3 «HORIZON 2020»: key fact and figures Framework Programmes the key EU financial instrument to support Science, Technology and Innovation projects of supranational level Implemented since 1984 according to (5)7y budget cycles Developed and coordinated by the DG Research and Innovation of the European Commission in cooperation with branch DGs DG Education and Culture, DG CONNECT, etc. Approved by the European Parliament and Council of Europe in accordance with the Commission s proposal Source of funding the EU budget Support if provided for research, developments and innovation activities implemented by consortia of international partners These consortia may include organizations from all over the world, including EaP H2020 started in January 2014, to be completed in 2020, while the projects will continue till 2024-2025 Budget ar 80 bln EUR

4 Basic rules for participation (1) Who? Any legal entity - research institutions, universities, companies, including SMEs, associations, NGOs, international organizations, etc. Physical persons individual researchers (MSCA) How? By setting up a consortium of 3 independent partners from 3 different EU MS/AC, developing an application and applying to a call for proposals: EU Member States (28): Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, UK, Croatia Associated countries (13): Iceland, Norway, Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, Turkey, Israel, Moldova, Switzerland (partially), Faroe Islands, Ukraine. Partners from AZ, AM, BY, GE and many other countries ( third countries) are additional to the minimum number of partners

5 Basic rules for participation (2) When? By the deadline of the appropriate call for proposals indicated in the bi-annual Work Programme What for to go internationally? To find the additional, non-budget sources for implementing RDI To disseminate and commercialize the results of own R&D To promote pan-european ideas which for this or that reason are not supported in the home country To take part in solving global challenges To increase number of international publications and their level To attract young researchers and prevent them from leaving science for other spheres of activities To raise a prestige of a research team or an individual and get promotion many other reasons

6 International cooperation and its principles International cooperation = cooperation of the EU MS with third countries EC Communication "Enhancing and focusing EU international cooperation in research and innovation: a strategic approach" (2012), aimed at Providing access to knowledge developed out of the EU Promoting Europe as the most attractive place for implementing R&D Solving of global challenges jointly with international partners Approaches towards cooperation with the neighboring countries: Developing a common knowledge and innovation space Joint benefit and responsibility H2020 is open for third countries, however a differentiated approach towards providing the financial support is foreseen: Non-funded third countries: USA, Canada, Japan, South Korea, Australia, N. 7 International cooperation: recent tendencies and some effects for EaP Significant decrease of participation of third countries comparing to FP7 (2 times), except MSCA E.g. for Belarus: 25% decrease of the number of applications comparing to the similar period of the FP7, while the success rate and the budget received is higher Association to FPs of some EaP countries: Moldova (2011), Ukraine (2015) Expected association of Georgia and Armenia (2016)

30 Conclusions Energy is supported at the national level in most EaP countries via the national STI programs or bi-lateral programmes with EU MS. However, the role Energy plays in the activities funded by international donors is much higher than the EaP national authorities provide for it. Though FP7 jointly with INOGATE and ENPI are the major donors of the EaP countries in Energy STI, the participation in FP7/H2020 is not as it could be. Publication output is in all EaP countries stable or slightly increasing. Smaller the country is, higher share of co-publications in the total number of publications it has. Percentage of co-publications of AM, AZ, BY and GE is increasing, while it is declining in UA and MD. In Energy, the total number of publications is decreasing. At the same time, the number of co-publications is growing. Co-publications with the EU/AC countries have a high growth that proves the importance and potential for increasing the EU-EaP collaboration.
