01. INTRODUCTION Perumahan Rakyat 1 Malaysia or PR1MA is an organisation which has been mandated to develop 500,000 quality affordable homes to sandwich income group of RM2, 500 to RM15, 000 by 2018. Through this mandate, PR1MA has been tasked to develop a holistic approach in addressing housing needs in Malaysia. PR1MA in collaboration with Malaysian Institute of Planners (MIP) is organising PR1MA MIP Township Ideas Competition 2017/18. This competition is intended to generate interest amongst youth, young graduates and new practicing planning firms to participate and engage in developing design and planning ideas for creating a quality housing environment, neighbourhood and township with special interest in youth and community Theme Youth in Community (YiC) Why I See The theme of this competition is to create a residential township that enhance community spirit in a well-planned, sustainable and resilient development with special focus on the roles of youth and needs in the community. 02. OBJECTIVES The principal objectives of the competition are: 1. To engage young and creative minds in addressing and seeking innovative solution for PR1MA neighbourhood and township with holistic living environment inclusive of community spirit and sustainable community living environment. 2. To search for creative design and technical solution in planning for a neighbourhood and township towards sustainable and resilient community living environment that will provide direction for the development of PR1MA Township. 3. To identify potential research proposal that investigate community issues and needs towards developing new ideas in planning for PR1MA neighbourhood and township. 1
03. COMPETITION BRIEF 3.1 Background PR1MA was established in 2011 to address the imbalance within the national housing landscape, which saw the rise in home prices that are not in tandem with the monthly income increase of the people. A study conducted by the Government in urban areas found that there is a shortage of affordable homes for the middle-income group and to remedy this situation PR1MA was formed, as a strategic intervention to ensure Malaysian middle income earners are not deprived from the opportunity of owning their own homes. The National Youth Development Policy of Malaysia defines Youth as those between the age of 15 to 40 years old. According to the Department of Statistic 2015, 45.8% of the Malaysian population are youth (15 to 40 years old). This proportion indicates the main asset not only to the country but most importantly in the community. However, the youth can be identified as a vulnerable group, socially and economically. For the younger segment, youth are potentially at risk to social problems in community such as crime, gangsterism, drug related activities, vandalism and social issues. In the meantime, the older segment of youth is economically struggling to keep up with the cost of living especially in the urban areas. This is especially prevalent to young couples with children. Therefore, planning for the youth in the PR1MA community is a challenge. Planning a good and innovative neighbourhood design can encourage youth to participate in the community and strengthened community cohesiveness and spirit. It can be achieved not only through the provision of adequate amenities, facilities and public spaces, but most importantly its design and how lifestyle is incorporated into the layout design. To promote neighbourliness and enhance community spirit, Clarence Perry (1920) has initiated safety and walkability in community that emphasize the design of small street and encourage non-automobiles. The concept of walkability and accessibility to public spaces continues to be the focused in the New Urbanism approach. Nonetheless with rapid urbanization, the values of neighbourliness amongst the urban people tends to dilute at the local level. These values among the younger generation seems to be diminished. Although the neighbourhood unit concept by Clarence Perry seem to promote neighbourliness and community spirit, it emphasizes more on the physical design. In late 1990s, the Federal Town Planning Department of Malaysia adopted the concept of holistic development for land use planning which is known as The Total Planning Doctrine. The doctrine calls for the harmonious relationship between Man and Creator, Man and Man and Man and Environment in order to attain a balance and sustainable development. Thus, this doctrine incorporates the physical, social and spiritual principles. Could this concept be applied in a solution to the diminishing values among the younger generation? Thus, planning of PR1MA Homes must extend beyond building homes to emphasize sustainable housing development with thriving communities and better quality of living environment especially for the youth. 3.2 Competition Category 3.2.1 General The participants from category 1, 2 and 3 should consider the scenario given in a newspaper article (refer to appendix 1), to incorporate in the neighbourhood or township design ideas. The articles are as follows: Article 1 : Pembabitan Komuniti Atasi Belia Berisiko published in Berita Harian dated 12 th July 2016. Article 2 : Kediaman Untuk Pasangan Muda published in Utusan Online dated 16 th April 2015. Article 3 : Bina Bandar Belia Bantu Atasi Masalah Rumah published in Utusan Melayu dated 27 th August 2014. 3.2.2 Competition Categories i. Category 1 CATEGORY 1 : NEIGHBOURHOOD DESIGN IDEAS FOR STUDENTS a) Title PR1MA Neighbourhood b) Specialization Community Spirit & Social Interaction c) Target Participants Undergraduate Students d) Site Studio Basis e) Restrictions Minimum one (1) Registered MIP Student Member. Team members can be mixed, multi-disciplinary (PAM/ ILAM/ IEM/ Other Professions). Each group must not exceed five (5) members. f) Competition Brief Land Area : 25-50 acres Density : 12 24 units/acre Unit Mix : Landed / Townhouse GFA per Unit :PR1MA Guideline Competition brief is further subjected to the PR1MA Guideline and local planning regulations and requirements. g) Judging Criteria Concept and Approach Planning Innovation Urban Design Sustainability Presentation artwork 30% 30% 20% 10% 10% 5

