Policy on Name Usage No person, organization, business, government entity or other entity may use the name "Daughters of Union Veterans of the Civil War, 1861-1865" without the express written consent of the National President or the National Board of Trustees Chairman. Such consent is granted to all Departments, Tents, and Detached Tents to carry out their obligations as approved in the of this Order. (2012) A. ARTICLE IV Members Section 1. Eligibility Replace Subsection A with: (Page7) A. Membership shall be limited to daughters, granddaughters, and direct lineal descendants of any generation of honorably discharged soldiers and sailors who served in the Union Army, Navy, Marine Corps, or Revenue Cutter Service during the Rebellion of 1861-1865, and those who died or were killed while serving in the armed services of the Union between April 12, 1861 and April 9, 1865. The applicant's consideration for membership shall not be discriminated against on the basis of race, creed, religion, color, national origin, familial status or disability. (2013) Section 2. Admissions Replace first paragraph with: (Page 8) All applications for membership shall consist of one (1) original yellow application or one (1) original online application downloaded (and printed on acid free 8½ by 11 white paper that is at least 25% rag cotton) from the National website, where the word YELLOW must be printed by hand in the upper right hand corner of the front page (herein referred to as Original Application ) and one (1) copy of authentic documents to prove eligibility (copies only), including the war record of the ancestor form whom eligibility is derived. Each applicant shall pay an admission fee. (ARTICLE XIV Section 3) (2015) Section 4. Members-at-Large Replace Subsection B with: (Page 11) B. A Member-at-Large wishing to join a Tent may request a transfer form and a photocopy of her Original Application from the National Headquarters. These shall be presented to the Secretary of the intended Tent to be approved by the Tent. She shall be given the Ritual work of the Order as prescribed within the Ritual when she appears at a Tent meeting for the first time (2012) Add new Subsection C. C. A member of a Tent or Detached Tent or a Department Member-at-Large wishing to transfer membership to National Member-at-Large shall request a transfer form and a photocopy of her "Original Application" from the Secretary or Registrar of her Tent, Detached Tent, or Department. These shall be presented to the National Registrar for approval of the transfer. The National Registrar will notify the Sister, in writing, as to the date of the approval of transfer to National Member-at-Large. (2012) A2

Section 7. Good Standing Replace Subsection A with: (Page 11) A. A member in good standing shall be one whose current dues have been paid in accordance with the provision of these Bylaws. All members shall receive the National General Orders. Members may purchase a copy of the, a membership badge, an ancestor star, a pin, a Membership Certificate and a copy of the "Ritual". (2011) Add Subsections B and C. (Page 12) B. Members unable to pay the annual National Dues and Headquarters Assessment, or any portion of Department or Tent Dues, are eligible to continue full privileges of membership for one year. At the end of the year, Tent Presidents or the National Registrar for Members-at-Large will make a contact to offer: (2009) 1. Continued membership with at least the dues for the year in arrears paid by the member, or 2. Declaration of financial hardship by the member, and Tent vote to extend for a second year, or 3. Honorable discharge. C. Members who have reached age 90 shall have dues waived. Tents will also be exempt from paying National Dues and Headquarters Assessments for these members. (2009) Section 9. Transfers Replace first paragraph and Subsections A through D with: (Page 13) Any member in good standing in a Tent shall be entitled to a transfer form when applied for in writing at a regular meeting. (2012) A. A member having a valid transfer form may apply for membership into another Tent by submitting a photocopy of her "Original Application" along with her transfer form. The member s application and supporting documentation from the originating Tent, may be photocopied and the transfer form attached to the receiving Tent copy. If elected, she shall be admitted without an initiation ceremony. She may become a charter member of a Tent being newly chartered. (2012) B. Upon election, the Tent shall make three (3) photocopies of the application and transfer form. (2012) 1. One (1) copy of the application and transfer form shall be forwarded to the State Department Registrar. (2012) 2. One (1) copy of the application and transfer form shall be forwarded to the National Registrar. (2012) 3. One (1) copy of the application and transfer form shall be forwarded to the National Headquarters and Museum Manager for final disposition. (2012) A3

