It is expected that multiple awards totaling approximately $6 million will result, depending on availability of funds. Awardees under this BAA will be selected through a multi-stage review process. The pre-proposal review step allows interested organizations to submit technology demonstrations for Government consideration without incurring the expense of a full proposal. Based upon the pre-proposal evaluation by ESTCP, each of the pre-proposal submitters will be notified as to whether ESTCP requests or does not request the submission of a full proposal. As noted in the instructions located on the ESTCP website, evaluation criteria for pre-proposals are, in decreasingorder of importance, Technical Merit, Cost/Benefit of Technology, Transition Potential, and Cost of Proposal. Due to the anticipated volume of pre-proposals, ESTCP will not provide debriefs to those that are not requested to submit a full proposal. Instructions for preparing a full proposal will be provided at the time of notification. A request for submission of a full proposal does not indicatea decision has been made to make an award. Small business participation is strongly encouraged as the Government's goalis that small business, historically black colleges, universities and minority institutions participation represent 5 percent of the total contract award value. If a full proposal is requested and the proposed budget is $700,000 or more, asmall Business Participation Plan (SBPP) must accompany the full proposal, whether it is submitted by a large or small business vendor. The North American Industry Classification System (NAICS) codes are 541712 and 541330 with the small business size standard of 500 employees and $15.0M respectively. Prior to award, selected contract proposals that exceed $700,000 submitted by all but small business concerns must be accompanied by a Small Business Subcontracting Plan in accordance with FAR 52.219-9. Most of these platforms and their associated facilities also receive partial support from other federal agencies, state and local governments, and private sources on a proportional basis. The scientific productivity of research programs conducted by the U.S. Academic Research Vessel Fleet is enhanced by providing technical support services to all users of the facility. Maintaining availability of qualified Technicians for ship-based research is a long-standing and proven method of optimizing technical support. Individual Operating Institutions employ and assign permanent Technicians to research vessels under their purview. However, there are frequent occasions in which it is necessary and desirable to hire temporary or part-time Technicians to meet unexpected or surge demands across the fleet. Procedures for meeting this requirement vary between Operating Institutions and are frequently inconsistent, complex and time consuming. This solicitation seeks to streamline the inherent inefficiencies in meeting varying demands for technical support by establishing a centrally managed Pool of Temporary and Part-time Technicians that can be made readily available to vessel Operating Institutions across the US Academic Research fleet. Researchers rely on a variety of networked technologies and software tools to achieve their scientific goals. These may include local or remote instruments, wireless sensors, software programs, operating systems, database servers, high-performance computing, large-scale storage, and other critical infrastructure connected by high-speed networking. This complex, distributed, interconnected global cyberinfrastructure ecosystem presents unique cybersecurity challenges. NSF-funded scientific instruments, sensors and equipment are specialized, highly-visible assets that present attractive targets for both unintentional errors and malicious activity; untrustworthy software or a loss of integrity of the data collected by a scientific instrument may mean corrupt, skewed or incomplete results. Furthermore, often data-driven research, e.g., in the medical field or in the social sciences, requires access to private information, and exposure of such data may cause financial, reputational and/or other damage. Therefore, an increasing area of focus for NSF is the development and deployment of hardware and software technologies and techniques to protect research cyberinfrastructure across every stage of the scientific workflow. 30224 Innovation Corps Teams Program (I-Corps Teams) 52232 Contact Name Rathindra DasGupta Contact Telephone 703-292-8353 Contact Email rdasgupt@nsf.gov Sponsor Website http://www.grants.gov/view-opportunity.html?oppid=196174 Program URL http://www.nsf.gov/pubs/2012/nsf12602/nsf12602.htm Directorate for Biological Sciences/NSF 12-602 15-Mar-2017 Not Specified Synopsis The National Science Foundation (NSF) seeks to develop and nurture a national innovation ecosystem that builds upon fundamental research to guide the output of scientific discoveries closer to the development of technologies, products and processes that benefit society. April 2017 ADDITIONAL FUNDING ANNOUNCEMENTS Keeping children safe from harmful web-based information is MetComm's specialty. (646) 845-0061 Schools@metcomm.net Hello Mr. Davis, When schools receive E-rate funding, they must implement a CIPA-compliant "filter" against inappropriate web-based content and predators. This safeguard reassures parents that their children are protected when using the internet at school. Make content filtering part of your plan Though web content filtering is not a service discounted by E-rate, compliance with CIPA is mandatory. Failure to comply may cause E-rate funding to be revoked. Other Non-Federal Funding Opportunities Page 1

April 2017 ADDITIONAL FUNDING ANNOUNCEMENTS Filing deadlines for E-rate funding are April 13 th for a 470 application, and May 11 th for a 471 vendor assignment. Review the CIPA regulations and make sure you are in compliance. Make content-filtering part of your plan by contacting MetComm.Net today to discuss a filtering solution for you. MetComm.Net is a veteran of 19 years of service under E-rate. Mr. Davis, Here's what a school principal wrote about her experience with MetComm: "I inherited a technology company [that] caused me many problems with E-rate. When MetComm.Net approached me, I was hesitant to put my trust in their hands. I am very pleased to report they have gone above and beyond, becoming a most trusted partner and resource." April 2017 ADDITIONAL FUNDING ANNOUNCEMENTS Dear Dr. Silverman and Grants/Contract Directors at Mt. Sinai, Taub Awards Program in MDS Research at Mt. Sinai On behalf of The Henry and Marilyn Taub Foundation, I am very pleased to announce a grants program to help build the scientific community at Mt. Sinai focused on MDS translational research. This grants program was designed in response to a proposal from Mt. Sinai to the Taub Foundation to support the development of a Translational Research Center for MDS. Attached are the application guidelines for a four year program, consisting of renewable one year grants, to promote collaboration, synergistic scientific research efforts across the Mt. Sinai Health System, and to encourage the long term commitment of its scientific community to translational MDS research. The attached application guidelines are intended to serve as an internal RFA for the Mt. Sinai Health Systems and include an explanation of its overarching goals and expectations. Each year, up to two one year awards will be supported by the Foundation at the $250,000 level. Application submissions, the proposal review process, and other administrative aspects of the Program will be overseen by The Medical Foundation on behalf of the Taub Foundation. Because collaborative research efforts are a key aspect of the Program, please distribute this funding opportunity widely to all relevant departments across Mt. Sinai, and the Tisch Cancer Institute and let us know if there are other key contacts that will help us distribute RFAs in the future. Please note that the online application portal will be made available to you sometime next month. The application deadline is April1, 2017, and the expected funding start date is July1, 2017. If you have any questions, please get in touch with either myself, or Erin Johnstone who is the Program Officer for these awards. We will be out next week for holiday vacations, but back after the new year. We look forward to working with you all to make this an exciting new opportunity for expanding MDS research at Mt. Sinai.
