Chapter 1 MISSION OF THE NATIONAL SOCIETY OF PERSHING RIFLES 1-1. Contents. This chapter defines the mission of the National Society of Pershing Rifles, and tells how this mission is fulfilled, illustrating the tri-service aspect of the Society. 1-2. Definitions of Mission. The National Society of Pershing Rifles has adopted its mission to include the following four interrelated objectives. a. To aid in the development of effective officers in the Army, Navy, and Air Force. b. To create a closer and more efficient relationship within the Reserve Officers Training Corps structure. c. To further the purpose, traditions, and concepts of the United States Army, Navy, and Air Force. d. To give civilians the opportunity to be part of a military type of organization without any commitment to the military. 1-3. Fulfillment of the Mission. a. Development of effective officers in the Army, Navy, and Air Force. (1) Through its organizational structure, the Society affords its members and excellent opportunity for command and staff experience. It is an extra-curricular leadership-training laboratory. (2) In its administrative aspects, the Society offers many opportunities for work that provides valuable training for the Active Member. By adopting, wherever possible, the administrative practices of the US Army, US Navy, or the US Air Force, the Society furthers a working knowledge of these practices which is of great value to the member as a cadet or midshipman and later as an officer in his particular branch of service. b. Relationship with in the Reserve Officers Training Corps Structure. (1) As one of the most important of its missions, the ROTC relationship merits special attention by the Society. The National Society of Pershing Rifles is the only extracurricular organization available to all ROTC cadets everywhere. The P/R, through its meetings and other activities, develops valuable esprit de corps. Such a group consciousness among the Pershing Rifles members, coupled with the improved officer-cadet relationship fostered by the Society, leads to a stronger and more efficient corps of cadets. 2

c. Purpose, Traditions, and Concepts of the United States Army, Navy, and Air Force. (1) The first step in the achievement of this objective is the creation of a closer and more efficient relationship with the ROTC programs on campus, from which the DOD gains a majority of its officers. (2) The Society evidences its interest in and understanding of the traditions and concepts of the three services by its continuing program of increased tri-service recognition. d. Importance for civilians. (1) Through its organizational structure, the Society affords its members and excellent opportunity for command and staff experience. It is an extra-curricular leadershiptraining laboratory. This is important for civilian jobs as well as military. (2) Through the relationship with the ROTC cadets and midshipmen, a closer relationship is formed between these civilians and the military. 1-4. Type of Organization. a. By the nature of the above functions the National Society of Pershing Rifles is organized under the general staff type structure with members of the coordinating staff being designated as directors. The coordinating staff members are principle staff assistants to the Chief of Staff and have been vested with authority to determine actions to be taken by the command in their specific field. (1) Each member of the coordination staff acts as the principle assistant to the Chief of Staff in planning, estimating, coordinating, integrating, and supervising principle functional areas assigned. (2) Each makes decisions without reference to the Chief of Staff on routine matters. 3

Chapter 2 MEMBERSHIP OF THE NATIONAL SOCIETY OF PERSHING RIFLES 2-1. Contents. This chapter tells who may be a member of the National Society of Pershing Rifles and how membership is granted. The two classes of P/R membership are described and rules about retaining Active Membership are listed, and the privileges of Honorary Members are discussed. This chapter also outlines the national Pledge manual. It states the rules about transferring Active Membership from one company to another. 2-2. Scope of Membership. The National Society of Pershing Rifles is open to any college student. It is open to all Cadets and Midshipmen from colleges and universities throughout the United States and Puerto Rico. The individual members of the Pershing Rifles are selected on a basis of personal merit. There are three classes of membership: Active, Alumni, and Honorary. 2-3. Active Membership. a. Requirements. Active Membership shall be open to all students attending a college or university. b. Selection of Members. To become an active member of Pershing Rifles, the candidate must be a regularly enrolled student. c. Admission of Active Members. Having completed a pledge program controlled by a college level chartered unit of the Society, the student obtains active status in both the college level chartered unit pledged and the National Society upon being duly initiated by the college level chartered unit in formal ceremony. d. Right of Active Members. An active member in good standing with his college level chartered unit for any purpose, shall be eligible to introduce motions from the floor, to speak in regard to any motion, to make nominations for office, and to vote on any questions. e. Rank of Active Members. Upon activation, the individual shall attain enlisted rank determined by the unit commander. f. Active Membership authorized equipment. The citation cord, shingle, membership card, ribbon, and rank shield are authorized to be obtained by the active member. The shingle is a certificate of membership in the Society. The membership card is a card declaring membership in the Society. The Pershing Rifles Citation Cord shall be worn only on the left shoulder. It shall be worn with no other fourragere or aiguillere unless otherwise directed by the respective ROTC Detachment. The braided strand shall be worn under the arm and the two single strands shall be worn outside the arm. The membership ribbon is worn in the same manner as ROTC ribbons and is less ranking than all ROTC ribbons. The rank shield is worn: 4