4. The member s application, original transfer form and supporting documentation shall be retained by the Tent. (2012) C. A member joining by transfer shall pay the required transfer fee to be retained by the original Tent. (ARTICLE XIV Section 3F) D. Members in good standing at the time a Tent is surrendering its Charter shall be issued transfer forms signed by the Department President and attested by the Department Secretary. (2012) A4

National Treasurer The National Treasurer shall: 1. Be Chairman of the Budget Committee. 2. During the National Convention, a. Chair a subcommittee of the National Department Budget Committee, with the National President, Council Member Number One and the National Secretary. Provide actual checking account and billing documentation for expenses incurred by the employee(s), Officers and Committees of the National Department. Obtain voucher signatures by Officers, indicating their review. b. Chair a subcommittee of the National Department Budget Committee, with the National President, the Chair of the Board of Trustees, Council Member Number One and the National Secretary. Provide actual checking account and billing documentation for expenses incurred by the National Headquarters and Museum, and Library. Obtain voucher signatures by Officers, indicating their review. 3. Be entrusted with the custody of all National Department and Headquarters funds. 4. Send copies of the quarterly financial statement to the National President, Senior Vice President, Junior Vice President, Council Members, Secretary, Counselor, Past National Presidents and Board of Trustees. Chairmen of Committees may request a copy. 5. Present the Treasurer's books to a Certified Public Accountant for financial review after the books are closed as of August 31. Certified copies of each Annual Financial Review will be kept on file at National Headquarters. Examination of the Annual Financial Review will be made available at National Headquarters upon receipt of written request. 6. Coordinate information and reconcile membership numbers with the National Registrar by May 15, prior to final allocation of National Membership Dues and the Headquarters Assessment. A7

7. Complete or assure governmental regulations compliance: i.e., meet all Federal requirements to maintain the tax-exempt status of the Daughters of Union Veterans of the Civil War, 1861-1865. 8. Organize the National Convention Registration process, providing registration badges, convention ribbons, meals and trip vouchers. 9. Complete National Convention payments for each officer's accommodations, travel and honorarium on a timely basis. 10. Upon her retirement from office, the National Treasurer shall promptly turn over to her successor, all funds and property of the National Department and Headquarters funds in her possession. B. National Associate Treasurer The National Associate Treasurer shall: 1. Be appointed by the National President after interviews by the President, Senior Vice President and Chairman of the Board of Trustees. 2. Receive copies of the National Treasure's monthly reconciliation of all Daughters of Union Veterans of the Civil War, 1861-1865 funds (accounting reports of active checking and savings accounts, and the summary report of all investment accounts). The copies of all bank statements and investment account reports for the National Department and for the Headquarters and Museum, and for the Library, shall also be received monthly. 3. Review all materials for their "checkbook reconciliation" by the end of the second month, allowing a 60-day elapsed interval for concurrent oversight of Daughters of Union Veterans of the Civil War, 1861-1865 funds accrual and distribution. 4. Send a written report of oversight action to the National Treasurer, the National President and to the Chairman of the Board of Trustees. (See Officer's Handbook for copy of the Associate Treasurer's monthly report form.) 5. Send written queries to the National Treasurer regarding exceptions found in the accounts or fund, seeking resolution by the written response of the National Treasurer. 6. Report unresolved exceptions in writing to the National President, Senior Vice President and to the Chairman of the Board of Trustees, who serve as an ad hoc Committee for Financial Review, to resolve any matter with the National Treasurer. 7. Keep written records of all reports received, exceptions resolution correspondence and of the Associate Treasurer Reports. This notebook of information shall be submitted for National Headquarters, to be kept in the Treasurer's permanent records file. Section 8. National Patriotic Instructor Replace first sentence of Subsection D with: (Page 28) D. Notify each Department and Detached Tent Patriotic Instructor that she must complete the annual Patriotic Instructor Report Form that is available on the National website. (2014) A8

The Webmaster and Assistant Webmaster shall work in conjunction with each other in the duties of the Webmaster. In the absence of the Webmaster, the Assistant Webmaster shall assume all the duties of the Webmaster. (2012) Section 14. National Press Correspondent Replace first sentence of Subsection D with: (Page 31) D. Notify each Department and Detached Tent Press Correspondent that she must complete the annual Press Correspondent Report Form that is available on the National website. (2014) A9

