CEU If you do not receive your CEU certificate four weeks after taking the class, contact the University of South Carolina, (803) 777-9440. Do not call the Board office. Leave your name, address and the type of license application or form you need. It will be mailed to you. Renewals If you do not receive a renewal by February 1, contact the Board office and request a renewal form. Do not wait until March 9 to request it. Booth renters If you apply for a booth renter s license, make sure the salon you choose to work in is currently licensed and not a salon that has applied for a license. Address Change It is the licensee s responsibility to notify this office, in writing, of any address changes. We realize that this information may be given at continuing education; however, we do not get the changes from continuing education classes. Please make sure that the Board has your correct social security number on file. Message From Chairwoman Pat Adams As we travel through this thing called life, there are times when we must take responsibility for our futures in this industry. The most important responsibility is your license. If you do not receive a renewal notice by the end of January 2001, contact the Board office and ask for a generic form. Make sure this is in before March 10, 2001. This is your future! I have had many pleasures since becoming a member of the Board of Cosmetology, and there are a few I d like to mention. On June 1, 2000, I had the honor of being the guest speaker at the graduation of 10 cosmetology students who completed their training and passed their boards. I was very proud to see these young faces filled with visions of success and wealth in what we consider to be the best careers anyone could have. This school was the Applied Technology Education Campus in Camden. Thank you for the honor, and may you soar to new heights in our industry in the coming years. Another pleasure was to attend the 65 th annual convention of the South Carolina State Cosmetologist Association in Greenville. I brought greetings from the Pat Adams Board of Cosmetology and expressed gratitude for the support that all the state associations have given to the Board. The theme was very fitting for all of us Success in Life is Determined by the Desire to Achieve. Thank you SCSCA for the privilege. On another note, congratulations to David E. Welcome All New Licensees! by Katherine Busby Board of Cosmetology Member During the past months, I have been privileged to monitor practical examinations. It was exciting to see the new energy and eager faces coming into the profession that has been so rewarding to me for 40 years. We're on the Internet We welcome each new licensee with a word of advice for your future. You are responsible for your success or failure. If you follow the six points listed below each day, you will be successful wherever you choose to apply your knowledge and skills. It does not matter which beauty school you graduated from, or what you scored on the required state board examination. As a new licensee with a goal of becoming the best in your field, practicing these six rules will be so important in reaching your goal: 1. (Analysis) Understand what you have to work with. 2. (Product) Understand what the product should and will do. 3. (Procedure) Understand physical or chemical applications. 4. (What happens) Understand physical and chemical changes. 5. (Why changes happen) Know the action, reaction of products. 6. (When changes happen) Recognize desired changes. Sanitation Process The sanitation process for disinfecting all instruments (combs, brushes, rollers, scissors, manicuring/pedicuring tools, etc.) is as follows: 1. Clean item with soap and water Ship Shape, Brush Delite or any detergent will work. 2. Totally immerse for a minimum of 10 minutes in germicide-barbicide, ultronics, etc. 3. Store disinfected items in a clean covered area. 4. An electric sanitizer with an ultraviolet light may be used. The germicide container must be covered at all times. The solution must cover the instruments, and the solution should not be cloudy or dirty. It does not matter where you keep the germicide; however, you must show that it is actively used. Example some salons have the wet sanitation in the dispensary for all licensees to use, some keep the germicide near the shampoo area because that is where they clean their items, and others keep the germicide at the workstation. If the germicide is kept at the workstation, remember that instruments must be cleaned before being sanitized. Example - if the germicide container has hair and other debris floating in it, it is apparent that the item was not cleaned prior and is a violation. Wise Advice If you are in a messy scene, You can straighten up and clean. Dirt and grime can waste your time, So, sanitize and avoid a fine. This dry sanitation area can be an airtight container, a drawer, a cabinet, UV machine, etc. Used brushes / combs must be placed in another area such as a basket or container that is labeled Used or Soiled (no need to cover the soiled items). There must be a clear distinction between what is sanitary and what has been used. Example If you have a brush that is full of hair in the dry sanitation area this is a violation. If