(1) Male. Centered on the left breast pocket. If he also has the ROTC Recondo badge, the Pershing Rifles rank shield can be moved to the other pocket of the class "A" coat. (2) Female. Centered on the left side of the Class A uniform and parallel to the waistline on the coat in a comparable position on the coat. Placement of the shield may be adjusted to conform to individual figure differences. If she also has the ROTC Recondo badge, the Pershing Rifles rank shield can be moved to the other side of the class "A" coat. 2-4. Honorary Membership. a. Definition of Membership. Any person may be initiated into Pershing Rifles as an Honorary Member by the various college level chartered units upon the approval of the National Commander. Honorary members may not hold office or vote on any matter before the college level chartered unit. b. Induction of Member. A written request will be submitted to National Headquarters listing the individuals to be approved as Honorary Members and explaining why they should be given honorary membership. c. Rank of Honorary Members. A person may be initiated into the National Society of Pershing Rifles with or without honorary rank, the grades of which shall correspond to those used by P/R. A commanding officer cannot sign an application for Honorary Membership requesting honorary rank of a higher rank that the rank he holds. d. Equipment authorized for Honorary Members. An honorary member is allowed a shingle and membership card. The individual is also allowed the citation cord, if desired. 2-5. Transfer of Membership. A member of any Pershing Rifles Company may transfer membership to another school, provided the individual meets the basic requirements of the gaining Company. The gaining Company will immediately notify National Headquarters upon completion of the transfer. 2-6. National Pledge Manual. a. The National Pledge Manual is incorporated herein to serve as a basis for the individual units pledge program. The National Headquarters will provide this manual. 5

Chapter 3 ORGANIZATION 3-1. Contents. This chapter describes the organization of the national Society of Pershing Rifles and explains how each headquarters functions. This chapter prescribes offices and rank structure for each level of command within the Society, and tells how these offices are filled. Special procedures for creating new offices are outlined, and certain limitations are placed on office holding. Procedures for filling vacancies are included, and the rank of Active members is defined. 3-2. Basic Concept and Structure. The National Society of Pershing Rifles, in keeping with its function as an extra-curricular leadership-training laboratory, is organized along military lines. The basic structure of the Society is prescribed in the Constitution of the National Society of Pershing Rifles. 3-3. Organizational Levels of the Society. There are currently two levels of organization in P/R. They are National and Company level. There once were Divisional and Regimental levels as well but they were disbanded at National Convention in 1997. 3-4. National Organization. a. National Headquarters. This organization shall consist of the National Headquarters situated at the University of Nebraska, in Lincoln, Nebraska. The National Headquarters and the remainder of the Society shall be under the control of the National Commander who shall have a term of office not to exceed two years. (1) National Headquarters Officers. A P/R Major General shall command the National Society of Pershing Rifles, and the commander s staff shall be: Deputy National Commander /Chief of Staff P/R BG G-1 P/R COL G-2 P/R LTC G-3 P/R COL G-4 P/R COL G-5 P/R LTC (a) National Commander. The National Commander is nominated by the retiring National Commander and discussed with the national staff. (b) This nomination must be confirmed by the National Legislative Body of Pershing Rifles. b. Companies. The local unit of each campus shall be known as a Company. (1) Company Officers. A P/R CPT (0-3) shall command the Company and the commander s staff shall be at the CO s discretion: 6

