Commissioner Partch moved, Commissioner Finch seconded the motion and it carried to approve the 2005 Whitman County holiday schedule. 063060 9. The commissioners signed a letter to James P. Dobrowolski, Department of Natural Resources, Extension Watershed Specialist. The letter concerned the SARE project proposal entitled, Changes to Flow Paths from Water Capture Using No-till and Supplemental Irrigation. 10. 2005 levy certification received for the following entity: 063061 Fire District #4. 063062 11. A copy of a letter sent to the Colton and Uniontown City Clerks was received from the Prosecutor concerning annexation of the towns into the rural fire district. 063063 12. Action Items: 063064 1. Commissioner Finch moved, Commissioner Partch seconded the motion and it carried that the contract between Whitman County and Sargent Engineering for Judson Bridge be signed as presented. 063065 2. A copy of the Planning Commission s recommendations regarding the Mickelson zone change was received from the County Planner. 11:05 a.m. Mr. & Mrs. Duane Mickelson arrived. 063066 Commissioner Finch moved and Commissioner Partch seconded the motion to accept the Planning Commission s recommendation to approve the zoning map change for Duane Mickelson (Parcel B), rezoning 20 acres from Agricultural District to Cluster Residential District. Commissioner Finch was glad to see that the new Cluster Residential District is proving to be so popular. This sends the message that Whitman County is going to grow. He thanked Mr. Mickelson for stepping up and doing the hard work and he also wished him luck with his project. Chairman Wigen thought this type of development is a real plus for the county. It will help keep people in Whitman County rather than Latah County. He too thanked Mr. Mickelson. Commissioner Partch thanked Mr. Mickelson and the County Planning Department. Motion carried. ORDINANCE NO. 063066 AN ORDINANCE AMENDING THE WHITMAN COUNTY ZONING MAP TO CHANGE THE ZONING FROM AGRICULTURAL DISTRICT TO CLUSTER RESIDENTIAL DISTRICT. BE IT ORDAINED and enacted by the Board of County Commissioners of Whitman County, State of Washington, it having been determined by the Board after hearing the Recommendations and Findings of Fact of the Whitman County Planning Commission should be accepted and this action is consistent with the Whitman County Comprehensive Plan. Change the zoning of the Mickelson 20 acres (Parcel B) from the Agricultural District to Cluster Residential District as may be allowed by the Whitman County Zoning Ordinance, Chapter 19.04. The site of this proposed rezone is located on Kitzmiller Road north of Pullman, approximately 1 mile east of the intersection between Whelan Road and Kitzmiller Road, in the NW ¼ of the SW ¼ of Section 28, Township 15 N., Range 45 E.W.M., Whitman County, Washington.
