PEI works provincially and nationally to support the recognition of internationally trained workers experience and education. Assessing and recognizing qualifications of internationally trained workers can be challenging and creating pathways to licensure and certification for practice in Canada is not easy. The Government of PEI is committed to improving foreign qualification recognition. The Foreign Qualification Recognition (FQR) Office has received funding from the federal government through Employment and Social Development Canada. Under the Foreign Qualification Recognition: Building Bridges for Immigrants initiative, funding is available for regulatory authorities who can demonstrate a need and an ability to create new or advance existing resources and processes for foreign qualification recognition. This funding is to be used to help improve the foreign qualification recognition capacity and resources of regulatory authorities in PEI and to ensure internationally trained workers are able to access clear and concise information. Projects must enhance regulatory authorities capacity and ability to properly assess and recognize foreign-acquired qualifications. Initiatives focusing on the development of communication and core resources, practical supports and assessment tools, as well as initiatives aimed at improving workforce integration will be considered. The FQR Office is seeking Expression of Interest from qualified PEI regulatory authorities interested in launching foreign qualification recognition specific projects. Proposed projects must support activities under the Foreign Qualification Recognition: Building Bridges for Immigrants Project initiative to improve services, resources, and capacities dedicated to foreign qualification recognition within the province. Additionally, proposed projects should be aligned with the Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications guiding principles (http://www.esdc.gc.ca/eng/jobs/credential_recognition/docs/pcf.pdf). Expression of Interest proposals should offer a comprehensive account of the intended outcomes of the project and how that will impact foreign qualification recognition for the profession and the organization.

The following projects would qualify for FQR funding: Website and software development or enhancement Human or financial resources aimed at improving FQR capacity Development of core resources, communications materials, practical supports, or assessment tools Workforce integration projects Implementation of national exams or other ways to better align with provincial counterparts or national organizations Research projects Creation of bridging and training programs Other projects that enhance existing FQR resources All project proposals received will be reviewed. Project proposals that most adequately address gaps in FQR processes and information will be selected, subject to available funding. The FQR Office is accountable to Employment and Social Development Canada for reporting requirements; therefore it will be an expectation that selected projects will provide a summary to our office mid-completion and at the end of the project, which will capture overall budget cost analysis and information as to whether the outcomes achieved align with the initial objectives proposed.