(2) The following is an example rank structure. The company is authorized one 1LT (0-2) and 3 2LTs (0-1). Executive Officer: P/R 0-2 S-1 P/R 0-1 S-2 P/R E-7 S-3 P/R 0-1 S-4 P/R 0-1 S-5 P/R E-7 (a) Designation of Company Officers. The individual unit concerned shall elect the Company Commander. The Company Commander shall select all other officers. (b) Constitution and By-Laws. Each Company shall have a Constitution and/or By-laws, and shall be able to furnish a copy of each upon request of PRNHQ. 3-4. Vacancies. a. Command Positions. In the event a command position is vacated prior to the expiration of the term of office for that position, the officer next in command in the HQ shall assume the duties of the Commander until such time as the electing or appointing body for that position indicates and completes action to fill vacancy. b. Staff Positions. The respective Commanders shall fill vacancies in staff positions. 3-5. Rank of Active Members. Pershing Rifles personnel shall retain the rank of the highest rank position held after completing at least one full tem of office in that position. 7

Chapter 4 CONVENTIONS AND ASSEMBLIES 4-1. Contents. This Chapter defines the legislative bodies of the National Society of Pershing Rifles and tells what they do. It outlines policies concerned with National Assemblies and Spring National Conventions. 4-2. Legislative Bodies. At Company level, the legislative body is the Company Active Membership in general assembly. The National legislative body is the National Commander and the Company Commanders. 4-3. Power of Assemblies. P/R assemblies are concerned with major policy guidance for the Society and action on detailed matter only where joint action is desirable. I.e. the election of a National Commander. 4-4. Annual Fall National Legislative Assembly. a. Location. The Fall Legislative Assembly will be a held in Lincoln, Nebraska and all arrangements and coordination will be through NHQ. b. Attendance. The National Commander, National Headquarters Staff, Company commanders and company executive officers, will attend the Fall Legislative Assembly. 4-5. Spring National Convention. a. Site Selection. The site of the Spring National Convention will be decided at the Spring National Convention of the previous year. The unit desiring to host the Convention must make a bid. It will be voted on at the Convention. b. Arrangements. The host unit will make all arrangements with the aid and approval of the G-3. c. Date. The hosting unit in coordination with PRNHQ will decide the date of the Convention. It shall be set before the Fall Legislative Assembly. 8

Chapter 5 RESPONSIBILITIES OF OFFICERS 5-1. Contents. This chapter contains the duties of Pershing Rifles Commanders and lists of the duties of staff officers. 5-2. National Commander. The duties of the National Commander are twofold: implied and official a. Implied Authority. It shall be the duty and the responsibility of the National Commander, Pershing Rifles, to assure to the National Society an efficient and effective organization. Failure to perform this duty will leave but one alternative open to the NC: PERMIT A BETTER PERSON TO DO THE JOB. The NC shall expect and demand the wholehearted cooperation of the units and individuals under the NC s command. If this cooperation is not cheerfully and expeditiously forthcoming the NC is constitutionally obligated and authorized to take charge and enforce those measures necessary to assure it. b. Official Authority. The National Commander, Pershing Rifles, shall have the following Constitutional and Executive Powers: 1. Be the guardian of the Official Seal. 2. Upon confirmation by the National Assembly, conduct the regular business of the Assembly according to Roberts Rules of Order. 3. Have the power to interpret the Constitution of Pershing Rifles. This power will be subordinate to that of the National Assembly, and will not be contrary to the Assembly s recognized interpretation. 4. Enforce the dictates of the Constitution and National Assembly. 5. Power to approve or disapprove any nominees for Honorary Membership. 5-3 Deputy National Commander/Chief of Staff. The Deputy National Commander shall be second in command of the National Society of Pershing Rifles. The duty of the DNC is the coordination of staff activities. Also, the DNC is the second in command. a. Staff Coordination. The DNC formulates and announces policies for the general operations of the staff, coordinates and directs the work of the staff, assures that instructions published to the Society are in accord with the Commanding General s policies and plans, assures that the Commanding General s orders and instructions are executed, and arranges regular staff conferences. 5-3. The Staff. The following are the normal duties of staff positions for all levels of command. a. G(S)-1. The Administrative Officer shall maintain accurate minutes of the meetings, an up-to-date file on all members (Active and Alumni), and shall prepare and distribute such 9

