Request for Qualifications (RFQ) For Consultant Design Phase Services Texas City/La Marque New Freedom Improvements Notice of Invitation: The Gulf Coast Center (GCC) is requesting qualifications statements from qualified professional service teams for potential participation in the design and engineering phase services associated with proposed pedestrian and transit infrastructure improvement project. This contract is for the final design of curbs, sidewalks, gutters, drainage, and ADA ramps that will be funded and implemented under a Texas Department of Transportation (TxDOT) New Freedom grant. As a TxDOT grant, all federal guidelines for professional service firms and contracting will apply. Completion of the Consolidated Certification Form (Form PTN-130) is a submission requirement. A race-neutral DBE contracting goal of 3.44% has been established for this project. The selected firm will be required to have extensive experience in all of the aforementioned disciplines. GCC reserves the right to terminate the contract with the selected firm for any reason, and issue another RFQ to procure professional services to complete project design. Pre-proposal Meeting: A pre-proposal teleconference will be held on October 17, 2013 at 1 p.m (CST) to discuss the project, and respond to general questions relating to the request for qualifications. Statement of Qualifications The statement of qualifications is limited in length to ten (10) 8½ x 11 inch pages, 12 point font size, single sided. Additional attachments or appendices may be included as described in Section F below. Five (5) complete hard copies and 1 digital version required. Sections should contain the following information, labeled as noted, and be in the following order: A. Cover Letter A cover letter, not exceeding three (3) pages in length, shall summarize key qualifications of the design team. It shall also identify the lead firm, sub consultants, and use of Texas Department of Transportation (TxDOT)-Unified Certification Program (UCP) participating Disadvantaged Business Enterprises (DBE's). It must be signed by a person(s) authorized to legally bind the respondent. B. Experience with Similar Projects Respondents should demonstrate relevant experience with design and construction of pedestrian and transit infrastructure. Familiarity with the New Freedom program is beneficial. At least two (2) relevant projects with references should be described including a brief summary of each project, the firm s (team s) role, the project location, client name, address and telephone number, and current key contact person. Other project profile information and graphic images of similar projects is encouraged. C. Understanding of the Project and Work Approach Outline your team s general approach to pursuing and completing the required services and address other important criteria and goals mentioned in this RFQ. As construction dollars for this project are limited, the respondent must place an emphasis on providing a cost-effective design strategy for creating ADA compliant improvements on the selected corridors. Provide the expected duration of each general activity. The respondent must demonstrate a thorough understanding of the options and conditions that pertain to designing and constructing sidewalks, ADA ramps, and curbs in accordance within the New Freedom program. D. Team s Resources, Capabilities, and Availability Describe the resources that the firm or team will be able to bring to this assignment. Describe the capabilities of the team to expediently pursue this assignment and meet the stated design and construction schedule. Describe the capability of the firm to complete the work within fifty (50) days of a signed contract. Also describe the inclusion of DBE firms as the lead or sub-consultants. GCC has set a race-neutral DBE goal of 3.44% for this RFQ. E. Key Personnel Describe the proposed project team, key team members, and any other sub-consultants, with a description of the specific responsibilities of each person relative to the required services and an estimate of the percentage of time dedicated to the project for each individual. Resumes for key team members (not to exceed one page per person) may be included in the Supporting Documentation section as described below. 2
F. Supporting Documentation The following additional items must also be included: 1. Completed Consolidated Certification Form (Form PTN-130) 2. Certification of Insurance EVALUATION CRITERIA The Statements of Qualifications will be evaluated by a selection committee consisting of representatives from GCC and their consultant, The Goodman Corporation, based on the following criteria: 1. Experience with similar projects as presented in Section B. 2. Understanding of the project and its needs and issues as expressed in Section C and throughout the submitted statement of qualifications. 3. Approach to the project as presented in Section C. 4. Professional qualifications of the firm(s) related to skills and disciplines required for all components of the project based on references presented in Section B and other capabilities described in Section D. 5. Ability to incorporate DBE participation as presented in Section D and throughout the statement of qualifications submitted. Utilization of TxDOT UCP DBE to assist in accomplishing project objectives. The race-neutral goal for this project has been set at 3.44% for this project. 6. Capabilities of the project manager and other key personnel as presented in Section E. NOTE: By submission of your Qualifications and Statements in response to this announcement, you are certifying that neither your firm(s) nor any of their principals are presently debarred, suspended, proposed for debarment, declared ineligible, or excluded from participation in this procurement process by any Federal Department or Agency. Further, if such a debarment or suspension occurs during the course of the procurement, you shall state such in your statement of qualifications. ATTACHMENT 1 Texas City/La Marque New Freedom Improvements Project Summary In December of 2011 the Gulf Coast Center (GCC) entered into an agreement with the Texas Department of Transportation (TxDOT) to implement a New Freedom project in the municipalities of Texas City, and La Marque, Texas (Exhibit A). The grant award is for $256,575 to be used for the construction of sidewalks, curbs, and ramps that are compliant with the American s with Disabilities Act (ADA) of 1990. All opportunities to identify cost reduction methods in the design are strongly encouraged. The project will require design phase activities to be conducted for three separate areas, two in Texas City, one in La Marque: A-1
Texas City, TX Texas Avenue (23 rd St. to 17 th St.) ADA accessibility improvements along the north side of Texas Avenue. Figure 1 - Texas Avenue (23rd St. to 17th St.) Will require new construction of ADA compliant sidewalk for the entirety of the corridor. Some minor curb replacement may be required. 8 ADA ramps or equivalent will be needed 6 cross-walks needed A-2
Texas Avenue (Lake Road to Food Rite located just west of CR 3) ADA accessibility improvements along the north side of Texas Avenue. Figure 2- Texas Avenue (Lake Road to Food Rite) The Food Rite terminus has not been precisely defined, and should be designed to terminate at a logical location. The location is used as a Connect Transit transfer location, so the sidewalk should be built out to meet the needs of transit users as effectively as possible. Will require new construction of ADA compliant sidewalk as well as demolition of existing sidewalk from Willis to S. Bell Dr. Some minor curb replacement may be required.