you have paper, pencils, money or anything that is not sterile in the dry sanitation area this is a violation. Cosmetology Board Meeting to be Held in Charleston The Board will holds its meeting scheduled for Monday, Nov. 13, 2000, at the Sheraton, 4770 Goer Drive, North Charleston. The meeting will begin at 10 a.m. The Board encourages licensees in the area to attend this meeting. There will be a public comments portion at each meeting during which persons in the audience will be allowed to address the Board with any concerns or issues. Columbia, SC 29210 Unlicensed booth renter Consent Orders At its July 10 meeting, the Board of Cosmetology approved a consent order against the Academy of Hair Technology. As a result, the Academy of Hair Technology will be placed on probation for one year and subject to the following conditions: a. The school will pay a civil penalty of $2,000 within 30 days of the date of order; b. The school will pay the costs of the investigation (not to exceed $1,000) within 30 days of the date of order; c. The school shall be inspected on a quarterly basis for one year; d. The director of education must submit documentation outlining all instruction presented for the week, the instructor responsible for that instruction, and a statement that all instruction was by a qualified instructor; e. The owners must refrain from any activity while in the facilities of the Academy during normal business hours that could require a license from the Board of Cosmetology. Also at its July 10 meeting, the Board of Cosmetology approved a consent order against the Piedmont College of Hair Design and Advance Beauty College in Spartanburg. As a result, the school licenses are permanently revoked, effective Oct. 30, 2000. Robert Pearson, owner of Piedmont and Advance, will have his cosmetologist license placed in probationary status for five years and is subject to the following: a) Respondent will pay a fine of $2,500 and the cost of the Board s investigation (not to exceed $1,000) within 90 days of date of the order; b) Pearson s cosmetology instructor license is suspended for two years, effective Oct. 30, 2000; c) Pearson may not enroll any new students and must divest himself of any and all interest he owns in any cosmetology schools by Oct. 30, 2000, and after that date is barred from having any association of any kind with any school of cosmetology in this state during the time his cosmetology instructor s license is under suspension, other than attending CEU classes required for licensure. If he fails to meet this condition, Pearson s cosmetology license may be immediately temporarily suspended pending a hearing into the matter and until further Order of the Board. As a result of this order, Pearson s classes set for November 2000 and December 2000 have been cancelled. These classes have been combined with classes offered by the Carolina College of Hair Design. These classes will be held Oct. 1-2 and Nov. 12 13, at the Days Inn, 1000 Hearon Circle, Spartanburg. The contact person is Donna Williams at (864) 304-8927. 4 Board of Cosmetology

PERMIT #738 From the Chairwoman... Dear Licensee: Greetings! The Board of Cosmetology, on a regular basis, looks for more efficient ways to serve its licensees. This past legislative year, the legislature voted and ratified bill #493, which empowered the Board to institute and enforce biennial licensing, which means that we will soon begin renewing our licenses every two years rather than every year. During January 2001, license renewal notices will be mailed to all licensees who have met their continuing education requirements for this year. The renewed license will be in effect March 10, 2001, to March 10, 2003. During 2001 and 2002, the licensee is required to attend two continuing education classes or 12 hours of instruction. The continuing education instruction may be taken in one year if desired. By December 31, 2002, the licensee must have completed the 12 hours instruction. If documentation of continuing education has been received by December 31, 2002, the licensee would again pay a $30 fee and renew for two years in 2003. For those individuals who do not receive their continuing education by December 31, 2000, the current late fee of $50 will be applied. Beginning in 2001, the late fee for a two-year license will be $75. Anyone entering the profession will pay the license fee, and that license will be valid until March 10, 2003. The instructor s license will follow the same procedure as above. The license fee for the instructor is $60 for a biennial license. Between January 1, 2001 and December 31, 2002, the instructor must complete thirty hours of continuing education. Renewal notices for those individuals who have documented the 30 hours of continuing education will be mailed in January 2003. Beginning in the year 2002, all salon owners, booth renters and schools will begin the biennial license process. These licenses will renew on the even years, such as 2004, 2006, etc. The fee will be $50 and the first biennial license will be valid from June 30, 2002, to June 30, 2004. It is the Board s desire that this process be well understood by you, as licensees, so the transition into biennial licensing is an easy process.
