The Leading-Edge Cluster Competition Supporting innovation clusters in a nationwide contest under the umbrella of the High-tech Strategy In three rounds, 15 cluster initiatives selected by high level, independent jury, accompanying evaluation Significant financial support of up to 40 million euro over 5 years - Overall BMBF-funding volume: ~ 600 Mio. No pre-determination of topics, technologies or regions More than 2,000 partners in more than 1,300 funded projects Sustainable mobilisation of regional economic potential with the goal of increasing growth, securing and creating jobs, and enhancing the attractiveness of Germany as a location for innovation and business Tokyo, 20 th September 2017 5

Internationalisation of Leading-Edge Clusters, Forward-Looking Projects and Comparable Networks (Clusters Networks International) Source: Hans-Christian Plambeck (2015) / BMBF (2015) Tokyo, 20 th September 2017 12
Internationalisation as a future focus of clusters and networks Starting points: Global challenges must be increasingly tackled by a division of labour with international partners from science and economy Leading-Edge Clusters, Forward-Looking Projects and Comparable Networks have pooled their innovation competences and achieved international reputation Objectives: Linking local dynamics with complementary competences of leading international innovation regions by creating joint strategies based on a bottom-up process (concept development phase) Establishing a reliable and sustainable cooperation by realising joint R&D&I projects (implementation phase) Tokyo, 20 th September 2017 13
Roadmap of the funding measure Overall BMBF-funding volume for 32 clusters and networks: ~ 135 Mio. Tokyo, 20 th September 2017 14
Target audience in Germany Leading clusters and networks with: Sustainable management structures and strong intercultural competences A successfully implemented innovation strategy First reliable contacts to other global innovation regions A leading position in their area of competence Funding for leading German clusters and networks: Concept development phase: a maximum of 1 million for a project term of up to two years Implementation phase: a maximum of 3 million for a project term of up to three years Tokyo, 20 th September 2017 15
Potential international cooperation partners Leading international clusters, networks and innovation regions with: Complementary competences compared to the German partner cluster or network Their own management organisation; alternatively, they are structured as managed network The ability to realise the cooperation on an equal footing (funding, know-how, division of labour, etc.) The objective to design joint rules of cooperation (cooperation treaty, IP-regulations etc.) A good chance for mutual benefits Tokyo, 20 th September 2017 16
Target regions/countries of German clusters and networks in the funding measure Target region Multiple indication Single indication Europe Belgium, Czech Republic, Finland, France, Great Britain, Poland, The Netherlands Austria, Denmark, Slovenia, Spain Asia China, Japan*, South Korea Singapore North America South America USA, Canada Brazil Status: 04 th September 2017, referring to funded German clusters and networks of the 1 st and 2 nd round of competition *The following German clusters and networks cooperate or plan to cooperate with partners from Japan: 1) Cluster for Power Electronics, Nuremberg partners from Tokyo, Osaka, Kyushu etc. since 2016 2) OptoNet Photonics Network Thuringia, Jena partners from Hamamatsu, since 2016 3) Organic Electronics Saxony, Dresden partners from Yonezawa, since 2016 4) Munich Biotech Cluster partners from Osaka and Kansai region, since 2017 5) Sport Innovation Network, Munich partners from Tokyo, since 2017 Further German clusters and networks cooperate/plan to cooperate with Japanese partners Tokyo, 20 th September 2017 17
Central accompanying research project InterSpiN German project consortium cooperating with international experts in cluster and innovation research Tasks: Monitoring Extending the knowledge concerning internationalisation of clusters and networks Support in knowledge transfer and strategy development Achievement of learning effects (e.g. on project level as well as on the level of entire funding measure) Tokyo, 20 th September 2017 18
First experiences from the funding measure German leading-edge clusters benefit within the funding measure from previously initiated strategy development processes (e.g. specific cluster or internationalisation strategies) bottom-up processes are strongly supported Identification of international partners that intend to cooperate on equal footing (in terms of project volume, competencies and project IPR) as a challenging task need for concept development phase is confirmed Positive international feedback on the funding programme e.g. Canada and Australia set up comparable programmes Tokyo, 20 th September 2017 19
