Project Description/Purpose Kenosha Area Business Alliance, in cooperation with Kenosha Common Markets, Inc. is accepting proposals to conduct a feasibility study for the construction or renovation of an existing space, and the operation of a permanent, year-round indoor Public Market in Kenosha, Wisconsin. The purpose of the Analysis of is to Determine the feasibility and costs of constructing or rehabilitating existing space for the operation of a year round indoor market Determine the feasibility of the inclusion of an entry level processing kitchen with appropriate dry and cold storage Determine the funding necessary (sources and uses) for the construction or rehabilitation and operation of an indoor market. Identify potential funding methods and options, as well as funding mechanisms. The feasibility study is to address the size, cost and for the operation of a year round indoor Public Market, as well as the creation of a community commercial kitchen. The location is to be in or adjacent to Downtown Kenosha, further defined as 45 th Street on the north, Lake Michigan on the east, 65 th Street on the south and the Union Pacific Railroad on the west. (See attached vicinity map). Requirements/Scope of Service The consultant must be familiar with the creation and operation of similar public markets. The Scope of Service includes, but is not limited to the following: 1. Conceptual Plan a. Develop a Conceptual Plan including facility layout b. Identify potential partners c. Identify vendors of regionally produced and prepared foods d. Include complementary venues, partners that could enhance the indoor market such as arts, cultural activities and unique food processing activities on site 2. Development Concept a. Identify facility size b. Identify facility amenities c. Identify cost of construction/rehabilitation d. Identify revenues to construct/rehabilitate 3. Demand Analysis a. Determine the demand for goods and services for the vendors identified in the Conceptual Plan Page 2 of 10

b. Determine the value and demand of such vendor products and services c. Include concepts of existing indoor markets that offered amenities to enhance demand for the market 4. Supply Analysis a. Determine the adequate supply of services and products analyzed in the Demand Analysis 5. Site Analysis (Description of site characteristics) a. Size and dimensions b. Infrastructure requirements including utilities c. Transportation requirements d. Parking requirements 6. Operating Analysis a. Identify costs to operate facility b. Identify sources of revenues needed to operate facility, including financing mechanisms c. Include funding sources used in development of similar public markets already operating that could be practically pursued in the future development of an indoor market in Kenosha All proposals shall include a timeline for undertaking and completing the Study from the receipt of a Notice to Proceed and contract for services. It will be expected as part of the Scope of Service that the consultant provide a draft of the Study in progress for review and comment by Kenosha Area Business Alliance a minimum of fourteen (14) days prior to submission of the final document. All work must be completed by 10/10/2014. Submission of Proposals 1. Introductory Letter: A cover letter summarizing the consultant s background, its resources, and its relevant experience. The letter should include a clear and concise response as to why the consultant should be selected for this project 2. A description of the firm, its management and roster of project team members. This would include identification of the project manager, the primary point of contact if different and all pertinent contact information. A resume of each key team member should be included as part of the submittal 3. Provide a narrative highlighting the firm s experience with similar and relevant projects. Provide a description of the project, its location, the completion date and the scope of services that were provided for the project. Provide reference narratives from at least three similar projects. The Project Manager and/or the person most directly involved or most familiar with the Page 3 of 10

