Our Reporting Chain Our Mission USASMDC/ARSTRAT conducts space and missile defense operations and provides planning, integration, control and coordination of Army forces and capabilities in support of U.S. Strategic Command missions; serves as the Army force modernization proponent for space, high altitude and global missile defense; serves as the Army operational integrator for global missile defense; and conducts mission-related research and development in support of Army Title 10 responsibilities. Serves as Senior Commander for U.S. Army Kwajalein Atoll and USASMDC / ARSTRAT JFCC IMD Fort Greely, Alaska. Three Hats Assigned as Commanding General Joint Functional Component Command for Integrated Missile Defense. 2

USSTRATCOM Mission USSTRATCOM conducts global operations ICW other Combatant Commands, Services, and appropriate USG agencies to deter and detect strategic attacks against the U.S. and its allies, and is prepared to defend the nation as directed Priorities Deter nuclear attack with a safe, secure, effective nuclear deterrent force Partner with the other combatant commands to win today Respond to the new challenges in space Build cyberspace capability and capacity Prepare for uncertainty UNCLASSIFIED

We Have Never Seen An Operating Environment Like Today s Different in time, distance, boundaries, symmetry, ambiguity (especially in STRATCOM s AOR ) Completely new weapons (cyber) and advances in earlier ones (WMD, ballistic missiles) Number and type of actors (state, terrorist, criminal) and blurring of combatants and noncombatants Hybrid combinations of capabilities (conventional, terrorist, kinetic, non-kinetic), strategies, and tactics Rapid technical and tactical adaptation and innovation - No textbook solution, no dominant technology or doctrine, no THE joint fight 4

USSTRATCOM Campaign Concept Mission Statement: USSTRATCOM conducts global operations ICW other Combatant Commands, Services, and appropriate USG agencies to deter and detect strategic attacks against the U.S. and its allies, and is prepared to defend the nation as directed. The campaign arranges USSTRATCOM s activities and operations and messages in time, space, and purpose to achieve the deterrence and assurance through the Commander s Strategic Objectives. Effective synchronization of USSTRATCOM activities creates, strengthens, or preserves conditions favorable for the advancement of U.S. interests. 5

Our Three Core Tasks Operations (Today) Provide trained and ready Space and Missile Defense forces and capabilities to the Warfighter and the Nation Operational Staff, 1 st Space Bde, 100 th GMD Bde, ASPDO Capability Development (Tomorrow) Build future Space and Missile Defense forces Future Warfare Center Materiel Development (Day-After-Tomorrow) Research, test, and integrate Space, Missile Defense, cyber, directed energy, & related technologies Technical Center US Army Kwajalein Atoll / Reagan Test Site Network Integration Evaluation (NIE) 6

Operations (Today) So What Are We Up To? Providing more than 875 Operational Forces Missile defense crews 24/7/365, protecting 300 million Americans Delivering theater missile warning to deployed forces Deploying AN/TPY-2 Forward Based Mode Radars (DOTLmPF) Managing wide-band satellite communications services and support Providing increased bandwidth with WGS 4 with Australia and allies Providing Joint Friendly Force Tracking capability to all COCOMs ~ 1.5 million track reports per day Supporting USSTRATCOM, USNORTHCOM, TRANSCOM and other GCCs with space based imagery to ground forces Conducting space tracking and space situational awareness for USSTRATCOM Provided operational support for human space flight programs 7

Capability Development (Tomorrow) Serve as proponent for Space, High Altitude and Global Missile Defense forces and capabilities Developing Army Space, High Altitude, and Missile Defense Concepts and Doctrine Army Space White Paper Training and educating ~ 6,200 students per year in 200 formal courses Improving space knowledge across the Army - Leader development - Individual and Collective training Supporting the Army's Network Integration Evaluation (NIE) Informing Army and DoD investments of space, high altitude and missile defense capabilities through modeling and simulation-based analyses Performing 19 Studies & Analyses - from quick-reaction efforts to Analysis of Alternatives; conducted Space Protection Study Collaborating with the Air Force Space Command to exploit space capabilities using handheld devices 8

Materiel Development (Day after Tomorrow) Developing Advanced Hypersonic Weapon technologies; successful flight test Nov 11; approved for follow-on flight in late FY14 Nanosatellite Technologies - Two nanosatellite systems (SNaP for BLOS communications and Kestrel Eye for ISR support) - A low-cost space launch system (Soldier Warfighter Operationally Responsive Deployer for Space- SWORDS) SMDC s Economical Target (ET-1) flight test using 25K Transportable Target Launcher High Energy Laser Mobile Demonstrator (HEL MD) to Counter Rockets, Mortars, Artillery, and UAS Led Army-wide effort to evaluate Electric Fires potential High Power Microwave Weapons and other technologies for Counter-IED Long Endurance Multi-Intelligence Vehicle (LEMV) Supporting FTI-01 and FTO-01 Operates Kwajalein Atoll / Reagan Test Site as a Major Range and Test Facility Base; RTS Operations Center in Huntsville, AL 9

Closing Thoughts USASMDC/ARSTRAT is the Army Service Component to USSTRATCOM JFCC-IMD is the functional component to USSTRATCOM for Missile Defense CG USASMDC/ARSTRAT commands JFCC IMD because of the capabilities USASMDC/ARSTRAT contributes as the ASCC Uniquely Organized Operations: 1 st Space Brigade, 100 th Missile Defense Brigade Capability Development: Future Warfare Center Materiel Development: Technical Center Geographically Well-positioned Huntsville: co-located with MDA, AMC/AMCOM/ACC, PEO Missiles and Space, PEO Aviation, MSIC, NASA, and the technical base there Colorado Springs: co-located with MDA, NORTHCOM, US Air Force Space Command, JFCC IMD, and the technical base there Providing critical capabilities to Combatant Commanders and Warfighters 13
