Foreword The Police Control Room which is a Department within the Royal Bahamas Police Force is the critical link between the community and the patrol units in the field. It is located in the Paul Farquharson Conference Centre, Police Headquarters and is manned 24 hours a day, 365 days a year. Emergency Medical Service (EMS) personnel are housed in the Police Control Room and they assist the officers in answering the Sentinel 911/Administrative telephones. For this, we are extremely grateful. The life of a call taker and dispatcher is a busy one but immensely gratifying knowing that we have helped thousands of persons. In keeping with the Commissioner s Policing Plan 2012, the staff at Police Control Room understands the common goal of making the Bahamas a safer place to live, work, visit and play. All of the officers/civilians are professionally trained in the use of the Sentinel 911, Powerphone and CAD system. During this fiscal year, the staff (police/civilian) has worked extremely hard to police the island of New Providence, by rendering quality service to the community and Police Officers. On behalf of the fine staff at Police Control Room, it gives me great pleasure to present Police Control Room Productivity Report for the period January to December, 2012. Objective Our Objective is to answer 911/Administrative calls within seconds and as quickly as possible dispatch police/emergency units to scenes, while ensuring the safety of the general public and our officers. Also, with remarkable patience and compassion listened to and talk to our callers. Tackling Crime and Allaying the Fear of Crime (Priority one) 911/Administrative Call Counts During the month of August, 2012, the new Sentinel 911 phone system was installed into the Police Control Room. The system is able to generate the total call count for all 911 and Administrative calls coming into the Police Control Room. The staff along with the assistance of Emergency Medical Services (EMS) personnel answered on a monthly basis an average of eighty thousand (80,000) calls ranging from in progress crime such as armed robbery, burglary, shooting to non-emergency calls such as loud music and disturbances. List of Prevalent Calls Handled from the CAD System In keeping with the Commissioner s Policing Plan 2012, priority one (1) which speaks of Tackling Crime and Allaying the Fear of Crime, the staff at Police Control Room handled a total of fifty thousand eight hundred and one (50,801) calls. December, 2012, was the busiest month as the majority of handled calls were received during this month. Call Taking/Dispatching Services During the period of January to December, 2012 a total of forty one thousand two hundred and ninety six (41,296) calls were processed from the CAD system and forty one thousand two hundred and seven (41,207) dispatched calls. For a total of eighty two thousands, five hundred and three (82,503) call taking/dispatching services. Ms. Ruby Miller (Civilian) initiated the most incoming 919 Calls which total four thousand and eleven (4011) calls. Constable 2743 Cheryl Bethel initiated the majority of the 919 calls /dispatching which totaled five thousand and ninety five (5095). Douglas 1834 Not assigned to this duty 1834 Grand Total 9790 9170 18960 AS400 System Checks During the months of January December, 2012, the staff at Police Control Room conducted a total of twenty one thousand and thirty five (21,035) name checks and seven thousand one hundred and seventy seven hundred (7,177) vehicles checks for the officers who were conducting road checks/operations throughout the island of New Providence, as well as for officers on mobile patrol. The name checks resulted in a total of one thousand nine hundred and eleven (1,911) persons being arrested for various criminal offences and outstanding warrant of arrest. 25

Arrests During the year 2012, the staff at Police Control Room was able to affect fifty six (56) major arrests, save the lives of two (2) individuals, recover numerous stolen vehicles, and a small amount of suspected marijuana, a deposit bag containing nineteen thousand dollars and an assortment of electronic equipment. In addition, we were also instrumental in the removal of twenty seven (27) firearms along with a number of ammunitions from the streets. Notwithstanding, we also assisted in affecting a number of other minor arrests. Our success came as a result of the efficient services from staff members, liaising with Integrated Commercial Services (ICS) reference to suspects location when an incident occurred, diverting officers to a particular location, deployment of mobile units to hot spot areas, conducting name and vehicle checks into the AS400 System and last but not least, reminding the officers to use their beacon lights to enhance police visibility and reduce the fear of crime. Listed below are photographs of some of the suspects and firearms that were confiscated from the suspects. Crime Briefing For the period January to December 2012, three hundred and sixty five (365) Crime Briefings were electronically forwarded to the Executive Management Team (EMT) and other Senior Command of the Police Force. The Briefings were disseminated via Duty Officers and Assistant Duty Officers. General Information During the period January to December 2012, a number of general information was circulated over the airwaves to Police Stations and Mobile Units by the staff of Police Control Room. 26

