2014-2015 - Colonel, U.S. Army, Senior Military Advisor, U.S. Mission to the African Union, Addis Ababa, Ethiopia. Served as the ambassador s principal military advisor and represented the U.S. Ambassador at the African Union and abroad, also served as the U.S. Africa Command Liaison Officer (LNO) to the African Union. Was responsible for reporting on defense and security matters on regional and continental basis. Coordinated all security assistance or security cooperation with the African Union, including Counterterrorism Fellowship Training Program, invitational travel, Foreign Military Financing, Africa Contingency Operations Training and Assistance (ACOTA) program, gender-based programs, and Section 1206 counterterrorism. Reported on all peace and security programs, developments, and peace support operations including the African Union Mission in Somalia (AMISOM), African Union mission to the Central African Republic (Mission internationale de soutien à la Centrafrique sous conduite africaine MISCA) and the African Union Support Mission to the Ebola Outbreak in West Africa (ASEOWA). Liaised with the African Union military attaché community (46 nations). Worked directly with the African Union Peace and Security Council (PSC), the Peace Support Operations Division (PSOD) and the AMISOM Military Operations Coordination Committee (MOCC). Was responsible for gender programs, Security Sector Reform, DDR (Disarmament, Demobilization and Reintegration) programs, military exercises, counterterrorism, coordination with NATO, and African Union peace support structure (the African Standby Force (ASF) and the African Capacity for Immediate Response to Crises (ACIRC)). Special focus on gender integration within African defense forces. 2013-2014 - Colonel, U.S. Army, Chief, U.S. Office of Security Cooperation Uganda. Led and managed a Security Assistance Office at the American Embassy in Kampala, Uganda responsible for security assistance to the Republic of Uganda. Primary security assistance responsibilities included planning and execution of the International Military Education & Training program (IMET) ($550k), Humanitarian Assistance, Humanitarian Civic Assistance, the President s Emergency Program for AIDS Relief (PEPFAR, $4 million), Counterterrorism Fellowship Program ($890K), military-to-military cooperation, combined exercises and excess property programs. Coordinated, de-conflicted and managed defense and foreign assistance programs, including the Africa Contingency Operations Training and Assistance (ACOTA) program. Coordinated and led emergency response for South Sudan evacuation at Entebbe (Dec 2013). Coordinated support for African Union mission to the Central African Republic through Entebbe International Airfield (Dec 2013-Mar 2014). Responsible for concept, coordination and execution of $135 million in Section 1206 counterterrorism train and equip programs with the Uganda People s Defence Force. Supported Somali National Army training program conducted in Uganda for 3,600 initial Somali recruits. Managed support to Makerere University Walter Reed Project (MUWRP) for HIV research ($9.4 million). Supported U.S. role in African Union s Regional Task Force (AU RTF) for Counter-Lords Resistance Army (C-LRA) operations. 2

2012-2013 Lieutenant Colonel, Senior Africa Foreign Area Officer, J-5, US Africa Command, Stuttgart, Germany. Responsible for coordinating and implementing comprehensive Combatant Command engagement activities, security cooperation and security assistance programs across US Africa Command s 54 country area of responsibility. Established and opened new Offices of Security Cooperation at American embassies in Africa. Jan 2013 Mar 2013 Lieutenant Colonel, Chief, U.S. Office of Security Cooperation (OSC) Mauritania. Established and opened OSC Mauritania in Nouakchott. Led $60M in Section 1206 counterterrorism train and equip programs for ground, air and maritime forces under Section 1206 and the Trans-Sahel Counter- Terrorism Program. Responsible for developing security cooperation relationship with the Mauritanian Armed Forces. Planned, coordinated and executed IMET, CTFP, 1206 programs, DHAPP HIV/AIDS programs. Oct 2012 Jan 2013 -- Lieutenant Colonel, Chief, U.S. Office of Security Cooperation (OSC) Niger. Established and opened OSC Niger in Niamey. Responsible for developing security cooperation relationship with the Niger Armed Forces (FAN); focused on garnering resources to enable FAN to develop professionalism, enhance counter-terrorism capacity and adhere to the rule of law. Planned, coordinated and executed IMET, CTFP, 1206 programs, DHAPP HIV/AIDS program and ACOTA. Designed and developed Section 1206 counterterrorism train and equip programs for the FAN. 2011-2012 Lieutenant Colonel, Deputy Division Chief and Branch Chief South / International Military Engagement Division, J-5, US Africa Command, Stuttgart, Germany. Responsible for comprehensive Combatant Command engagement activities in 13 Southern African countries. Led a joint service team of country desk officers, oversaw planning, resourcing and execution of Africa Command military engagement programs and activities covering 197,000 African soldiers throughout Southern Africa. Developed theater security strategy and integrated 13 country engagement plans into the AFRICOM Commander's Theater Security Cooperation Plan. Responsible for the coordination and execution of Foreign Military Financing, International Military Education and Training, State Partnership Programs, HIV/AIDS, Mil-to-Mil, Global Peace Operations Initiative and Humanitarian Assistance programs executing over $21M in Title 10 and Title 22 funds annually. Oversaw development of Section 1206 counterterrorism programs. 2008-2010 - Lieutenant Colonel, U.S. Army, Chief, U.S. Office of Security Cooperation, Gaborone, Botswana. Also served in Botswana as the Senior Defense Representative of the U.S. Department of Defense. Led and managed a Security Cooperation Office at the American Embassy in Gaborone, Botswana responsible for security assistance to the Republic of Botswana and the Republic of Malawi. Primary security assistance responsibilities included planning and execution of the International Military Education & Training program (IMET), Humanitarian Assistance, Humanitarian Civic Assistance, the President s Emergency Program for AIDS Relief 3

(PEPFAR), military-to-military cooperation, combined exercises and excess property programs. Oversaw a State Partnership Program (SPP) bilateral relationship between North Carolina and Botswana. Initiated and led effort to re-design Botswana military intelligence structure and roles. Led efforts to support initial integration of females into the Botswana Defence Force and garnered gender training programs for Botswana. Led efforts to provide direct technical support and assistance to the integration of women into the Botswana Defence Force. 2007-2008 - Lieutenant Colonel, U.S. Army, Chief, U.S. Office of Security Cooperation, Monrovia, Liberia. Led and managed a Security Cooperation Office at the American Embassy in Monrovia, Liberia responsible for security assistance to the Republic of Liberia. Also served as the Government Technical Monitor (GTM) with daily oversight and direction of two Department of State contractors (DynCorp, PAE). As the GTM, oversaw and directed contracts valued over $251 million with more than 570 ex-patriot and local national employees for a train-and-equip program undertaking the creation of a new 2,000 soldier Armed Forces of Liberia. Primary security assistance responsibilities included planning and execution of the International Military Education & Training program (IMET), Humanitarian Assistance, Humanitarian Civic Assistance, the President s Emergency Program for AIDS Relief (PEPFAR), military-to-military cooperation, combined exercises and excess property programs. Led efforts to recruit women into the Liberian military; developed gender specific training programs for the Armed Forces of Liberia. 2006-2007 - Major, U.S. Army, Deputy Chief, Africa Division, Defense Intelligence Agency, Arlington (the Pentagon), Virginia. Was responsible for analysis and analytical production for 48 Sub-Saharan African countries. Reviewed, edited and produced a wide variety of prescient, cogent intelligence products, including: President s Daily Brief articles, response memos, information memos, Defense Analysis Reports, Executive Highlights articles, notes in brief, National Intelligence Council products and the Chairman s daily intelligence brief. 