of the design team must be present during the interview. Georgia Tech may request additional proposal information from short-listed firms during this process. 4. Short-listed firms will prepare a Rate Schedule, as outlined in paragraph F of Section IV below, for presentation to the selection committee. Short-listed firms will deliver their Rate Schedule in a sealed envelope at the time of their interview. 5. The Selection Committee will make recommendations to the Owner for award of contract(s). Professional Services IDIQ Contract awards are anticipated in May 2018. The contracts, if - 4 -

awarded, will be with the Georgia Institute of Technology, and will be based on the final evaluation of qualifications and oral presentations, with the submitted Rate Schedule as a consideration. Prequalification A Selection Committee will evaluate the qualifications of all firms responding to this RFQ. To prequalify, the submitting firm must have well established and relevant specialty college and university planning and design experience in new or renovation work. The prospective firm will be evaluated on the basis of the following: 1. Quality and extent of experience in projects performed for athletic facilities for colleges, universities or similar clients; 2. Professional qualifications and portfolio of the individuals proposed as the design team including Architectural & Engineering project managers; 3. Professional qualifications and resumes of primary/key planning and design team members; 4. Experience and expertise in integrated sustainable design; 5. Demonstrated ability to successfully work with college and university staff & faculty. Three to five references (excluding Georgia Tech references) will be required; 6. Record of meeting demanding design schedules, within budget and for a reasonable fee; 7. Experience and expertise in budget and schedule management during design and successful construction administration; 8. Familiarization and use of BIM for project delivery. C. Prequalification Meeting A mandatory meeting will be held in Atlanta on the campus of Georgia Institute of Technology, as noted above, for all firms interested in this project. Prospective consultants must attend the prequalification meeting to gain a full understanding of the requirements of the IDIQ contract. The meeting will consist of a briefing and orientation on project types and delivery methods and an opportunity for questions and clarifications. The meeting will be held at the O Keefe Building, Sunroom Room, located at 151 Sixth Street NW, Atlanta, Georgia, 30332 (3 rd Floor). Prospective Consultants are encouraged to send only one representative to this meeting. - 5 -