Improving Community Safety (Priority Two) Grove West Home Owners Association Crime Watch Visit In keeping with the Commissioner Policing Plan on Improving Community Safety on Saturday 26 May, 2012, members from the Grove West Home Owners Association Crime Watch visited Police Control Room. Community involvement is extremely critical to improving community safety. Therefore, we partnership with the Grove West Home Owners Crime Watch Group and provided them with firsthand experience of the daily operations of the Police Control Room. Today, we received calls from the crime watch group regarding complaints such as suspicious vehicles/persons and stolen vehicle. Persons in attendance were: Mr. Marco Chea, Stephan Llieda, Tony Eccleston, Kenneth Pratt, Haymish Moxey (Patrol Administrator), Michael Pratt, Dr. Andre Rollins (MP for Forth Charlotte), Sergeant 1398 Perry Williams and Darin Strachan - Patrol Captain. Grove West Home Owners Association Crime Watch Meeting A we continue to work closely with neighborhood crime watch group, on Sunday 22 July 2012, Assistant Superintendent Linda Moxey and Inspector Derick Ferguson attended Grove West Home Owners Association Crime Watch Meeting. The event was held at the Sheraton Hotel, Cable Beach. The purpose of our presence was to enlighten the Grove West and Westward Villas residents on the objectives, roles, and the daily operations of the Police Control Room. In attendance were Honorable Andre Rollins, Member of Parliament for Fort Charlotte, Superintendent Leamond Deleveaux, Assistant Superintendent Patrick Johnson, Inspector Philip Moxey, and Inspector Chrislyn Skippings along with about twenty residents. 27

Positive Engaging Our Young People (Priority Three) Aquinas College Visit In keeping with the Commissioner Policing Plan on Positive Engaging Our Young People which speaks of positively interacting with young people and to provide them with positive opportunities, on Thursday 29 March, 2012, Sergeant 1886 Jacqueline Knowles, Assistant Duty Officer from Police Control Room addressed students from Aquinas College, Gladstone Road. She spoke on the topic Bullying and the effects. She encouraged the students to be respectful to each others, peers and their teachers. A total of about forty students were in attendance. Students from Maurice Moore Primary School, Grand Bahama On Wednesday 4 April, 2012, thirty five (35) students from Maurice Moore Primary School, Freeport, Grand Bahama visited Police Control Room on the invitation of Police Control Room. Corporal 2344 Fowler addressed the students on the day to day operation of the Control Room. The students were accompanied by the Principal, Mrs. Mildred Roberts and seven teachers. 28

Students from Albury Sayles Primary School Visited Police Control Room On Wednesday 18 April 2012 and Thursday 19 April, 2012, a total of forty one (41) students of Albury Sayle Primary School visited Police Control Room on an invitation from the Police Control Room. The purpose of the tour was to expose the Grade# 5 and Grade #6 Students to an experience where they will witness firsthand the daily operations of the Police Control Room and the importance of the 919 telephone line. Inspector Bradley Pratt, Duty Officer along with Sergeant 1398 Perry Williams conducted the tour. The Students were accompanied by their Guidance Counselor, Mr. Jensel Watkins and Teacher, Mr. Paul Knowles. Mable Walker Primary School Visit In keeping with the Commissioner Policing Plan on Positive Youth Engagement on Friday 8 June 2012, students from the Mable Walker Primary School visited Police Control Room. The students were accompanied by their teacher Mr. Fredrick Anthony. 29

