QUALIFICATIONS: a. Soldier selected will be militarily assigned to the unit and will be placed in the required duty position; Soldier must have a valid Army MOS in order to qualify to apply for an AGR position. b. Soldier must have the potential to become MOS qualified in the first 12 months or be released from AD/FTNGD. See items 2. N. (1-6) c. Applicant must successfully pass and maintain physical requirements IAW CST Occupational Health Program as outlined in NGR 500-3, Chapter 9, Paragraph 3 and Appendix I prior to placement and annually to maintain membership on the 1 ST WMD-CST. 1) Soldier must have a favorable Periodic Health Assessment (PHA) in accordance with (IAW) AR 40-501, Chapter 3, conducted within 12 months prior to initial entry into the AGR Program. 2) Soldier must have a Human Immune Deficiency Virus (HIV) test within the last 24 months prior to initial entry into the AGR program IAW AR 600-110. 3) Soldier must meet the body composition standards prescribed in AR 600-9. 4) Soldiers having a favorable appointment physical examination (IAW AR 40-501, Chapter 2) or flight physical examination (IAW AR 40-501, Chapter 4) conducted within 12 months prior to initial entry into the AGR Program are not required to complete an additional PHA for entry in the AGR Program. 1

5) Periodic Health Assessments (IAW AR 40-501, Chapter 10) for entry in the AGR Program may be conducted at an active military treatment facility, an ARNG medical unit, US Army Reserve medical unit, or a civilian medical facility. 6) Physical demands: Must have PULHES of 222222 or better. 7) The CST Physician Assistant (PA) will review any Soldier with a 2 on a Physical Profile Serial (PULHES) prior to boarding for this position. A 3 or 4 on a PULHES is not allowed to apply for this position. A Physical Profile of P-3 or higher will be screened out. 8) Must have normal color vision. 9) Pregnant female Soldiers are eligible to apply for AGR tours effective 03 February 2006 per NGB-ARH-S Policy Memo #06-014. This policy does not apply to the CST. 10) Must be able operate in restrictive PPE in confined spaces (not suffer from claustrophobia). 11) Must be able to operate using self-contained breathing apparatus or rebreather devices (not possess any respiratory disorders). 12) Must be willing to participate in required CST immunization program, including Smallpox and Anthrax immunizations. d. AGR personnel may not be eligible for or be receiving an immediate Federal Retirement Annuity (military or civilian). e. Individuals entering into their initial AGR Tour must be able to serve at least (3) years in an active military status IAW AR 135-18, chapter 2, prior to completing 18 years of Active Federal Service (AFS). f. Military technicians may not convert in-place to AGR status. An incumbent military Technician may only change to AGR status in conjunction with a different SPMD position, defined as a SPMD position with a different position number. g. Any falsification of the eligibility requirements will result in immediate release from the AGR program. h. Applicants must possess a valid state driver s license and be qualified to operate a GSA leased vehicle. i. Before applying for any AGR position, please talk to your state s Incentive Manager in regards to Incentives Termination/Recoupment Rules. j. Soldiers cannot apply if currently under a Suspension of Favorable Personnel Actions (FLAGGED). k. Selected individual is required to pass an Occupational Safety and Health Administration (OSHA) Hazardous Materials physical for assignment to a Civil Support Team. Selected individual unable to pass required physical exams may be released from the AGR program. The OSHA physical is a separate requirement from the standard military retention physical or Periodic Health Assessment (PHA). 1) Applicants who have not previously attended CSSC will be given a Personal Protective Equipment test (IAW DA Pam 40-8) prior to boarding. 2) Selected individual MUST complete NFPA/DOD HAZMAT Awareness training prior to attending CSSC. 2

