ORDER: Mayor Ranta called the meeting to order at 7:09 pm 2. DELEGATION: A) Gold Country Teri Hadwin, Chief Operating Officer, provided a presentation of the 2016 season at the Visitor Information Centre, including a handout of the Season in Review. The 2016 season saw over 8,000 visitors. Gold Country also provided a 2017 management proposal to Council for their future consideration. B) Kat Chatten fundraiser Movember Kat Chatten presented her fundraiser, Movember in Old Vegas which is being held at the Cache Creek Community Hall, Saturday, November 5, 2016. She requested a reduction in the rental fees for the use of the Community Hall. C) Cache Creek Communities in Bloom Carmen Ranta, Chair, presented the recently awarded 5-Bloom banner and certificate to Council. Carmen thanked Council, Public Works Crew and Staff for all their support. She also recognized the volunteers of the Beautification Society, thanking them for all their hard work. Carmen also noted that the Village received a special mention for the floral displays. 3. MINUTES: A) MOVED by Councillor Dafoe THAT the minutes of the Regular Council meeting of September 12, 2016 be adopted as presented. 4. BUSINESS ARISING FROM THE DELEGATION: A) Kat Chatten fundraiser Movember MOVED by Councillor Coomber THAT a grant in aid be provided for the total cost of the Community Hall rental fee for the fundraiser Movember in Old Vegas on Saturday, November 5, 2016. The refundable damage deposit is to be paid. B) Cache Creek Communities in Bloom

COMMITTEE REPORTS: A) Economic Development Councillor Dubois & Mayor Ranta 1) Request for Letter of Support to Community Futures Sun Country THAT staff write a letter of support to Community Futures Sun Country pursuant to its application to the Rural Dividend Fund for Business Planning for the Future of the McAbee Fossil Beds Heritage. B) Budget & Administrative Services Councillor McMurray & Mayor Ranta 1) Permissive Tax Exemption Bylaw No.787 THAT the Village of Cache Creek Permissive Tax Exemption Bylaw No. 787, 2017 be given first, reading as presented. THAT the Village of Cache Creek Permissive Tax Exemption Bylaw No. 788, 2017 be given third, reading as presented. 3) Cache Creek PAC request for Grant-in-Aid That Council approve a Grant-In-Aid, in the amount of the hall rental fees to the Cache Creek PAC to host their second annual silent auction and banquet on Saturday, February 25, 2017, to raise funds for the future needs of the school. The refundable damage deposit is to be paid. 4) Cache Creek Volunteer Fire Fighters Association That Council approve a donation in the amount of $1,000 to the Cache Creek Volunteer Fire Fighters Association fireworks display to be held on Halloween Night, Monday, October 31, 2016. 5) Ashcroft #113 Legion request for Grant-in-Aid That Council approve a Grant-In-Aid in the amount of the hall rental to the Ashcroft #113 Legion to host the Annual Christmas Craft Fair on Saturday, November 19, 2016. 6) Christmas Hamper Committee, Ashcroft and Area Community Resource Society request for Grant-in-Aid That Council approve a Grant-In-Aid in the amount of the hall rental to the Christmas Hamper Committee, Ashcroft and Area Community Resource Society to utilize the meeting room in the basement of the Cache Creek Community Hall on Thursday, November 17 and Friday, November 18, 2016 from 1:00-3:00pm each day. C) Policy & Bylaw Review

