The Kentucky High School Athlete Official Organ of the Kentucky High School Athletic Association VOL. XXXVI NO. 8 MARCH, 1974 $1.00 Per Year The K.H.S.A.A. Is There seems to be a misconception in some areas, as to the purpose, the structure, the duties, and powers of the Association. Frequently it is said by the news media, laymen and sometimes school people that the "K.H.S.A.A. said...," "the K.H.S.A.A. did not," and "the K.H.S.A.A. will not." What does this mean? What is the K.H.S.A.A.? The inference of such statements is that the Association is a small group of individuals at the top, imposing and dictating their policy to all involved in interscholastic athletics. Nothing is further from the truth. In 1917 a group of educators met to discuss the growing problems of athletics. The eighteen schools represented were the charter members of the K.H.S.A.A. Since that time the number has increased to include all the accredited high schools. In 1936-37 there were 572 but consolidation of schools has caused the number to decrease to 329 in 1973-74. The Constitution and By-Laws adopted at that time stated its object shall be the development, regulation and purification of the athletic activities in this state. The authorization for the Association's existence is K.R.S. 156.160. It states in part "No individual should represent a school in games, meets or tournaments unless the activities are conducted by appropriate secondary school authorities and the Kentucky High School Athletic Association." Resolution of the State Department states that no school shall engage in interscholastic athletics unless it is a member of the Association. A Federal Court Decree in 1971 indicated that the Association was accountable to the State Department of Education. The assets of the Association belong to the member schools as indicated in the Constitution as to their disposal if the Association should be dissolved. The State Superintendent of Public Instruction's representative is present at meetings of the Board of Control. The structure of the Association has not changed, in general, since its inception. Each school joins the Association annually through its principal. The Constitution and By-Laws are determined by a Delegate Assembly at an annual meeting. TTiis group is composed of one representative for each of the sixty-four basketball districts, each delegate being elected by the principals of the schools in the district. The Constitution provides for the creation of a Board of Control composed of eight principals and two blacks, who are certified employees of a Board of Education. The Directors are elected by the principals and can serve only one four year term. Each of the eight principals represent two of the sixteen basketball regions. Each black director represents eight regions. Some of the powers of the Board of Control are the general supervision of the Association, employ the executives, establish tournaments and meets, and decide all questions and perform duties not provided for in the Constitution. The Commissioner and Assistants are employed by the Board of Control. The duties of the Commissioner are set forth in the Constitution, some being to act as executive officer, prepare and receive reports, interpret the Constitution, enforce penalties provided, conduct meets and tournaments, register officials and conduct rules clinics. The powers of the Commissioner are specific and he is bound by the rules of the Association in that he can not change or set aside any regulation unless it so states in the By-Laws. In interpreting the rules regarding a contestant's eligibility as pertains to age, number of semesters, preceding semester enrollment, current semester grades, scholarship and transfer, he is governed by the rules. Numerous other items are spelled out as to the number of contests, interstate contests, postseason games, all-star games, practice of sportsmanship, duties of the principal and all the tournament and meet regulations governing all sports. These things are determined by the rules and not by the whim of the Commissioner or Board of Control. When it is heard that the Commissioner or the Association declared an athlete ineligible it should be understood that it was not a "ruling" but a rule that made him ineligible. And remember the rules are made by the leaders of the educational program for all the member schools. Who else should be better qualified to make the rules and regulations for interscholastic athletics than these people. State Wrestling Team Results The Atherton High School, Louisville, was the site for the State Wrestling Tournament held on February 15-16. Corresponding Dates For Basketball Article VIII, Section 3-d, of the K.S.A.A.A, Constitution states: "If 'corresponding date' appears in a football or basketball contract. Thanksgiving Day is the date from which the corresponding date shall be determined in football, the date of the district tournament final game in basketball. This rule as it applies to basketball shall go into effect in 1970-71." Since 1975 is the year that the district tournament moves six days later in month, there is some confusion over the state pertaining to the scheduling of basketball games. The above regulation applies only if the "corresponding date" is to determine the date of the second game of a contract. If specific dates appear on the contract for all games, this regulation would not apply. In 1975 the district tournaments will be played the week of March 3-8. Attention Track Coaches The Rules and Regulations Governing Girls and Boys Regional and State Track Meets appear on pages 63-66 of the K.H.S.A.A. booklet. It will be noted that the girls' 50-Yard Dash has been deleted and the Mile Run added. A girl contestant may compete in not more than four events. She