orders and other written communication as may be required, except for those specifically assigned to another staff officer. This officer must also maintain an accurate and current file of all incoming and outgoing correspondence for the unit. b. G(S)-2. The duties of this officer are divided between expansion and security. Expansion to get more members or companies into the Society in conjunction with the G (S)-5. Security for anything needed for the unit. I.e. keys to the unit s office. c. G(S)-3. The duties of the operations section are divided as follows: drill meets, rifle matches, activities reports, conventions, pledge training, and any other activities designated in the operation of the individual units. d. G(S)-4. The duties of this section are supply and finance. Supply of materials, awards, initial issues, and any other materials necessary for the operation of the units. Finance: will receive and promptly deposit all checks and money orders and publish a detailed financial report. e. G(S)-5. The duties of this section are publications and public relations in conjunction with the G(S)-2. Specifically, at NHQ the G-5 will be responsible for sending out the National newsletter. 10

Chapter 6 CORRESPONDENCE, ORDERS, AND RECORDS 6-1. Contents. This Chapter tells the procedures for writing correspondence; it tells how and when to issue written orders: and it prescribes how to maintain and dispose of P/R records. 6-2. Correspondence Procedure. In order to implement the training function of the Society by familiarizing the members with US Army, Navy, and Air Force procedures, all Pershing Rifles correspondence shall be prepared, in accordance with the policies of the writer s respective branch of service. If the member is a civilian it shall be written in standard US Army format. 6-3. Orders. Each Pershing Rifles unit is authorized to publish orders governing the members of the unit insofar as such orders are not in conflict with the instructions of NHQ. Pershing Rifles orders will be written in coordination with the current branch of Service manual governing such documents. Each set of orders shall indicate the distribution of copies that is to be made. 6-4. Maintenance and Disposal of Records. Each Pershing Rifles unit shall maintain its records in proper order to insure their protection and their usefulness. Complete and accurate records are essential to the effective functioning of every unit of the Society; records, which are not maintained in a useful order, are of negligible value. a. Each unit will keep on file one (current) copy of the National Society of Pershing Rifles Standard Operating Procedure and one copy of the Constitution of the National Society of Pershing Rifles. b. After a period of retention in the Dead Files of not less than four years, unit records sets may be destroyed at the discretion of the unit Commander provided that the records are thoroughly examined and any papers of value for historical documentation are retained and a summary of the contents and periods covered by the destroyed sets is made for permanent retention by the unit 11

Chapter 7 SUPPLIES AND USE OF FORMS 7-1. Contents. This Chapter contains 2 sections; a. Company Status form Scholarship application form Order Form 7-5. Form 1 - Unit Table of Organization. This form is a list of all members of a company. The member s assignment, name, and P/R rank needs to be denoted on the form. The GPA is required only if the member is on academic probation. This form needs to be sent to NHQ by 01 October of every year, accompanied by the $50 re-chartering fee, and by 15 January of every year along with form 200R. a. This form is to be typed except for the Commander s signature. Pledges names need not be included on the list. The Commander must sign this form. NO person s name is to appear twice. If a person holds more than one position, they all should be given at one time in the left column. b. This form is illustrated in this manual in Annex C. 7-6. Form 2 Citation for Achievement Medal. The P/R Achievement Medals are the only national awards of the Pershing Rifles that are awarded through the UNITS. In order to maintain the high standards of this organization, care should be taken to recommend Pershing Riflemen for the medal only under circumstances of sufficient merit. Therefore, a complete description of the service or group of services that the individual has rendered the organization should appear in the space provided on the form. a. This form is to be typed except for the necessary signatures. b. If a shingle is desired it can be provided upon request. c. For an example of the form see Annex D. 7-7. Form 9-A Procedure for installing a Pershing Rifles unit. This form is to be used when installing a new Pershing Rifles Company. A copy of this form is in Annex E. 7-8. Form 10-A Officer Oath. This form is used for a new P/R Officer to take the Oath of Office as a P/R Officer. A copy of this form is in Annex F. 7-9. Form 100A Company Level Financial Report. This form is used to keep track of company finances. It is to be kept in unit files. A copy of this form is in Annex G. 7-10. Form 200R Unit information. This form contains information about each unit. It is to be typed and sent to NHQ by 01 October and 15 January of every year along with the UTO. A copy of this form is in Annex H. 7-11. Company Status Form. This form is used to keep track of company activities and distribution of cadet, midshipmen, and civilians. It is to be kept in unit files. A copy of this form is in Annex I. 13