D. Statement of Qualifications and Performance Data Qualifications submittals must meet the requirements of this section to be considered. The response to this RFQ must be complete; partial or incomplete responses will not be considered. Proposers are required to follow the outline below in their response. Responses should be concise, clear and relevant. Submittals must be on standard 8.5x11 paper with pages numbered. A table of contents, with corresponding tabs should be included to identify each section. Please include only the information requested in your Qualifications submittal. Georgia Tech encourages firms to submit using 100% recyclable materials printed on two sides on plain paper. Plastic or metal spiral bindings and notebooks are discouraged. A single clip is requested for ease of disassembly for recycling is encouraged. Submittals shall consist of three (3) complete copies and one (1) electronic copy (.pdf format on a USB Drive - 5 MB or less). Please title the electronic file 2018.05-Name of Firm-Athletic IDIQ Qualifications. Submittals should include the following: 1. A letter of interest and summary of qualifications of the proposing firm; 2. Completed SF330 (SF 254 and SF 255 forms are acceptable); 3. Brief description and list of points of contact (current address, phone number and email address) of recent projects of similar size and scope in which the firm participated as Architect of Record, or equivalent position. Include up to five relevant renovation or master planning projects; 4. Resumes, professional qualifications, design/planning philosophy, and a representative portfolio of past work of the specific individual proposed as the Project Manager. Include up to five relevant renovation or master planning projects; 5. Proposed local Atlanta staffing, organization, and/or consultant firms (if applicable); 6. Proposed team organization including consultant firms that will form the design team and the past history of collaborative relationship with these firms; 7. Statement of why your firm should be selected to include specific information that differentiates your firm from others for performing under this IDIQ. Statements should include a narrative briefly describing the planning and design approach that will be taken on a typical project, special expertise and training of individuals, as well as your understanding of the sustainable design aspects of new or renovation projects; 8. Limit the number of pages for this RFQ response to 25 - inclusive of all materials, except tab pages. Submitted responses should be mailed or otherwise delivered to the issuing Officer at the address below so as to arrive no later than 2:00 p.m., local time, in Atlanta, Georgia on May 11, 2018. It is the sole responsibility of the Proposers to assure delivery to the noted locations by the specified deadline; the Owner cannot accept responsibility for incorrect delivery, regardless of reason. No Qualifications submittals will be accepted after the time stipulated above. Qualifications submittals will not be accepted via facsimile or e-mail. It is also the responsibility of the Proposers to examine the entire RFQ, seek clarification in writing, and review their qualifications for accuracy before submitting a response. Once the deadline has passed, all submittals will be final. E. Restriction on Communications From the issue date of this RFQ and until Architect/Engineer firms are selected and the selection is announced, responders are not allowed to communicate with any person on the staff of Georgia Tech Facilities Management or the Board of Regents regarding this offering except through the Issuing Officer or an assigned delegate. Procedural questions and clarifications regarding this RFQ should be reserved for the prequalification meeting. F. Cost of Preparing Qualifications Submittals The cost for preparing qualifications submittals in response to this RFQ is the sole responsibility of the responding firm. The Owner will not provide reimbursement for such costs. IV. MISCELLANEOUS PROVISIONS OF THIS RFQ A. Right to Reject Qualifications and/or Proposals The Owner reserves the right to reject any and all qualifications and/or proposals. B. Form of Contract The IDIQ Design Professional Contract, short form of agreement, will be used as attached to this RFQ. It provides for a maximum cost limitation and the issuance of Design Orders and/or Construction Contract Administration Orders. The Contract will be with Georgia Tech as authorized agent of the Board of Regents of the University System of Georgia. Prospective proposers are urged to carefully read this IDIQ Contract prior to submitting their qualifications. C. Minority Business Policy It is the policy of the Board of Regents and Georgia Institute of Technology that minority and female business enterprises shall have maximum opportunity to participate in the contracting and purchasing process. win, and receive contracts for professional services as required by this RFQ. Also, the Board of Regents encourages all companies to sub-contract portions of any Board of Regents contract to minority business enterprises. D. Policy on a Drug-Free Workplace Award of a Contract is contingent upon the Consultant certifying that a drug-free workplace will be provided for the Consultant s employees during the performance of the Contract as required by the Drug-Free Workplace Act (O.C.G.A. 50-24-1). E. ADA Guidelines The Board of Regents and Georgia Institute of Technology adhere to the guidelines set forth in the Americans with Disabilities Act (ADA), ANSI 17.1 and the International Building Code with Georgia Amendments. Accordingly, provisions will be made to make your use of the services provided by Georgia Tech easier and more accessible. We ask that you call the Issuing Officer at 404-385-3482 in advance if you require special arrangements when you attend the prequalification meeting, or if you visit our offices. Please give at least three (3) days notice in advance of your visit. Rate Schedule A Rate Schedule will be solicited from the short listed candidates invited to interview. Rate Schedules shall be submitted at the conclusion of the interview session in a sealed envelope. The Rate Schedule form, Exhibit B, shall be used. The rate schedule should be calculated by using the format as herein described. Hourly Rate (provided on Exhibit A) X Mark-up (expressed as a percentage) = % Billing Rate The basic rates will as noted in Exhibit B and the firm shall propose a mark-up by which the basic rate will be multiplied. Fees or any given project will be based on man-hour projections using these billing rates. The billing rate shall include all overhead costs including, but not limited to, payroll taxes, insurance, leave, bonus pay, office costs, home office administrative costs, and the like. Final Evaluation Upon completion of the evaluation process by the Selection Committee, the firms will be ranked in descending order of recommendation. One or more of the top ranked firms will be awarded a contract and the contract rates will be as shown in the Rate Schedule. G. Protest Notice: Notice of protest must be filed with the Issuing Officer within 10 days of the announcement of any award under this RFQ. - 8 -

Content: This Notice must include the legal grounds for the protest and the factual basis for the protest, in sufficient detail for the Issuing Officer to make a realistic assessment of the grounds and alleged procedural defect in the procurement process. A protest may not be grounded on the cost evaluation of the submitted sealed Rate Schedules, and any protest based on such grounds will be denied. Continuation of Award Process: Georgia Tech is under no obligation to suspend or otherwise delay the award of the Design Professional Contract, but may, in its discretion, elect to do so. If it does elect to suspend of delay the award, it will notify the protester and other proposers in writing of such decision. H.