REGULAR MEETING HELD THE 11th OF OCTOBER, 2016 VOLUME 33, PAGE 213 Councillor Dafoe & Councillor Coomber D) Public Works & Community Services Councillor Dubois & Councillor Coomber 1) Oasis Plaza Councillor Dubois reported that the Oasis Plaza is looking unsightly. An agreement is in place with the owners for the appearance of the plaza to be maintained. MOVED by Councillor Dafoe THAT the owner of the Oasis Plaza be contacted and a request be made to maintain the building s appearance to meet the requirements set out in the agreement with the Village and that the Plaza be sheeted in where necessary to also comply with the agreement. E) Village Services & Liaison Councillor Dafoe & Councillor McMurray F) Protective Services Councillor McMurray & Councillor Dubois G) Intergovernmental Relations Mayor Ranta and Councillor Coomber 1) TNRD The Current Newsletter Mayor Ranta discussed the highlights of the September 22, 2016 meeting. H) Landfill Advisory Committee Councillor Dubois & Councillor Coomber Councillor Coomber reported that she had attended the Landfill Advisory meeting and there is lots of activity at the landfill site with the post closure work. 7. STAFF REPORTS A) Chief Administrative Officer 1) Pool Update Santo Talarico has completed a conditions assessment of the pool and has been assisting with its seasonal shutdown. Public Works has found the assistance and training invaluable. 2) New Business License: Sunflower Patch Mobile Food Cart 3) Complaint There has been one dog related complaint. The Animal Control Officer held an inspection. 4) PRV Bree Contracting has completed the construction of the new PRV on Stage Road. Coast Water connected the PRV to the Village s water system and it is feeding the mid zone. On October 12 Bree Contracting will begin refurbishing the old PRV. Residents were provided with notification on the weekend for the water shut off on October 12. 5) UBCM Asset Management Grant Due to staffing transitions, the 2016 Asset Management Grant approved funding will be returned to UBCM. The

Earthquake drill to take place October 21, 2016. 7) CAO Training THAT Council approve CAO Gervais attending the Statutory Approving Officer Course from October 17 to 21 and the LGMA Clerks & Corporate Officer s Forum October 26 to 28, 2016. 8. INFORMATION CORRESPONDENCE: THAT Council receives the following Correspondence: 1) Office of the Ombudsperson Thank you letter related to meeting on August 25, 2016. 2) Heritage BC Release of their 2015 Building Capacity in Heritage Conservation Summary Report. 3) Ministry of Forests, Lands and Natural Resources Information Bulletin: Fire ban partially rescinded in Kamloops Fire Centre. 4) Interior Health News Release: MyHealthPortal online tool to be offered to Revelstoke patients. 5) BC Road Builders & Heavy Construction Association Providing copy of the Association s 2016 Strategic Workplan and Standardization of Construction Specifications and Contract Language brochure. 6) Mrs. Cathy Peters, Speaker and Advocate Human Trafficking/Sexual Exploitation in BC Raising awareness to the issue of Human trafficking/sexual exploitation, youth and child exploitation, youth porn use/addiction with civic leaders. 7) Cariboo Chilcotin Coast Tourism Association Invitation for Mayor and Council to attend the Association s Annual General Meeting and Tourism Summit. 8) BC Hydro Thompson Okanagan Columbia Community Relations 2016 Annual Report. THAT staff research funding options for 2017 for the Hydro Boxes Decorative Wrap. Councillor Coomber commented on the stats related to the decline in hydro interruptions in the last two years. 9) Gold Country Communities Society Time to Explore 2016 Newsletter, survey & More. 10) Interior Health News Release: Initial contracts awarded for support recovery beds. 11) Northern BC Housing Study and Conference Invitation to attend the Housing Solutions for Changing Communities Conference on November 17 18, 2016.

QUESTIONS FROM THE PUBLIC: Ernie Kristoff asked for an update related to what is happening with the Landfill. Mayor Ranta responded that no garbage has been coming from Vancouver since July and described the post closure process. He informed that A.J. Downie has issued a letter of intent to issue an Operational Certificate for the Landfill Extension. Martin Dalsin inquired as to when the post closure period begins. Mayor Ranta responded that the Post Closure Period starts January 1, 2017. Wastech is working hard on the closure activities and A.J. Downie has approved the closure plan. 11. QUESTIONS FROM THE PRESS:

Mayor Ranta responded that the rental for the upstairs is $200 per day and the downstairs is $25 per day. 12. CLOSED SESSION: MOVED by Councillor Dafoe THAT the meeting move to a CLOSED Session at 8:40 pm pursuant to Section 90 of the Community Charter to consider items relating to one or more of the following: 90.1 (c) labour relations or other employee relations. 13.
