Served as the ambassador s principal military advisor and represented the U.S. Ambassador at the African Union and abroad, also served as the U.S. Africa Command Liaison Officer (LNO) to the African Union. Was responsible for reporting on defense and security matters on regional and continental basis. Coordinated all security assistance or security cooperation with the African Union, including Counterterrorism Fellowship Training Program, invitational travel, Foreign Military Financing, Africa Contingency Operations Training and Assistance (ACOTA) program, gender-based programs, and Section 1206 counterterrorism. Reported on all peace and security programs, developments, and peace support operations including the African Union Mission in Somalia (AMISOM), African Union mission to the Central African Republic (Mission internationale de soutien à la Centrafrique sous conduite africaine MISCA) and the African Union Support Mission to the Ebola Outbreak in West Africa (ASEOWA). Primary security assistance responsibilities included planning and execution of the International Military Education & Training program (IMET) ($550k), Humanitarian Assistance, Humanitarian Civic Assistance, the President s Emergency Program for AIDS Relief (PEPFAR, $4 million), Counterterrorism Fellowship Program ($890K), military-to-military cooperation, combined exercises and excess property programs. Coordinated, de-conflicted and managed defense and foreign assistance programs, including the Africa Contingency Operations Training and Assistance (ACOTA) program. Coordinated and led emergency response for South Sudan evacuation at Entebbe (Dec 2013). Coordinated support for African Union mission to the Central African Republic through Entebbe International Airfield (Dec 2013-Mar 2014). Responsible for concept, coordination and execution of $135 million in Section 1206 counterterrorism train and equip programs with the Uganda People s Defence Force. Responsible for coordinating and implementing comprehensive Combatant Command engagement activities, security cooperation and security assistance programs across US Africa Command s 54 country area of responsibility. Established and opened new Offices of Security Cooperation at American embassies in Africa. Jan 2013 Mar 2013 Lieutenant Colonel, Chief, U.S. Office of Security Cooperation (OSC) Mauritania. Established and opened OSC Mauritania in Nouakchott. Led $60M in Section 1206 counterterrorism train and equip programs for ground, air and maritime forces under Section 1206 and the Trans-Sahel Counter- Terrorism Program. Responsible for developing security cooperation relationship with the Mauritanian Armed Forces. Planned, coordinated and executed IMET, CTFP, 1206 programs, DHAPP HIV/AIDS programs. Oct 2012 Jan 2013 -- Lieutenant Colonel, Chief, U.S. Office of Security Cooperation (OSC) Niger. Established and opened OSC Niger in Niamey. Responsible for developing security cooperation relationship with the Niger Armed Forces (FAN); focused on garnering resources to enable FAN to develop professionalism, enhance counter-terrorism capacity and adhere to the rule of law. Planned, coordinated and executed IMET, CTFP, 1206 programs, DHAPP HIV/AIDS program and ACOTA. Designed and developed Section 1206 counterterrorism train and equip programs for the FAN. 2011-2012 Lieutenant Colonel, Deputy Division Chief and Branch Chief South / International Military Engagement Division, J-5, US Africa Command, Stuttgart, Germany. Responsible for comprehensive Combatant Command engagement activities in 13 Southern African countries. Led a joint service team of country desk officers, oversaw planning, resourcing and execution of Africa Command military engagement programs and activities covering 197,000 African soldiers throughout Southern Africa. Developed theater security strategy and integrated 13 country engagement plans into the AFRICOM Commander's Theater Security Cooperation Plan. Responsible for the coordination and execution of Foreign Military Financing, International Military Education and Training, State Partnership Programs, HIV/AIDS, Mil-to-Mil, Global Peace Operations Initiative and Humanitarian Assistance programs executing over $21M in Title 10 and Title 22 funds annually. Oversaw development of Section 1206 counterterrorism programs. 2008-2010 - Lieutenant Colonel, U.S. Army, Chief, U.S. Office of Security Cooperation, Gaborone, Botswana. Also served in Botswana as the Senior Defense Representative of the U.S. Department of Defense. Led and managed a Security Cooperation Office at the American Embassy in Gaborone, Botswana responsible for security assistance to the Republic of Botswana and the Republic of Malawi. Led and managed a Security Cooperation Office at the American Embassy in Monrovia, Liberia responsible for security assistance to the Republic of Liberia. Also served as the Government Technical Monitor (GTM) with daily oversight and direction of two Department of State contractors (DynCorp, PAE). As the GTM, oversaw and directed contracts valued over $251 million with more than 570 ex-patriot and local national employees for a train-and-equip program undertaking the creation of a new 2,000 soldier Armed Forces of Liberia. Primary security assistance responsibilities included planning and execution of the International Military Education & Training program (IMET), Humanitarian Assistance, Humanitarian Civic Assistance, the President s Emergency Program for AIDS Relief (PEPFAR), military-to-military cooperation, combined exercises and excess property programs.
