CEN Reference: BT N 10860 Draft BT C129/2017 CENELEC Reference: BT157/DG10638/DV Simultaneous circulation to CEN and CENELEC TECHNICAL BOARDS BT by correspondence CENELEC Agenda item: 5.1.12 For decision Issue date: 2017-08-02 Deadline 2017-09-12 SUBJECT Creation of joint CEN-CENELEC TC Energy management, energy audits, energy savings BACKGROUND Through decision BT 8/2017 and BT155/DG10411/DC, the CEN and CENELEC Technical Boards have decided that in future only CEN-CENELEC joint TCs shall be created and that currently existing CEN-CENELEC JWGs should be either transformed into CEN-CENELEC joint TCs or their work programme transferred to an existing CEN or CENELEC TC. Currently, there are 4 CEN-CLC/JWGs in the Energy management sector: CEN-CLC/JWG 1 Energy Audits ; CEN-CLC/JWG 3 Energy Management and related services General requirements and qualification procedures ; CEN-CLC/JWG 4 Energy efficiency and saving calculation ; and CEN-CLC/JWG 9 Energy measurement plan for organizations In order to conform to the BT decision, the joint WGs have been asked to initiate a vote regarding their future. The proposal to combine the activities of the existing JWGs within one joint CEN-CENELEC Technical Committee, instead of keeping the current structure of separate joint technical bodies, was discussed during the plenary meeting of the Sector Forum on Energy Management (SFEM) on 2017-06-22. SFEM members recommended the creation of a CEN- CENELEC Technical Committee and supported the Italian proposal to take over the Secretariat (see Annex 1). On 2017-07-25, CCMC received the official proposal for the creation of the joint Technical Committee Energy management, energy audits, energy savings that would cover the activities of the four existing JWGs (Annex 2). JWG 9 will be transformed into a self-standing joint Technical Committee, until it has finalised the work on JW009001 Energy measurement plan design and implementation. This would avoid any possible disruption to the work. 1
PROPOSAL(S) BT having noted o CEN and CENELEC BT decisions BT 8/2017 and D155/005 according to which only CEN and CENELEC joint Technical Committees will exist in the future and the currently existing CEN-CENELEC JWGs should be either transformed into CEN-CENELEC joint TCs or their work programme should be transferred to an existing CEN or CENELEC TC; o that 4 CEN-CLC/JWGs in the Energy management sector shall be transformed into CEN- CENELEC joint TCs; o CEN and CENELEC Sector Forum on Energy Management Recommendation 18/2017 (Annex 1 to BT N 10860 + BT157/DG10638/DV); o the proposal submitted by UNI (Annex 2 to BT N 10860 + BT157/DG10638/DV); decided o to create a joint CEN-CENELEC Technical Committee Energy management, energy audits, energy savings and to allocate the Secretariat to UNI; o to create as its substructure WG 1 Energy audits WG 2 Energy management and related services WG 3 Energy efficiency and saving calculation invited the new CEN-CLC/TC to provide the final title and scope for BT approval subsequent to its first meeting. 2017-07-26 KKO 2

SFEM recommendations Recommendation 11/2017 2018 SFEM Seminar SFEM Seminar 2018 will deal with energy management in SMEs. Recommendation 12/2017 WG «Review of the JWG Energy Management report» SFEM members thank Franco BUA for the work and the publication of the final report. Following the publication, the survey is kept on line in order to SFEM members to answer it when they can. A «survey session» will be planned at the beginning of the next SFEM plenary meeting. It is planned to send the survey to concerned technical committees after asking Technical Boards for the right process. Recommendation 13/2017 WG «Hydrogen» SFEM members agree with recommendations from the SFEM WG Hydrogen to update the roadmap and report and to have liaison with DG Energy, DG JRC, FCH-JU, ISO/TC 197, CEN/CENELEC TC 6, CEN/TC 234, and CEN/TC 268 WG 5. Recommendation 14/2017 WG «Financing tools» proposal on energy performance contracting SFEM members thank Ettore PIANTONI and the members of the working group for the accomplished work. The final report from the WG has been adopted as no comments were received. SFEM supports the proposal for a standardization document on energy performance contracting and agree to go further with it. Recommendation 15/2017 German proposal regarding financing tools for energy efficiency projects SFEM supports the German proposal for a document about economical valuation of energy related investments and to go further to carry on the standardization work. SFEM members agree to have a standard rather than a guidance document. Recommendation 16/2017 WG «Behaviour Change» Bernard GINDROZ will have exchanges with CEN/SABE that expresses interest for this topic too. Recommendation 17/2017 Energy Audits Following the seminar on energy audits, SFEM members agree to the proposal for a technical report on enhancing EN 16247 series and support Ettore PIANTONI in taking the lead. Recommendation 18/2017 Proposal for an Italian secretariat for future CEN/CENELEC TC The SFEM recommends to support the Italian proposal to take the secretariat of a future CEN/CENELEC Joint technical Committee as the merge of existing JWGs. Recommendation 19/2017 Revision of ISO 50001 SFEM members recommend ISO to develop an information document about changes, improvement and added value in the revised ISO 50001. Recommendation 20/2017 Next meeting Next meeting has been moved from 16th of November to 23rd of November and will be held in the new premises of CCMC at 21-23 rue de la Science.
