TAC AGENDA ITEM III ANNUAL ELECTION OF TAC/CMP OFFICIERS FOR 2016 At the beginning of each calendar year, the Pasco County Metropolitan Planning Organization (MPO), Technical Advisory Committee (TAC) elects a Chairman and Vice-Chairman for the upcoming calendar year. The current Chairman is Debbie Bolduc, and the current Vice- Chairman is Mike Sherman. All voting TAC members are eligible for nomination. The term of office for 2015 begins upon election. ATTACHMENT: Current TAC Membership Roster as of 2/29/16 ACTION: It is recommended that the TAC elect a Chairman and Vice-Chairman for the 2016 calendar year.

Discussion followed. Chris Mettler indicated that there is no "y" in Ramond Chiaramonte's first name. Staff noted this correction. IV. ACTION ITEMS A. Joint Participation Agreement (JPA) Federal Transit Administration (FTA) - Section 5305 (d) Grant James Edwards stated that each year, the Metropolitan Planning Organization (MPO) is eligible for Federal Transit Administration (FTA), Section 5305 (d) funds for transit planning. Discussion followed. Mr. Edwards requested a recommendation of approval on the JPA and Resolution that will be going to the MPO Board. Discussion followed. Chairman Bolduc asked if there were any questions or comments on the JPA. No issues were brought forward. Chairman Bolduc requested a recommendation to the MPO Board, taking a consensus vote on the Section 5305 (d) JPA; and Resolution. All TAC members in attendance voted in favor. V. STATUS REPORTS/PRESENTATIONS/UPDATES A. Pasco County Public Transportation (PCPT) - Transit Projects and Initiatives Update Phil Pumphrey provided a current update to the transit projects and initiatives. Discussion followed. B. FDOT Five-Year Tentative Work Program (FY 2016-17 FY 2020-21) FDOT Presentation Brian Beaty provided a PowerPoint presentation to the TAC/CMP members. Discussion followed. C. "Road Planning and Project Delivery - A Primer" - MPO Staff Presentation Chairman Bolduc indicated that this presentation was geared for the Citizens Advisory Committee (CAC) as an informational item. Discussion followed. D. Bike/Pedestrian Revisions (Draft) - Pasco County Land Development Code (LDC) Allen Howell talked about the proposed modifications to the bike/pedestrian sections of the Land Development Code (LDC), asking the members to review and provide any comments that may help to improve these sections. Discussion followed. E. Future Agenda Item Requests from Committee Members - Discussion James Edwards indicated that this presentation was geared for the Citizens Advisory Committee (CAC) as an informational item. Discussion followed. F. Appointees from TBARTA for TAC Membership James Edwards stated that the Tampa Bay Area Regional Transportation Authority (TBARTA) is a voting member of the TAC and has presented a change of their Primary Representative to Michael Case. He then asked members if they knew of any new transportation issues or projects they would like listed. Discussion followed. VII. Transportation Improvement Program (TIP) Amendment FY 2015/16 to 2019/20 - Overpass Road (Old Pasco Road to U.S. 301) - State Management Oversight Funds Manny Lajmiri explained that Florida Department of Transportation (FDOT) requests that MPO review and approve a TIP amendment to allow FDOT management oversight on the Overpass Road Project from Old Pasco Road to U.S. 301. He stated the proposed amendment would add $1,000.00 to the FDOTs Environmental Assessment (EA) stage in Fiscal Year 2015/16 for this oversight. The advanced design stage will be placed in Pasco County's next five-year Capital Improvement Program. Discussion followed. Vice-Chairman Sherman asked if there were any questions or comments on the TIP Amendment for State Management Oversight funds on the Overpass Road project to be added to Fiscal Year 2015/16 to Fiscal Year 2019/20. U.S. 301 Land Use Vision and Transportation Strategy Study Update - Public Workshop held November 18, 2015 (www.pascompo.net) Manny Lajmiri indicated the U.S. 301 study sets the framework for future land use development activities on the corridor. He explained that a mail out blast went out to the public to get them involved indicating this was the last workshop on this particular corridor study. He stated all comments received will be document as part of the study. Mr. Lajmiri indicated when staff presents the U.S. 301 concept to the two cities (Dade City and Zephyrhills) TAC and interested parties should show their support of the study recommendations. Discussion followed. B. Tri-County Trail - Review/Comments on Typical Section Package Submitted to FDOT Allen Howell stated that the design of the Tri-County Trail (aka Starkey Gap) is well underway. The FDOT consultants have recently submitted a Typical Section Package. He encouraged the TAC members