Purpose. To standardize the DOD REC program implementation process for the command. 2. Background a. The purpose of the DoD REC is to educate State and Federal agency officials on the military s operational and environmental needs, priorities and concerns; build and communicate coordinated DoD positions on environmental issues important to military mission sustainment; monitor and engage in state legislation and rulemaking; develop, maintain, and coordinate partnerships to promote long-term sustainability of the military mission; and provide strategic regional intelligence and perspectives to Service RECs. b. Reference (a) implements policy, assigns responsibilities, and prescribes procedures for the DOD REC program. Per reference (a), the Deputy Under Secretary of Defense (Installations & Environment) (DUSD (I&E)) oversees the DoD REC program implementation, develops policy and guidance, and resolves conflicts elevated by the Components. There are ten DoD REC Regions across the country that correspond with the Environmental Protection Agency s (EPA) Regions. Marine Corps Installation National Capital Region (MCINCR) is in Region III. Marine Corps Installations East (MCIEAST) is in Region IV. Marine Corps Installations West (MCIWEST) and Marine Corps Installations Pacific (MCIPAC) (Hawaii and Guam) are in Region IX. The Secretary of the Army is the DoD REC for Region IV. The Secretary of the Navy is the DOD REC for Regions IX and III.

Subj: PROCESS FOR DEPARTMENT OF DEFENSE REGIONAL ENVIRONMENTAL COORDINATOR (DOD REC) PROGRAM c. Reference (a) requires each DoD Component to designate, as appropriate, a Component REC for each region. Reference (c) directs the Commander, MCICOM to appoint the Marine Corps Component REC for each of the applicable EPA Regions. The MCI Regional Commanding Generals for each EPA Region have been designated. Each Component REC has a staff officer who serves as the Marine Corps Component REC Representative. The establishment of MCICOM, including the restructuring of the Regions and staffs, necessitates further guidance regarding roles and responsibilities for the DoD REC program across the command. Further, reference Cd) directs the Government and External Affairs office to standardize roles and responsibilities. 3. Policy. The command shall manage and implement the DoD REC program in accordance with the roles set forth in the enclosure. This letter does not remove existing technical authority per Marine Corps policy over any particular issue from any staff section. 4. This letter is effective immediately. 5. MCICOM Roles and Responsibilities for Department of Defense Regional Environmental Coordinator (DoD REC) Program 1. Department of Defense (DoD) Regional Environmental Coordinator (REC) Program a) The DoD established the DoD REC program in 1994. DoD Instruction (DODI), 4715.02, Regional Environmental Coordination implements policy, assigns responsibilities, and prescribes procedures for the establishment and operation of the REC program. The Deputy Under Secretary of Defense (Installations & Environment) oversees the DoD Components implementation of DODI 4715.02, develops policy and guidance, and resolves conflicts elevated by the Components. b) There are ten DoD REC Regions across the country that correspond with the Environmental Protection Agency s (EPA) Regions. MCINCR is in Region III. MCIEAST is in Region IV. MCIWEST and MCIPAC (Hawaii and Guam) are in Region IX. The Secretary of the Army is the DoD REC for Region IV. The Secretary of the Navy is the DoD REC for Regions IX and III. Each of the Service Secretaries has designated a representative to carry out REC functions within that Region. For ease of reference, this policy shall refer to the Secretaries representatives, respectively, as the DoD REC. c) Pursuant to DODI 4715.02, each DoD Component is required to designate, as appropriate, a Component REC for each Region. MCO P5090.2A, Marine Corps Environmental Compliance and Protection Manual, directs the Commander, MCICOM to appoint the Marine Corps Component REC for each of the applicable EPA Regions. The MCI Regional Commanding Generals for each EPA Region have been so designated. Each Component REC has a staff officer who serves as the Marine Corps Component REC Representative. The establishment of MCICOM, including the restructuring of Regions and staffs, necessitates further policy regarding roles and responsibilities for the DoD REC program within MCICOM. 2. DOD REC Issues. In 1994, DoD REC issues were confined to environmental categories including compliance, environmental restoration, natural resources [e.g., endangered species], and cultural resources. In the past several years, the DoD REC program has increased its scope to include facilities issues (including installation energy, installation potable water aquifers and water rights, utility purchase agreements or privatization efforts, and other utilities management and 1 Enclosure ( i)