project from the municipality that hired the consultant needs to be identified and contact information identified. 4. Project Approach: Provide your firm s intended approach to the project that will demonstrate a thorough understanding of the issues, the tasks required and the consultant firm s capability to meet those requirements. Creative and innovative approaches for completing the project are highly encouraged to be conveyed in this narrative. 5. Project Schedule: Provide a project schedule with a detailed explanation of how the project schedule and submission of the deliverables will be met, including the proposed number of meetings with KABA. Note: presentation of project to KABA must include representatives of the firm that were responsible for responding to the RFP. 6. Budget Proposal: Provide itemized costs for all elements listed in the Scope of Services. Provide a fee schedule for supplemental changes that may be charged for other work tasks that perhaps will be necessary including but not limited to attendance at public meetings. (NOTE: This MUST be submitted in a separate sealed envelope) Submittal Data 1. Four (4) bound copies and one (1) unbound original of the proposal shall be submitted. The proposals shall be in a standard 8 1/2 x 11 format. 2. One (1) electronic copy sent to _hwessling@kaba.org 3. Proposal must be submitted by the deadline of 5:00 PM 8/15/2014. All late or incomplete submittals will be rejected. No verbal or faxed submittals will be accepted. Kenosha Area Business Alliance reserves the right to accept or reject any or all proposals and to select the proposal that best meets the needs. 5. Kenosha Area Business Alliance is not liable for any costs incurred in the preparation, submittal or negotiation of the proposal. All proposals become the property of Kenosha Area Business Alliance and will not be returned. If the Proposer fails to identify propriety information, the Proposer agrees that by submission of the proposal that those sections are deemed nonproprietary and can be made available to the public upon request. Review Process and Criteria for Selection Responses will be reviewed by Kenosha Area Business Alliance and shall determine which, if any, respondents are qualified to perform the work and evaluate the submitted proposals. Kenosha Area Business Alliance may request an interview of some or all proposals. The contract will be awarded to the most responsible bidder, whose proposal is within the competitive range and offers the most advantageous proposal, taking into consideration responsiveness to the evaluation criteria established within this Request for Proposal, as well as the cost of the proposed services. Responses will be evaluated and the consultants selected based on the following criteria: 1. The consultant s approach, plan of work, recommended schedules, and suggested responsibility assignments. 2. Qualification and experience in providing the requested services as exemplified by past projects and client contracts. References that will help demonstrate a thorough understanding developing and operating an indoor public market shall be provided. 3. Experience and qualifications of personnel to be assigned to the project. 4. Knowledge of and experience in identifying community-based decisionmaking opportunities, techniques and strategies. Proposals must clearly identify individual component costs. The proposer shall submit the rates for the principals who will participate in this contract. 5. Total project cost and anticipated time frame to complete the project. (NOTE: This MUST be submitted in a separate sealed envelope) Each proposal will receive consideration without regard to race, color, religious creed, handicap, ancestry, age, sex or national origin. Contract Negotiations Kenosha Area Business Alliacne reserves the right to reject any and all proposals and to negotiate the terms of the contract, including the award amount, with the selected proposer prior to entering into a written agreement. If contract negotiations cannot be concluded successfully with the highest scoring proposer, Kenosha Area Business Alliance may negotiate a contract with the next highest scoring proposer. The length of contract period will begin as soon as the Notice to Proceed and contract of service is received, evaluated and approved. Page 5 of 10

Evaluation Criteria for Award 1. Format to be followed as requested in the RFP (10 Points) 2. Evaluation of the extent to which the firm s proposed solutions fulfill the stated requirements as set out in the RFP (10 Points) 3. Self-assessment of the firm s ability to deliver a qualified response/service (10 Points) 4. Cost/budget to deliver results of feasibility study (10 Points) 5. Firm s experiences, references and record of past performance (20 Points) 6. Creative approaches including financial solutions offered as a part of response (20 Points) 7. Kenosha Common Markets Background Kenosha Common Markets, Inc. Mission Statement Kenosha Common Markets, Inc. exists to enhance the quality of life for Kenosha residents, and to attract visitors to the Kenosha Area by operating a lively and attractive public gathering place at HarborPark. This has been accomplished through the development of a weekly public market. The Market provides small agriculturalists, food producers, and visual/performing artists, especially these entrepreneurs from the Kenosha Area, direct contact with consumers.. The Market provides a premiere daytime venue to performing artists, and a place for visual artists to present their work to a large, diverse audience. Products and Services Overview Established in 2003, HarborMarket has evolved into a major weekly event in Kenosha, Wisconsin. The first year opened with 18 vendors and finished the season with 48 vendors. In the second year of operation, music was added to create a more festive setting in which HarborMarket is located. In 2008, an indoor marketplace was added. Kenosha HarborMarket now operates year round. Situated in HarborPark, a brownfield redevelopment site, HarborMarket is located in a public area adjacent to the City of Kenosha Public Museum and Civil War Museum and a condominium development, as well as between the Kenosha commercial harbor and Southport Marina. By virtue of its location, HarborMarket draws customers from the residents, the boaters and tourists. Originally situated on Place de Douai, a plaza immediately adjacent to Southport Marina, in 2008 HarborMarket was relocated to 2 nd Avenue between 54 th and 56 th Streets, due to construction on the plaza. By 2011, the number of vendors exceeded street spaces and had begun occupying adjacent plazas, so that in 2012, HarborMarket moved off these adjacent plazas and reoccupied Place de Douai in addition to 2nd Avenue. Additionally, by 2012, the Market had grown sufficiently to support three locations for live entertainment each week, as well as a weekly videotaping of a live food demonstration starring local chefs, which is broadcast on local cable TV through the year. The Market is a mix of fresh produce and agricultural products, processed foods, prepared foods, specialty imports, local arts and craft, consumer services and nonprofit organizations. The Market does not offer platform to religious or political groups. Page 7 of 10