2005-2006 - Major, U.S. Army, Southern and Central Africa Branch Chief, Africa Division, Defense Intelligence Agency, Arlington (the Pentagon), Virginia. Was Responsible for analysis and analytical production for 24 Sub-Saharan African Countries. Produced written and oral reports, assessments and briefings for the Department of Defense and national intelligence consumers, including products for the President of the Untied States, the Office of the Vice President, Congress and Chairman of the Joint Chiefs of Staff. 2004-2005 - Major, U.S. Army, Senior Africa Analyst, Defense Intelligence Agency, Arlington (the Pentagon), Virginia. Responsible for political-military analysis for 15 Southern African countries. Produced written and oral reports, assessments and briefings for the Department of Defense and national intelligence consumers. 2004 - Major, U.S. Army, Chief-of-Staff for Cryptologic Mission Management (CMM), a $3 billion defense acquisition program at the National Security Agency, Fort Meade, Maryland. Directed a civilian and military staff of 78 personnel. Led liaison 4

efforts with nine Unified Cryptologic Service partners, 2 nd Party, 3 rd Party national and allied customers as well as the U.S. Unified Commands. 2003 - Major, U.S. Army, Executive Officer for the CMM Strategic Partners Initiative Cryptologic Mission Management (CMM), National Security Agency, Fort Meade, Maryland. Responsible for leading a partner engagement initiative, directing the longterm strategic plan and coordinating partner participation and integration with the CMM program; developed strategic relationships amongst the nine Unified Cryptologic Service partners, 2 nd Party, 3 rd Party national and allied customers as well as the U.S. Unified Commands. 2002-2003 Major, U.S. Army, Cryptologic Mission Management (CMM), National Security Agency, Fort Meade, Maryland. Cryptologic Liaison Officer responsible for coordinating development of CMM with Unified Commands, Service Cryptologic Elements and external customers and partners. 2000-2001 Major, U.S. Army, Foreign Area Officer (48J, Sub-Saharan Africa) for the U.S. Defense Attaché Office in Tunis, Tunisia. Was responsible for management of a Foreign Area Officer Training site. Attended the Tunisian Armed Forces Staff College (program conducted in French). Traveled extensively throughout Sub-Saharan Africa, researching HIV/AIDS and sustainable development. 1997-1999 Captain, U.S. Army, Commander, Vicenza Military Intelligence Detachment, Vicenza, Italy. Coordinated and directed the U.S. Army Counterintelligence effort in Southern Europe. Conducted liaison with Italian Intelligence and Security Officials and U.S. agencies. Developed and executed an enduring and comprehensive counterintelligence training program in support of contingency plans, including non-combatant evacuation operations in the European Command area of responsibility. 1998 Captain, U.S. Army, Counterintelligence Coordinating Authority, Task Force Eagle, Tuzla, Bosnia-Herzegovina. Responsible for coordination of the counterintelligence effort in the Multi-National Division North sector and de-confliction within the rest of Bosnia-Herzegovina. Conducted liaison with NATO and other Stabilization Force (SFOR) intelligence authorities. 1995-1997 - Captain, U.S. Army, Assistant Professor of Military Science, Iowa State University, Ames, Iowa. Taught leadership and map reading classes to second year students. Served as student academic advisor and faculty senator. Also served as a tactical officer responsible for combat field training of over 2,000 officer cadets at Fort Lewis, Washington. 1992-1994 Captain, U.S. Army, Brigade Intelligence Officer (S2), 4 th Brigade, 1 st Armored Division, Hanau, Germany. Planned and coordinated all intelligence efforts for the brigade. This included human, tactical, imagery and electronic (signals) intelligence. Also served as the security officer, responsible for physical security (crime prevention), personnel security, and automation security. Conventional Forces in 5

Europe (CFE) Officer, responsible for all site conformation inspections and visits by former Warsaw Pact member states. 1991-1992 First Lieutenant, U.S. Army, Battalion Intelligence Officer (S2), 3 rd Battalion, 8 th Cavalry, Gelnhausen, Germany. Duties included human, tactical, imagery, and electronic intelligence. Also served as the security officer, responsible for physical security (crime prevention), personnel security, and automation security. 1989-1991 Second Lieutenant, U.S. Army, 3 rd Battalion, 8 th Cavalry, Assistant Battalion Intelligence Officer (S2), Germany and Southwest Asia (Saudi Arabia, Kuwait, Iraq).
