PENSION COMMITTEE REPORT NO. 6-2013 That a cost of living increase of.38% of the basic pension be approved effective January 1, 2014 for those pensioners whose pensions commenced on or prior to June 30, 2012, such an increase to be applicable to all categories of pensioners, including beneficiaries of former employees entitled to a pension, and deferred pensioners. WARD BOUNDARIES COMMITTEE REPORT NO. 4-2013 That the Ward Boundaries for Wards 1 through 9 be amended for the purpose of the second reading of By-Law 1219. (Refer to pages 3-8 of this Board Summary for detailed Ward Boundaries information, maps and By-Law 1219) NEW BUSINESS By-Law No. 1219 To Repeal Ward Boundaries By-Law No. 953 Second reading of By-Law No. 1219, a by-law of the Winnipeg School Division to repeal By-Law No. 953 and to alter the Ward Boundaries of the Winnipeg School Division. 3 rd reading will be held at the regular Board meeting on December 16, 2013. (Refer to pages 3-8 of this Board Summary for detailed Ward Boundaries information, maps and By-Law 1219) By-Law No. 1220 Debenture borrowing of $3,737,500.00 First reading of By-Law No. 1220, a by-law of the Winnipeg School Division for the purpose of borrowing THREE MILLION SEVEN HUNDRED AND THIRTY SEVEN THOUSAND FIVE HUNDRED DOLLARS ($3,737,500.00) for certain building projects.

WHEREAS Section 57 of the Public Schools Act provides in part as follows: "Population of wards. 57(2) Subject as herein provided each trustee of a school division or school district divided into wards shall represent, in so far as is practicable, approximately the same number of resident electors. Representation quotient. 57(3) A school board of a school division or school district divided into wards may establish a representation quotient for the school division or school district by dividing the total number of voters on the voters list of the division or district by the total number of trustees to be elected. Action to preserve equality by population of wards. 57(4) Where, in the case of a school division or school district divided into wards, the number of voters per trustee in any one or more of the several wards thereof varies from the quotient obtained under subsection (3) to an extent greater than is permitted under subsection (5), the school board may take such action as may be required to give effect to subsection (2). Variation in population basis. 57(5) In determining the area to be included in, and in fixing the boundaries of any ward the school board shall consider: (a) (b) special geographic conditions, including the sparsity, density and relative rate of growth or loss of population of a part of the school division or school district; and any special diversity or community of interests of the inhabitants of a part of the school division or school district; and may allow a variation in the population requirement of any ward where, in its opinion, those considerations or any of them render a variation desirable but in no case may the representation quotient of any ward in the school division or school district as a result thereof vary from the quotient obtained under subsection (3) to an extent that is greater than 25% or to an extent that is less than 25% of the quotient."

The Winnipeg School Division Page 2 By-law No. 1219 AND WHEREAS The Winnipeg School Division is presently divided into three wards for election purposes as follows: Ward 1 Ward 2 Ward 3 being the southerly portion of the Division bounded by Portage Avenue on the north, the Red River on the east, and the Winnipeg School Division boundaries on the south and on the west. being the central portion of the Division bounded by the Canadian Pacific Railway Mainline on the north, the Red River on the east, Portage Avenue on the south, and St. James Street on the west. being the northerly portion of the Division bounded by the Winnipeg School Division boundaries on the north and on the east, the Canadian Pacific Railway Mainline on the south, and the Winnipeg School Division boundaries on the west.