The following National Officers and all Committee Chairmen shall obtain report forms from the Headquarters Museum Manager and forward same to the respective officers in Departments and Detached Tents: President, Senior Vice President, Junior Vice President, Chaplain, Patriotic Instructor, Press Correspondent, Historian, Webmaster, duvs Chairman, and State Veterans Homes. (2012) Replace Subsection D with: (Page 33) D. National Officers and Committee Chairmen making an annual report to the National Convention shall submit seven (7) copies of the report to the National President, typewritten or computer generated printout, double spaced, with a one (1) inch margin on all sides. One copy each will be forwarded to the National President, Senior Vice President, Junior Vice President, Treasurer, Council Member Number One, Secretary and the National Headquarters and Museum Manager for final disposition. ARTICLE VII Meetings Replace Section 1 and Section 2 National Convention and National Official Call, respectively with Section 1 National Convention (Page 33) Section 1. National Convention (2009) A. National Convention shall be held annually during the period between July 20 to August 31, at a time and place determined by the Convention Sites Committee, for the purpose of electing officers, receiving reports, and transacting other business as may properly come before it. B. Official Call of Convention, giving the time and place of the National Convention, shall be published in the National General Orders and mailed at least six weeks prior to the Convention. Receive reports by Officers and Committees which consider the effectiveness of Daughters of Union Veterans of the Civil War, 1861-1865 programs. B. Consider and vote upon changes to the, assuring written guidance for the activities of the organization. C. Review the last year's expenditures of the National Department, and of the National Headquarters and Museum, and Library, by a subcommittee of Officers, who are also members of the Budget Committee. The Treasurer shall present expenditure documentation for Officers' signatures or Vouchers. D. Approve an annual budget, presented by the National Treasurer, following the annual meeting of the National Budget Committee. Section 10. Sons of Union Veterans of the Civil War Replace entire paragraph with: (Page 36) A member of the Sons of Union Veterans of the Civil War (SUVCW), who is a lineal descendant of a Union Veteran, may be admitted to closed meetings upon presenting the proper convention credentials and paying the registration fee. (2014) A11

ARTICLE IX National Council Section 2. Duties Replace A.4 in its entirety. Add A.5. (Page 39) A. National Council Member Number One shall: 1. Be Chairman of the Council. 2. Serve on the Budget Committee. 3. Serve on the National Board of Trustees. 4. During the National Convention, serve on a subcommittee of the National Department Budget Committee, with the National President and National Secretary as the National Treasurer provides itemized review, allowing examination of the bills incurred by the employee(s), Officers and Committees of the National Department. Provide voucher signature. (2009) 5. During the National Convention, serve on a subcommittee of the National Department Budget Committee, with the National President, National Secretary and the Board of Trustees as the National Treasurer provides itemized review, allowing examination of the bills incurred by the National Headquarters and Museum, and Library. Provide voucher signature. (2009) Delete B.2. Change number 3 to 2 and 4 to 3 as shown below. (Page 39) B. The National Council shall: (2009) 1. Devise ways and means to raise monies for the National Department General Fund. 2. Keep a full and detailed record of their proceedings. 3. Present a complete report to the National Convention and at such other times as the National President may direct. A12