capacity functions) and encroachment issues (including electromagnetic spectrum protection, offsite renewable energy development, offsite pipelines or energy exploration, power and communications tower development, Special Use Airspace, noise abatement, and urban growth). Many of these issues require close coordination between staff offices because they cross functional lines, involve multi-service designated leads, and involve more than one staff section at more than one command level. 3. Purpose. This guidance will standardize and institutionalize roles and responsibilities at MCICOM and the Regions in the management and implementation of the DoD REC program. This guidance does not remove existing technical authority per Marine Corps policy (e.g., Orders) over any particular issue from any staff section. However, it does require the full and proper coordination of all issues that arise in connection with the DoD REC program so the Marine Corps may maintain consistency in policy, goals, objectives, and strategies. Success in achieving this desired end state is the most effective and efficient way to support the war fighter and sustain the mission. Staff sections shall exercise care not to engage in mission creep in order to avoid redundancy and inefficiency. Disagreements over the proper staff lead on any given issue shall be resolved by the chain of command. The term staff lead, as used throughout this policy, shall mean lead responsibility for recommending action, drafting associated documents, coordinating with internal and external subject matter experts (e.g., regulatory agencies), staffing recommendations or information-type documents, and command briefs in areas where the staff section has technical or otherwise-delegated authority. 4. Marine Corps Component REC Structure. The Marine Corps Component RECS are: Region III - CG MCINCR; Region IV - CG MCIEAST; Region IX - CG MCIWEST (CONUS) and CG MCIPAC (Hawaii and Guam). Each MCI Region Commander shall designate the command G-7 as the Component REC representative. The command GF shall serve as the alternate lead Marine Corps Component REC representative. (At his/her discretion, CG MCIWEST may designate Environmental Security as the alternate lead Component REC representative for EPA Region IX (CONUS)). The command Encroachment Management Action Team (EMAT), chaired by the command G-7, shall serve as the forum for disseminating information relative to DoD REC issues and assigning technical leads for issue resolution. 2 Endosure ( t)

5. Specific Roles and Responsibilities a) Region G-7 (Government & External Affairs) i. Serve as the lead Marine Corps Component REC representative. ii. Serve as the liaison between the DoD REC s representative and the MCI Region staff and installations. iii. Maintain regular and open communication with the MCICOM, MCI Region staff and installation staffs, regarding DoD REC matters. iv. Participate in all DoD REC meetings and phone conferences between military Services and external entities or between the military Services where the MCI Region participation is necessary or optional. v. Monitor federal, state, and local legislative and regulatory reports, media information sources, and DoD information sources for issues that have the potential to affect Marine Corps interests. Disseminate this information to the Region EMAT for information and/or a determination of staff lead and action, as appropriate. vi. Serve as the MCI Region reception point for all information from the DoD REC. Disseminate this to the MCI Region EMAT for information and/or a determination of staff lead and required action, as appropriate. vii. For items from the DoD REC seeking or requiring a Marine Corps position, disseminate this information to the Region EMAT for determination of staff lead and action. After the staff lead develops, coordinates, and obtains the Region position on the issue, forward the proposed Region position to MCICOM G-7 for HQMC staffing. Once the Marine Corps position is received from the MCICOM G 7, communicate the Marine Corps position back to the DoD REC. viii. Serve as staff lead for all encroachment and off-base renewable energy issues arising in connection with the DoD REC. Be responsible for the development, coordination, and implementation of encroachment and of f 3 Endosure (t)

base renewable energy regional policy, goals, and strategies. objectives, ix. Develop and coordinate Region initiatives/partnerships, as appropriate, on encroachment and off-base renewable energy site development issues raised by the DoD REC that have the potential of affecting mission sustainment. Incorporate input provided by MCI Region and installation subject matter experts into these regional initiatives/partnerships. The EMAT shall be used as the forum to coordinate and vet such initiatives/partnerships. x. Provide staff comments on any environmental or facilities issue that arises in connection with the DoD REC program that is being routed for a Marine Corps position by the staff section with technical cognizance. xi. When requested by staff with technical cognizance over a particular issue, facilitate or assist in negotiating inter-service positions on issues requiring such a position. Leverage the contacts and relationships with external entities to influence outcomes identified as necessary by Region and installation staff with technical cognizance. xii. Coordinate and prepare a Marine Corps REC annual Priorities and Outreach plan via the EMAT with the input of MCICOM, MCI Region, and installation staff. xiii. Coordinate input on the DoD REC annual Priorities and Outreach Plan via the EMAT with the input of MCICOM, MCI Region, and installation staff and deliver this input to the DoD REC. xiv. Coordinate with G-3 and GF (and Environmental Services in the case of MCIWEST)to provide quarterly reports on REC activities to MCICOM, the MCI Region, and installations. xv. Identify funding requirements that support the DoD REC program for input to the MCI Region budget. b) Region GF (Environmental and Facilities Staff) i. Serve as the Marine Corps Component REC Representative Alternate Lead. (At his/her discretion, CG MCIWEST may designate Environmental Security as the Marine Corps 4 Endosure (t)