7-12. Scholarship Application Form. This form is used to apply for one of the two $150 scholarships that NHQ offers each year. Follow the directions on the form. All scholarship applications must be received by 15 March of each year. A copy of this form is in Annex J. 7-13. Order Form. This form is to be used when ordering equipment. The quantity, description, and price of each piece of equipment are required on the form. The prices must be totaled and freight charges for that total must be added for the final total. Chapter 8 AWARDS AND DECORATIONS 8-1. Contents. This chapter contains descriptions, objectives of, and methods of presentations of various Pershing Rifles Nation Awards. 8-2. Best Pledge Award. This ribbon is given to the Pershing Rifle pledge that is easily recognized as the most outstanding pledge in the pledge class. The pledge is nominated by the 1SG and final decision rests with the Unit Commander. a. This award is a pledge ribbon with the Company insert. 8-3. Most Improved Company Award. Any company can nominate themselves for the most improved company ribbon. A complete description explaining how the company improved must be sent to National Headquarters. The final decision for the most improved company rests with the National Commander. 8-4. Best Company Award. Any company can nominate themselves for the best company ribbon. A complete description of the company s actions, which they believe, merits them, as the best company must be sent to National Headquarters. The final decision for the best company rests with the National Commander. 8-5. Bronze Achievement Medal. Generally, during the first or second year of membership. a. Outstanding member with unusual leadership ability. (Military courtesy, bearing, neatness, scholastic record, interest in Pershing Rifles) b. Ability to motivate and create interest in the organization. c. Has commanded and drilled on outstanding drill squad. d. Promotes ideas that are of great benefit to the organization. e. Volunteers for assignments and is a go-getter. f. Has developed an interesting and beneficial training program for the Pershing Rifles unit. g. Has initiated the largest pledge class in about three years. Procedure: Two company members must nominate the nominee for this award. The nominee must have done two or more of the listed qualifications. The company commander must review the nomination and if the commander agrees with the nomination must send the Achievement Citation Form (P/R form # 2) to National Headquarters. Final approval of granting the award will rest with the National Commander. 8-6. Silver Achievement Medal. Generally awarded to third or fourth year members, usually an officer in the company. a. Has commanded and trained the winning drill team in competition. b. Has improved the strength, morale, administration, and prestige of local unit while under their command. 15

c. Has contributed an idea which, when placed in effect, greatly enhanced the morale of the organization. d. Has performed outstanding duty as a staff officer. e. Contributed effective way to earn money. f. Developed a new crack drill procedure. g. Has improved military and social training for the organization to bring new spirit to the unit. h. Has initiated the largest pledge class in about five years. Procedure: Two company members must nominate the nominee for this award. The nominee must have done two or more of the listed qualifications. The company commander must review the nomination and if the commander agrees with the nomination must send the Achievement Citation Form (P/R form # 2) to National Headquarters. Final approval of granting the award will rest with the National Commander. 8-7. Gold Achievement Medal. Generally awarded to fourth year member, usually an officer. a. Outstanding service over a period of years. b. Improved the strength, morale, administration, and prestige to such a degree that their superiors consider this command one of the outstanding. c. Contributed something substantial that is used by the National Organization or has furthered the ideals of the Pershing Rifles. d. Has devoted his time and energy over a period of years to their Pershing Rifles unit always striving to improve it. Procedure: Two company members must nominate the nominee for this award. The nominee must have done one or more of the listed qualifications. The company commander must review the nomination and if the commander agrees with the nomination must send the Achievement Citation Form (P/R form # 2) to National Headquarters. Final approval of granting the award will rest with the National Commander. Exceptions: a. If the nominee is the company commander then the executive officer is responsible for reviewing the nomination and sending P/R form #2 to National Headquarters. b. If the nominee is on the National Staff the Nomination goes directly to the National Commander. c. If the nominee is the National Commander, the National Staff must vote on approval and the decision must be unanimous. 8-8. National Commander s Award. This award is the highest honor given by the National Society of Pershing Rifles. It is to be awarded to that Pershing Rifleman who is so outstanding in his performance and general way of life that he influences the organization s history for a long period of time, regardless of the number of years of service in Pershing Rifles. The selection of this Pershing Rifleman will be in the hands of the unit 16