A boy contestant shall not enter or compete in more than four events in track and/or field. Any number of these may be relays. The winner and runner-up in each event in a regional meet quaufies for the State Meet, however, only the winner will receive an expense allowance. The Classes A and AA Meets (Girls and Boys) will be held at Western Kentucky University on May 24-25. In Memoriam vjafeisisi ",j""^ge5 ^ *»S Wilbur Smith Mr. Wilbur Smith, the State Depai-tment's Consultant to the K.H.S.A.A., died last month at the age of 57 of a heart attack. Wilbur was a native of Edmonson but attended Munfordville High School where he excelled as a basketball and baseball player. He graduated from Western Kentucky University and spent several years teaching and coaching. He served as principal at Breckinridge and later at Caverna High School. In 1966 Mr. Smith joined the State Department of Education as general supervisor for instruction. A year later he became director for the Division of Elementary and Secondary Education. In 1972 he became the executive assistant for Special Instructional Services. His coaching background continued when he moved to Frankfort. During his five years working with the city Department of Recreation, Mr. Smith coached two junior Babe Ruth League state championship baseball teams, one senior Babe Ruth League state championship baseball team and was host coach for a regional junior tournament, one of ten such tournaments ever held in the world. Mr. Smith is survived by his wife, Betty, and two sons, Charles and Bruce. As one admired said, "Both educationally, and as a sportsman, he will be missed for his spirit and devotion." If you are, and your region, your cheerleader squad will be eligible to compete for the top award: Outstanding Cheerleader Squad in the State Tournament. Included in the packet that will be given (by the tournament finals will be a letter pertaining to cheerleader squads, and will request that the cheerleaders of his school are bing chaperoned by a well-qualified, school-approved adult. The name of the sponsor should be included in this confirmation letter. This letter must be in the hands of the officially appointed KAPOS Board Member prior to the time that your cheerleaders take the floor. There will always be some one there to take your letter and to counsel with you. REGISTRATION FOR CHEERLEADERS Please stop by the KAPOS desk in Freedom Hall to: 1. Register your squad 2. Pick up your envelope which contains the KAPOS handbook and other tournament information. Along with a KAPOS board member there will be high school cheerleaders on hand to assist you. They can be identified by their hostess armbands. Feel free to ask them for help, and in turn they may seek your cheerleaders to be interviewed by one of the radio commentators. In order to make their task easier, we are asking that you register your seat, row and section number. A possible radio interview is often missed because the guides can not locate the desired person in time for the interview. HOSPITALITY ROOM May we remind all sponsors and cheerleaders that KAPOS has a Hospitality Room, located in Freedom Hall. Besides the opportunity to socialize with friends, exchange ideas, and perhaps get help with your problems, you can have free refreshments. Be sure to register when you come to the Hospitality Room. STATE-AT-LARGE AND STATE TOURNAMENT CHAMPIONS Beginning with the District Tournaments, all squads that are paid up members of KAPOS are eligible to compete for the honor of representing that District in their Region. The winner from each Region is eligible to compete for the title of Champion-of-the-State-at-Large. Judging for the State-at-Large winners will take place at 8:30 a.m. on Friday in Atherton School gymnasium. We are grateful to the administrators for their generosity in opening the doors of their school to us for this competitive event. We trust that they will have no cause to fault our behavior. All cheerleaders and guests will be expected to be remindful that they are guests in the "home" of Atherton School. It is possible for the winner of the State Tournament to be also the winner of the State-at- Large. The judging instrument to be used for the State-at-Large competition will be identical to the one used for the Region. The instrument to be used for the State Tournament will be enclosed in the packet given out by the K.H.S.A.A. officials to the respective winners of the sixteen regions. GOVERNOR FORD DECLARES SPORTSMANSHIP WEEK While every week should be Good Sportsmanship Week. KAPOS has always tried to put special emphasis on being a good sport at State Tournament time. Being a good sport is part of being a good citizen. KAPOS doesn't believe that good citizens need to be reminded to exemplify good sportsmanship. However, it is especially fitting at tournament time to remind all citizens that it is a privilege to be able to attend the games and that each individual can contribute to the success of the tournament if he will abide by the KAPOS Sportsmanship Creed proclaimed by Governor Ford. AWARDING OF TROPHIES State Champion-at-Large: The winner will receive the Ted Sanford trophy while the runnerup will receive the Jane Meyer trophy. Ribbons will be given for honorable mention. These awards will be given during the half-time of the first game Friday afternoon. place trophy: State Tournament: winner, first runner-up, second place trophy; honorable mention, ribbon. These awards will be given at the close of the final game on Saturday night. All cheerleaders are asked to wear their uniforms and to assemble in the KAPOS Hospitality Room during the half-time of the final game. All Cheerleaders will then proceed to one of the end of the end entrances where the winners will have access to the playing floor. Sponsors of the competing 16 cheerleader groups are asked to come to the floor with their squads. Besides getting the recognition you so well deserved, it is another way of letting the public know that cheerleading is important enough in the school's curriculum to merit a well-qualified "sponsor-coach-chapeion."