Team members can be mixed, multi-disciplinary (PAM/ ILAM/ IEM/ Other professions). Team members can be mixed, multi-disciplinary. f) Competition Brief Land Area : 110.5 acres Unit Mix : Mixed Development and subject to development Feasibility. Site Constraint : Terrain Class 3 and 4. 04. JUDGING PROCESS The judging for category 1, 2 and 3 will be carried out by an odd number of juries (5, 7 or 9) of which the Competition Director and Competition Committee shall have the full authority to select the panel of jury to judge all of the above categories. The competition committee may exercise public voting subject to final decision by the PR1MA Management. Judging process for category 4 will be evaluated by appointed academicians. 05. COMPETITION DIRECTOR AND COMPETITION COMMITTEE A Competition Director (CoD) shall lead the Competition Committee in the running of the Competition. The members of the Competition Committee shall be a mixture of MIP Members that will be nominated by the MIP Education Committee, and PR1MA Research & Development (R&D) Department representatives. The number of this Competition Committee should be an even number of not more than eight (8) persons, of which is equally represented by both MIP Education Committee and PR1MA R&D Department. 9
06. PANEL OF JURY 6.1 Jury members shall be appointed by both MIP and PR1MA to serve as the Panel of Jury. The composition of the Panel of Jury shall be as follows: 1. MIP President 2. MIP Education Committee Chairman 3. PR1MA Board Representative 4. PR1MA Management Representative 5. Malaysian Academic Expert in Social Development 6. Malaysian Academic Expert in physical development 7. Practicing Planner (Recommended by MIP and agreed by PR1MA) 8. Community leaders 9. Community leaders 10. ILAM Representative 11. Others subject to Research Proposal Submission 6.2 The organiser shall reserve the right to replace or reduce any member of the Jury as the CoD and Competition Committee deemed fit. 6.3 All decisions made by the Panel of Jury are final and no further enquiries will be entertained. 08. ELIGIBILITY 8.1. The competition for Category 1 is open to ALL Malaysian nationals studying Town Planning locally and abroad (registered MIP student member). 8.2. The competition for category 2 is open to ALL Malaysian Institute of Planners (MIP) registered young graduates (age 35 and below). Team members can be mixed and multi-disciplinary. 8.3. The competition for Category 3 is open to New Registered MIP Firm with maximum 5 years establishment. 8.4. The competition for Category 4 is open to Public. 8.5. Each group for categories 1 and 2 must not exceed five (5) members. 8.6. ALL entries will be assigned with a reference number. The reference number will be administered during the registration of the competition. 8.7. Registration implies acceptance by the competitor on the brief, rules and conditions for the Competition. 8.8. Finalist may be required to present their submissions to the Panel of Jury. 8.9. 09. REGISTRATION FEE Registration fee for all categories are as follows: Category 1 (Undergraduate Student) Category 2 (MIP Young Graduate) Category 3 (MIP New Planning Firm) Category 4 (Open Category) : Waived : RM 100.00 (inclusive GST) per entry : RM 150.00 (inclusive GST) per entry : Waived. ALL paid registration fees are NON REFUNDABLE. 11. SUBMISSION REQUIREMENTS All entries must consist of: 11.1. Competition entries must be presented in Bahasa Malaysia or English. 11.2. Completed Submission & Declaration Form. 11.3. Presentation drawings to be in A0 size FOAM BOARD mounted panels in PORTRAIT OR LANDSCAPE FORMAT (limited to maximum of two (2) A0 size panels per submission). 1 copy of the submission to be in digital format with a minimum resolution of 300dpi. 11.4. Development Proposal Report (For Category 1, 2 and 3): A3 Size, Arial with font size 11 pt and 1.5 lined spacing, One sided page, Maximum 20 pages cover to cover. One (1) copy in PDF format. 11.5. Research Proposal Paper: A4 Size, Arial with font size 11 pt and 1.5 lined spacing, Maximum 20 pages cover to cover. One (1) copy in PDF format. 11.6. Feasibility Study: is compulsory for Category 3. The format of the feasibility study is provided by the organiser. 11.7. Research Proposal must be in Bahasa Malaysia or English. 11.8. Submission entry / panels shall only be labelled with the competition entry reference number. Participants are requested not to disclose their names/ team members/ name of the academic institution/ name of the company on the submission boards. 12. COPYRIGHT 12.1 Each Participant hereby agrees that all of the intellectual property rights of such distinctive and exclusive concepts, ideas, designs, calculations, drawings, sketches, specifications, diagrams, data, items, models, materials and other similar documents which are being developed, prepared, formed, produced, adopted, implemented or obtained distinctively and exclusively for the Competition shall be vested in PR1MA without any cost to be paid to the Participant by PR1MA. 12.2 Each Participant hereby consents PR1MA all rights to develop, copy, edit, display at public exhibitions, broadcast, reproduce, publish, use and adopt for implementation in the future, in whole or in part, any submission, and any other intellectual property protected or protectable materials submitted by each Participant, in any manner without further compensation during and after the Competition, except where prohibited by law. 12.3 Each Participant hereby agrees not to initiate, instigate, support, maintain or authorise any action, claim or lawsuit against PR1MA, on the grounds that any use of the Submission as provided herein, infringes any of Participant s rights as creator of the Submission. 12.4 Notwithstanding with the above, in the event PR1MA were to develop, copy, edit, display at public exhibitions, broadcast, reproduce, publish, use and adopt for implementation in the future, in whole or in part, any submission, and any other intellectual property protected or protectable materials submitted by each Participant, wherever applicable PR1MA shall include the Participant as the author of such intellectual property. 12.5 For more information, please contact MIP Secretariat at 03-7877 0636 or email to pr1macompetition2017@gmail.com. 15