Component REC Representative Alternate Lead for EPA Region IX (CONUS)). Serve as Lead as requested by the G 7 or when directed by higher authority or when the G-7 is unable to fulfill responsibilities of the Lead Component REC Representative. ii. Maintain technical cognizance of environmental and facilities issues that arise in connection with the BolD REC and seek the expertise of the environmental impact working group/review board as appropriate. iii. Serve as the staff lead on all environmental and facilities issues that arise in connection with the BolD REC and in coordination with the EMAT. Be responsible for the development, coordination, and implementation of environmental and facilities Region policy, goals, objectives, and strategies. iv. Monitor federal, state, and local legislative and regulatory reports, media information sources, and BolD information sources for environmental or facility issues. In coordination with the G-7, disseminate such information to the EMAT for information and/or a determination of staff lead or action, as appropriate. v. Participate in all BolD REC meetings and phone conferences between military Services and external entities or between military Services where the MCI Region participation is necessary or optional. vi. Serve as the staff lead where a Marine Corps position is required on an environmental-or-facilities-related issue originating from the DoD REC. Once the decision is made, the G-7 shall transmit it to the ID0D REC or other appropriate external entity. vii. In coordination with the EMAT, serve as the staff lead on interactions with federal environmental regulators to ensure that communications are being conducted by staff with appropriate technical expertise and do not inadvertently undermine ongoing regulatory consultations in support of compliance actions. Seek input from the G-3 and G-7 regarding on and off-base issues that could potentially impact military readiness. viii. Provide input on any G-7 lead initiatives/partnerships related to environmental issues and, in cases where the 5 Endosure (i)

initiative/partnership focuses entirely on environmental issues as established by the EMAT, the Regional MCI Environmental Director shall assume the lead with support from 0-7. ix. Provide environmental and facilities input into a Marine Corps REC annual Priorities and Outreach Plan. x. Provide environmental and facilities input to the G-7 on the DoD REC ~s annual Priorities and Outreach Plan. xi. Alert the G-7 through the EMAT of issues (e.g., major spills, significant enforcement actions, etc.) that may impact ongoing relationships with government agencies and other stakeholders. c) MCICOM 0-7 i. Monitor the DoD REC reports provided by the MCI Region 0-7. Provide input and feedback, as appropriate. ii. Participate in DoD REC meetings and phone conferences as appropriate. iii. Maintain technical cognizance at MCICOM over encroachment issues. Responsible for the development, coordination, and implementation of Service-level encroachment policy, goals, objectives, and strategies. iv. Provide support and assistance to the MCI Region 0-7 staffs, as needed. v. Monitor MCI Region G-7 staffs to ensure compliance with roles and responsibilities. vi. Staff items, which are forwarded by the MCI Region G-7 seeking a Marine Corps position, to the HQMC staff. Once the Marine Corps position is reached, relay it to the MCI Region G-7 for distribution to the DoD REC. vii. Serve as the MCICOM/HQMC(LF) liaison to ASN (EI&E) and ADUSD (I&E) for DoD REC matters related to encroachment and renewable energy siting issues that are not under the direct purview of GF staff. 6 Endosure (.)

d) MCICOM GF i. Monitor the DoD REC reports provided by the MCI Region G 7. Provide input and feedback as appropriate. ii. Participate in DoD REC meetings and phone conferences as appropriate or desired. iii. Maintain technical cognizance at MCICOM over environmental and facilities issues. Be responsible for the development, coordination, and implementation of Service-level environmental and facilities policy, goals, objectives, and strategies. iv. Monitor MCI Region GF staffs to ensure compliance with roles and responsibilities. v. Provide support and assistance to the MCI Region GF staffs, as needed. vi. Provide MCICQM/HQMC (LF) liaison to ASN (EI&E) and ADTJSD (I&E) for DoD REC matters related to environment and facilities issues. 7 Endosure (1)