commander and his staff. A complete, detailed description of the nominee s actions that the nominating person or persons feel qualify this Pershing Rifleman for the National Commander s Award shall be forwarded to National Headquarters. Final decision of granting the award will rest with the National Commander. Exceptions: a. If the nominee is on the National Staff the nomination goes directly to the National Commander. b. If the nominee is the National Commander, the National Staff must vote on approval and the decision must be unanimous. 8-9. Life Saving Medal. This award is an honor presented to that individual Pershing Rifleman who has distinguished himself by saving human life. The unit commander will nominate the individual. A complete, detailed description of the nominee s actions that the nominating person or persons feel qualify the Pershing Rifleman for the Life Saving Award shall be forwarded to National Headquarters. Final decision of granting the award will rest with the National Commander. There will be no expense involved in presenting this award. 8-10. Wearing of Awards and Decorations. a. Ribbons. All Pershing Rifles ribbons are less ranking than ROTC ribbons. They are to be worn in the same manner as the ROTC ribbons. The order of precedence is: 1. Pershing Rifles Membership Ribbon 2. Life Saving Medal Ribbon 3. Gold Achievement Medal Ribbon 4. Silver Achievement Medal Ribbon 5. Bronze Achievement Medal Ribbon 6. Best Company Ribbon 7. Most Improved Company Ribbon 8. National Rifle Match Ribbon 9. Service Ribbon -Service discs shall be worn on the service ribbon for each year of active Pershing Rifles service completed in excess of the one year of completed service for which the service ribbon is awarded. b. Citation Cord. The Pershing Rifles citation cord is to be worn on the left shoulder. It shall be worn with no other fourragere or aiguillere unless otherwise directed by the respective ROTC Detachment. The braided strand shall be worn under the arm and the two single strands shall be worn outside the arm. c. Rank Shield. (1) Male. Centered on the left breast pocket. If he also has the ROTC Recondo badge, the Pershing Rifles rank shield can be moved to the other pocket of the class "A" coat. (2) Female. Centered on the left side of the Class A uniform and parallel to the waistline on the coat in a comparable position on the coat. Placement of the shield may be adjusted to conform to 17

individual figure differences. If she also has the ROTC Recondo badge, the Pershing Rifles rank shield can be moved to the other side of the class "A" coat. d. National Commander s Award. (1) Male. Worn 1/8 above and centered over the right breast pocket. If he is also is a Distinguished Military Student (DMS) the DMS badge will be worn 1/8 above the National Commander s Award. (2) Female. Worn 1/ 4 above and centered over the nameplate. If she is also a Distinguished Military Student (DMS) the DMS badge will be worn 1/ 8 above the National Commander s Award. e. P/R Officer Crossed Rifles. (1) Basic course cadet. Center crossed rifles on both lapels 1 ¼ below the torches of knowledge with the centerline of the rifles bisecting the torch of knowledge and parallel to the inside edge of the lapel (2) Advanced course cadet. Center crossed rifles on both lapels 1 ¼ below the ROTC insignia with the centerline of the rifles bisecting the ROTC insignia and parallel to the inside edge of the lapel. 18