3) Selected individual MUST possess a SECRET clearance or be able to receive at minimum an Interim SECRET clearance prior to attending CSSC. 4) Selected individual MUST complete required OSHA HAZMAT physical prior to attending CSSC (see item 2.l above). 5) CSSC is an MOS producing course (74D) for ARNG Soldiers who have not previously completed the ALC technical phase(s) for another MOS. 6) Individuals who have completed an ALC for another MOS, may only reclassify by attending the 74D2/3/4 Transition course. ASVAB ST Score requirement for 74Ds is 100. l. IAW NGR 500-3/ANGI 10-2053, Para 13-9 and NGB Policy, due to the extensive specialized training requirements the selected individual will incur an Active Service Obligation (ASO) of 36 months for the Civil Support Skills Course (CSSC, 4K-F20/494-F28). The ASO obligation date begins upon successful graduation from this course. m. Selected individual will be required to obtain inoculations from the Routine Adult and CBRN Enterprise immunization profiles as directed, to include vaccinations for smallpox and anthrax. n. Selected individual will be required to reside within a 1 hour commute from the duty location within six (6) months of hiring date, IAW NGR 500-3. o. Selected individual must be available to perform extended no notice TDY tours for training and/or operational deployments. Individuals requiring a Family Care Plan (FCP) will provide an actionable 24hr/7/365 no notice FCP to the commander upon selection. p. Selected individual must be able to work in a high OPTEMPO environment including a five-day work week, holidays and reporting for duty during non-standard hours without advance notice in response to potential WMD/HAZMAT incidents. q. Selected individual MUST NOT be prohibited from carrying firearms, which would preclude the individual from possessing a weapon for force protection measures, IAW AR 190-14. r. Selected individual MUST be capable of obtaining a Government Travel Card (GTCC) IAW DoDI 5154.31, if not already in possession of one. 3. APPLICATION PROCEDURES: a. ALL APPLICANTS will submit: 1) A copy of this announcement. 2) NGB Form 34-1 (Application for Active Guard/Reserve (AGR) Position - 20131111) completed and signed. Attach additional sheets of information, if necessary. 3) Photocopy of a DA Form 705 (APFT Score Card) within the last 12 months. 4) Class A DA photo taken within the past 12 months (a Polaroid type photo in Class A uniform is not acceptable). If a recent photo was taken, you may be able to locate a copy on IPERMS. 3

5) Statement from the Full-time Commander/AO/Directorate: Soldier meets the height / weight standards. Soldier is not flagged and is within good standing. Soldier is not on the DMD/ODD and scheduled to deploy within the next six months. Concur/non-concur with request for lateral reassignment (AGR Soldiers ONLY). 6) Copy of all previous DD Form 214s and NGB Form 22s 7) Copy of last five NCOERS (if applicable) 8) A copy of an Enlisted Records Brief (ERB) within the last 12 months. 9) A filled out Standard Form 181 Race and National Origin Identification (dated August 2005). 10) Most recent Medical Protection System Individual Medical Readiness (IMR) record accessible through Army Knowledge Online (AKO). 4. SPECIALIZED EXPERIENCE: a. Military Education: Duty MOS is 00F4R; Non MOSQ individuals must meet MOS qualifications for duty the position within 12 months of their assignment to the team. Additional training required to become the unit modeler within 1 year of assignment to team. b. Knowledge in unit readiness, CUSR, and administration. c. Has previous experience in CBRN CMF, knowledge of civilian HAZMAT techniques, tactics, and procedures. d. Knowledge, experience or training in the National Incident Management System desired, FEMA IS 100, 200, 700 & 800. e. Experience as a First Responder or with an agency related to emergency response desired. 5. DUTIES AND RESPONSIBILITIES: a. NCOIC for the Operations Section consisting of Soldiers and Airmen with a mission to conduct operational support including the Tactical Operations Center (TOC), Communications, and Decontamination Operations in the event of an intentional or unintentional release of a Hazardous Material or Weapon of Mass Destruction (WMD). Overseas the Logistics NCO, Training NCO and Human Resources NCO in garrison. b. Operations NCO will: 1. Provide Operations Support activities for the CST both in Garrison and while deployed. 2. Advise the Commander on training, logistics, personnel, and unit mobilization readiness requirements. This position requires knowledge of the Automated Fund Control Orders System (AFCOS), the Digital Training Management System (DTMS), Army Training Requirements, and Resources System (ATTRS). 3. Obtain all required data for the Unit Status Report (USR) and assists the Commander and First Sergeant in preparing readiness reports as prescribed by AR 220-1. Works directly with the Commander and First Sergeant in planning, resourcing, executing and documenting training events at the company level. 4. Maintain direct communication with training and mobilization personnel at the next higher headquarters. Maintains files associated with readiness, training, and administrative duties. Supervises the monitoring and development of MOS qualification and sustainment training programs. Advises unit personnel on military education requirements and prepares applications through the Army Training Requirements and Resources System (ATRRS). Assists the commander in formulating projections and forecasts through ATRRS Funding Allocation Model (AFAM). 5. Prepare and update DD Form 93 s and SGLV s, Processes NCOERs, OERs, and awards while resolving errors. Reviews and processes Officer & NCO promotions and automated advancements, Prepares, inspects, and submits extensions and supporting documents. 5

6. Prepare, review, and submit documents related to the suspension of favorable actions. Advises the Commander and First Sergeant on current regulations, policies, and procedures pertaining to personnel functions. 7. Must be Proficient with the use computers. Will have to manage multiple programs that needed to perform geospatial analysis for consequence assessment. Programs that will be utilized include ArcGIS, IWMDT, HPAC, ALOHA, JEM s and other off the shelf GIS programs. The creation and merging of data is to perform a complete assessment of the threats of the desired event. 8. Proficient with the following: Microsoft Office Programs, DTMS, DTS, CUSR, ATTRS & AFAM and RFFMS. 9.