Section 1. National Standing Committee ARTICLE X National Committees Replace Subsection D with: (Page 40) D. The term for the National Committee members appointed by the National President shall be one (1) year or until their successors are appointed, with the exception of the Chairman of the Membership Committee, who shall serve a two (2) year term, and the Chairman of the Long Range Planning and Advisory Committee, who shall serve a two (2) year term. ARTICLE XIV Finances Section 1. National Membership Dues and Headquarters Assessment Replace Subsections A, B and C with: (Page 83). A. National Membership Dues shall be paid for all members in each Tent and shall be forwarded to the State Department Treasurer by January 15 with the Annual Report in the amount of $13.00 per member. (2014) B. National Headquarters Assessment shall be paid for all members in each Tent and shall be forwarded to the State Department Treasurer by January 15 with the Annual Report in the amount of $6.00 per member. (2013) C. Detached Tents shall send their National Membership Dues of $13.00 per member and National Headquarters Assessment of $6.00 per member directly to the National Treasurer. (2013/2014) Section 2. Dues Replace Subsection B with: (Page 84) B. Dues for National Department Members-at-Large shall be $19.00, payable to the National Treasurer by January 1. (2014) Section 3. A Cadet Award, not to exceed $400.00, shall be presented to a graduating student each year at the United States Military Academy, West Point, New York; United States Naval Academy, Annapolis, Maryland; United States Coast Guard Academy, New London, Connecticut; and United States Merchant Marine Academy, Kings Point, New York. (2014) I. Granddaughters Fund Replace Subsection I with: (Page 88) The Granddaughters Fund shall be maintained by the National Department. All donations shall be designated and allocated, annually, for the operation and maintenance needs of the National Headquarters and Museum. (2009) Section 6. ROTC medals and campaign bars shall be awarded to cadets of outstanding ability and achievement in high school, college or university ROTC programs of the Army, Navy, Air Force, Naval Sea Cadet Corps, and Marine Corps. (2013) 1. Selection of the cadet to receive the award shall be made by professors of military science and the principals or heads of schools, colleges or universities. a. Recipients must have demonstrated loyalty and patriotism and earned a record of military and scholastic achievements during their participation in an ROTC program. b. They must be in the upper 25% of their classes in ROTC and in academic subjects. A18

c. They must have shown qualities of dependability and good character, adherence to military discipline, leadership ability and a fundamental and patriotic understanding of the important of ROTC training. 2. No more than one cadet in a graduating class in a high school JROTC program may be the recipient of the ROTC bronze medal. See Section 6, subsection D5. Similarly, no more than one cadet in a graduating class in a college or university ROTC program may be selected for the gold medal. See Section 6, subsection D6. 3. Professors of military science and the principals or heads of schools, colleges or universities may request ROTC medals from local tents or detached tents 4. Medals should be presented by the sponsoring tent or detached tent President or her designee. If it is impossible for a Daughters of Union Veterans of the Civil War, 1861-1865 tent or detached tent President or her designee to be present, then an officer from the ROTC may make the presentation. 5. The bronze ROTC medal is given to only one graduating cadet, male or female, in a graduating class in high school in the JROTC program. 6. The gold ROTC medal is given to only one graduating cadet per class, male or female, in a college or university ROTC program who is being commissioned into the military service. Colleges or universities having more than one ROTC unit on campus (i.e. Army, Navy, Air Force, Naval Sea Cadet Corps and/or Marine Corps) may present the medal to one graduating cadet in each unit. (2013) Section 8. Mileage and Expenses G. National VAVS Representative Replace Subsection G with: (Page 92) The National Veterans Affairs Voluntary Service Representative shall receive a mileage or coach airfare allowance and shall be reimbursed a single occupancy room rate, provided receipts are submitted, during the annual VAVS meeting. National President's Love Gift: The National President Love Gift is comprised of voluntary donations from members during a National President's tenure. The organization depends upon the roles and special services of the National President in representing the Organization at public ceremonies and at Department Conventions as well as the National Convention. Reimbursement for business expenses (receipts required) during or in preparation for these activities and for nonprogram meals during required days of travel for various meetings and Conventions, may be provided for by the National President's Love Gift. Excess funds, if any, of the President's Love Gift shall be allocated to the National President's Project for that term of office. RESOLUTIONS APPROVED 2012 Be it resolved that the National, Departments and tents be authorized to disseminate all official communication to the membership in both printed and/or electronic form. Be it resolved that the National Department Convention Registration Fees be reduced by fifty percent (50%) for the second and third duv brought by a family member, and when more than three (3) duvs are brought by a family member, registration fees for each duv after the third be waived in its entirely. Be it resolved that the National Department adopt the Membership Interest Form Only to be used for purposes of recruitment at all levels of the organization. (This form will be included in the 2012 forms packet.) All of the resolutions were recommended by the Executive Board and approved by the assembly. 2013 Be it resolved that the National Department has created the position of Members-At-Large Representative. Be it resolved that the National Department has created the position of ROTC Representative. Be it resolved that the National Department Convention Registration Fees be increased to $25.00. Be it resolved that the National Headquarters Assessment be increased to $6.00 effective immediately. All of the resolutions were recommended by the Executive Board and approved by the assembly. A22
