Information on IC post Title: Translator Contract: IC national Reporting to: legal advisor Location: Tunis Duration: 30 Days Languages required: Arabic and French Starting date: 2 of May 201 Expected end date of contract: 30 of June 201 Context In the run up to the 2011 election for the National Constituent Assembly (NCA) the project provided technical advice to the temporary High Independent Electoral Commission (Instance Supérieure Indépendante pour les Élections - ISIE). During 2012 and 2013 SEPT focused on post-election activities and assisted the legislators in the drafting of the new electoral framework, including the law establishing the new permanent electoral management body (EMB). At the beginning of 2014 a national consensus was reached when, along with the Constitution being promulgated on 27 January, the much-awaited permanent EMB, i.e. the permanent ISIE, was put in place through the appointment of the nine-member board of commissioners. Since then, the UNDP SEPT has been focusing on assisting the newly established EMB in its three-fold challenge: set up its permanent structure, organize the 2014 parliamentary and presidential elections, and organize its lessons learned from the entire electoral process as well as conduct capacity building exercises and specific technical trainings. The project will be also preparing the ground for the next electoral support project. 2. Mission The consultant is requested to translate the 2014 final report of ISIE from Arabic to French. The report contains 6600 words. The translator will work under the direct supervision of the legal advisor. To facilitate a smooth monitoring of the translation, regular meetings should be organized to discuss the progress of the work. The project requires a high quality of the translation. 3. Expected outputs/deliverables The expected deliverable are: 1. First draft of the ISIE report in French language. 2. Final draft of the ISIE report in French language. 2

Timeline The Consultant must indicate in his offer the number of working days, which should not exceed 30 days in any case. He must submit a calendar of meetings and evolution of his working and must take into account comments and conclusions of all meetings hold with the legal advisor and a representative of ISIE. The financial proposal must clearly mention the cost per page of 20 words. As well as the total cost. 6. Consultant profile Education: Experience: Language Requirements: Bachelor degree One year of professional experience in written translation from Arabic to French Experience of translating at least of 3 documents of 20 pages or more from Arabic to French language. Being part of an official list of translators approved by the Tunisian authorities (en français : liste des traducteurs assermentés ) is a plus Fluency French and Arabic. 7. Submission documents Interested individual consultants must submit the following documents/information to demonstrate their qualifications: Indicate clearly: o the number of professional experience year as well as the field o the number (and title) of translated documents of 20 pages or more Proposal explaining why they are the most suitable for the work ; 3
Provide a brief methodology on how they will approach and conduct the work (presentation and Feasibility (indicating exactly the number of working days) and set a calendar with date of meetings with the project legal advisor) all in French language If the candidate is part of the list of sworn translator Traducteurs assermentés, provide the evidence justifying such information Financial proposal indicating the cost per page of 20 words as well as the total cost; Personal CV including past experience in similar projects and at least 3 references (with contact email address and phone number for each reference). 8. Evaluation of submissions Cumulative analysis The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial Criteria specific to the solicitation. * Technical Criteria weight: 70% * Financial Criteria weight: 30% Only preselected candidates having obtained 2 points will be invited to pass a written test Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation Criteria Weight Max.
