Sa-Dhan: The Association of Community Development Finance Institutions Sa-Dhan is organizing its annual National Conference for the year 2017 on 14 and 15 September at India Habitat Centre, New Delhi. This conference aims to provide stakeholders with a platform to deliberate on specific sectoral concerns and challenges in the implementation of India s Financial Inclusion programme and identify strategies to reinvent inclusive finance in digital era. The conference would also provide insights that can shape the future work agenda and action plan of policymakers, regulators, practitioners and academicians keeping a focus on various aspects to both widen and deepen the scale of financial inclusion in the country. This is a platform to deliberate upon the contemporary issues and concerns of the sector, and finding the way forward to create an enabling environment for universalization of financial inclusion and digital ecosystem. In 2016, India was ranked 3 rd among 55 countries across the world in having the most enabling environment for financial inclusion 1. Since 2009, the public and private sector have worked together to set up an ecosystem that enables the delivery of digital financial services have been launched in more than 80 countries (GSMA 2014) to address the issue of exclusion. Digital financial inclusion can be defined as digital access to and use of formal financial services by excluded and underserved populations. Such services should be suited to the customers needs and delivered responsibly, at a cost both affordable to customers and sustainable for providers. The report of the committee on Medium-term path on Financial Inclusion released by the Reserve Bank of India (RBI) in 2015 recommended a low cost solution based on mobile technology can be a good candidate for improving financial inclusion by enhancing the effectiveness of last mile service delivery. In India, the key enabler of the digital ecosystem which has given impetus to the financial inclusion movement is the JAM Trinity which was first proposed in the Economic Survey of India in 2014-15, the overarching framework being: Jan Dhan for financial infrastructure, Aadhaar card for information structure and Mobile technology for delivery infrastructure. New architecture in form of Small Finance Banks, Payment Banks, Peer to Peer Lending (P2P) will transform the institutional landscape for financial inclusion. While credit growth has been impressive over the last few years it requires a sharper focus towards neglected geographies and populations. To align our efforts towards inclusive finance in new architecture, the theme for this year s Conference is Reinventing Inclusive Finance in Digital Era. This year the conference intends to deliberate primarily on digitization and Microfinance sector and myriad ways in which financial inclusion can give a fillip 1 Microscope Survey 2016, Economics Intelligence Unit

towards elimination of poverty and universalization of financial inclusion. Further, it would also dwell upon the role of the microfinance sector, to develop the ecosystem, under various government as well as non government initiatives, on acceleration financial services which have an overall impact on lives of clients. The conference would focus on greater dynamism in the Self Help Group movement, accelerating the National Rural Livelihoods Programme and various other relevant and contemporary topics. The Bharat Microfinance Report which is the totality of the statistical analysis of the sector would be released in the conference. Previous Initiatives The Conferences which Sa-Dhan has hosted over the years have been a culmination of the prevalent scenarios and the future needs of the sector. The Conferences have also grown with the changing times and provided space for discussions on the burning issues and challenges facing the stakeholders and gave pointers for policy level action. Previous Initiatives Sa-Dhan Sa-Dhan, the oldest and largest association of community development finance institutions, came into being on July 21, 1999 with a mission to support and strengthen the financial inclusion agenda in India. It helps its member institutions to better serve low-income households, particularly women, in both rural and urban India, in their quest for establishing stable livelihoods and improving quality of life. Sa-Dhan has 188 members reaching out to 33 states/uts and 588 districts; it includes SHG promoting institutions, MFIs (For Profit and Not For Profit), banks, rating agencies, capacity building institutions etc. Sa-Dhan s members follow diverse legal forms & operating models to reach out to over 46 million clients with loan outstanding of more than Rs. 68,216 crores.