to review and provide comments on the information. Report on VISION 54-56 Task Force Meetings - December 1 st (West Task Force) and December 3 rd (East Task Force) www.vision54-56.com Ali Atefi stated that the first set of meetings for Phase 1 of the VISION 54/56 Corridor Study have been completed with the second set of meetings scheduled for December 1 st and 3 rd. The main objective of this study is to develop consensus on the optimal implementation plan for addressing congestion, safety, and mobility within the S.R. 54/56 Corridor. The second set of meetings is to discuss, review the advantages, and disadvantages of each alternative. Discussion followed. D. UPWP Table 6 - Identification of Potential Transportation Studies in Preparation for FY 2016/17 - FY 2017/18 UPWP Manny Lajmiri stated that the MPO is in the beginning stages of identifying possible studies that would be recommended to the MPO Board in early 2016. ADMINSTRATION MODIFICATION - LONG RANGE TRANSPORTATION PLAN - MULTIUSE TRAIL PLAN- LRTP REPORT MAP 5-7 The Long Range Transportation Plan Map 5-7 illustrates the multi-use trail plan for Pasco County which incorporated the County s Greenways, Trails and Blue-ways (GTB) plan. The GTB map was recently updated to identify a pedestrian overpass at the U.S. 19 and Marine Parkway intersection. In order to modify the LRTP Map 5-7 to reflect the overpass, a LRTP Administrative Modification is required. A LRTP Administrative Modification is a minor revision that includes minor changes and per the MPO s Public Participation Plan (PPP) does not require public review and comment, but needs to be posted on the MPO website. This Administrative Modification does not have any fiscal impact on the LRTP plan. It should be noted that the pedestrian overpass is a City of New Port Richey initiative. The city has requested that a portion of the cost of the project be appropriated in the state s budget. The remainder of the funding would be the responsibility of the city. Note also that the overpass is shown as Planned/Conceptual, on the LRTP map since funding is not secured at this time. This is designated a major trail crossing point on U.S. 19, which would eventually connect New Port Richey to the U.S. 19 trail and the planned Anclote Coastal Trail. ATTACHMENTS: 1. Transit Service Expansion Review of Priorities in the Transit Development Plan and MPO s List of Priority Projects Of late there has been interest in reviewing transit system priorities as shown in the Ten Year Transit Development Plan (TDP) that was adopted by the MPO in 2013. The TDP is an FDOT required document that presents a strategic plan for transit based on demographics, travel behavior and public input. Transit needs are determined for the ten-year period and a cost affordable plan is developed to provide a guide to funding improvements to existing transit services and future expansion of service. Recently, there has been interest in expanding transit service to areas not currently served by PCPT. MPO and PCPT staff reviewed the TPD priorities related to service expansion. In addition to the TDP, the MPO also approves a List of Priority Projects annually that provides transit related recommendations stemming from those listed in the TDP. Staff will present priorities as shown in the TDP and the MPO s List of Priority Projects and discuss the recommended project rankings related to transit service expansion. ATTACHMENTS: 1. PASCO COUNTY METROPOLITAN PLANNING ORGANIZATION REQUEST FOR PUBLIC COMMENTS ON THE DRAFT UNIFIED PLANNING WORK PROGRAM (UPWP) FISCAL YEARS 2016-17 THROUGH 2017-18 The Pasco County MPO, the designated organization responsible for conducting a countywide transportation planning program, has set a 30-day public comment period beginning March 10, 2016, through April 10, 2016, to review the draft UPWP. The UPWP (e.g. MPO Budget) documents all transportation planning activities which will occur during the Fiscal Years 2016-17 through FY 2017-18 (July 1, 2016 to June 30, 2018). The UPWP is a statement of work to be performed, identifying planning priorities, and activities to be carried out by the MPO. The MPO s transportation planning activities are supported primarily by federal and state grants. The work tasks identified and allocations of funds among the various tasks support the overall planning program. Beginning March 10, 2016, the draft UPWP will be available for viewing at all Pasco County libraries and can be viewed on the MPO s web site www.pascompo.net. Persons wanting further information or needing a hard copy of the proposed Draft UPWP can contact MPO staff at (727) 847-8140. In compliance with 23 CFR 450.316(b)(1)(i), Florida Statutes, and applicable Federal law, the public will have a minimum of 30 days to comment on and have input into the Draft UPWP.