Professionalizing the Service (Priority Six) Handing Over A.S.P. Hilda Gaitor A.S.P. Linda Moxey On Wednesday 21 st March 2012, Assistant Superintendent Hilda Gaitor handed over command of the Police Control Room to Assistant Superintendent Linda Moxey. During her tenure as Commander of Police Control Room she was able to champion the cause. Assistant Superintendent Hilda Gaitor has left a foundation for me to take the area to another level. Assistant Superintendent Gaitor, I thank you and we will continue to strive for excellence. May God bless her in her new post. Farewell Party On Friday 30 March, 2012, the staff at Police Control Room held a Farewell Party for Assistant Superintendent Hilda Gaitor and Chief Inspector Ednol Cunningham. In attendance were Assistant Commissioners Leon Bethel, Uniform Operations and Anthony Ferguson, Crime Management. Assistant Commissioner Leon Bethel brought brief remarks. Assistant Superintendent Hilda Gaitor and Chief Inspector Ednol Cunningham were presented with gifts of appreciation. Training & Development Firearm Training Course Constable 3360 Shekera McPhee attended a Firearm Training Course at the Police Training College, Thompson Boulevard from 19 March 23 March 2012. She successfully passed the course. 30

Computer-Aided Dispatch CAD400 End User Training - Nassau The following officers who were recently transferred to Police Control Room attended a Public Safety Telecommunication 1 & Computer-Aided Dispatch CAD400 End User Training from Monday 21 May 2012 to Friday 25 May 2012. The training was held at Police Control Room and was conducted by Sergeant 1397 Gary Brennen, CAD Administrator. The two (2) hours 911 training was held at the Communication Branch Training Room, Police Headquarters. The training was conducted by Mr. Greg Sheehan, Power Phone System Manager. Computer Aided Dispatch CAD400 Enduser Training G.B. During the period 16 July 19 July 2012, Sergeant 1397 Gary Brennen conducted a Computer Aided Dispatch CAD400 Enduser Training for officers and EMS Personnel attached to Police Control Room, Grand Bahama. The participants underwent training in the following areas: Legal Aspects of Working in a Public Safety Agency Telephone /Radio Communications Techniques & Procedures Processes of Starting and Initiating Calls Adding Narratives Dispatching and Working With Unit Executing Various Searched & Related Features As a result of the training, today, the officers are now efficient in the use of the CAD system and are now entering all incidents coming into Police Control Room, Grand Bahama into the CAD system and not the incident forms as previously used. All of the participants successfully completed the training and are now better equipped and prepared to work in a fast- paced environment that Control Room represents. PowerPhone Training - Nassau During the period of 24-26 September, 2012, the staff at Police Control Room underwent a three (3) hours Power Phone Training at the Communication Branch Training Room, Police Headquarters. The training was conducted by Mr. Mr. Gregg Sheehan c/o Power Phone Company, Connecticut U.S.A. Power Phone was put into operation and was administered by Sergeant 1397 Gary Brennen and Mr. Gregg Sheehan. PowerPhone Training Grand Bahama During the period 1-3 October, 2012, Sergeant 1397 Gary Brennen conducted a three (3) day PowerPhone Training in Grand Bahama for the officers and EMS Personnel stationed at Police Control Room, Grand Bahama. The PowerPhone was put into operation on 4 October, 2012. To this end, we say congratulations to Sergeant 1397 Brennen for his service and initiative. Domestic Violence Conference Constable 2743 Cheryl Bethel attended a three (3) day Domestic Violence Conference at Sheraton Nassau Beach Resort, West Bay Street from 19 21 September, 2012. The conference was under the theme, Peace at Home, Peace in our Community. It was geared towards creating partnerships and solutions to transform Bahamian homes and communities. Constable Development Course Constable 2995 Keno Coleby successfully completed a three (3) weeks Constable Development Course at the Police Training College, Thompson Boulevard from Monday 29 October to Friday 16 November, 2012. On Wednesday 14 November, 2012, Assistant Superintendent Linda Moxey lectured on the topic, Time Management. Good News Report On Tuesday 21 August, 2012, a female who resides in the southern western district of New Providence contacted Police Control Room and reported that sometime during the month of May/June, 2011, she had contacted 919 because she was experiencing a multi facet of problems in her life and was contemplating 32

suicide. She also mentioned that she was pregnant at the time. Further, she noted that due to the counseling and care exhibited by call taker Ms. Anitha Douglas, she and her daughter is alive today. She was invited to visit Police Control Room to meet Ms. Anitha Douglas which she agreed to; it was a happy and emotional moment for both persons. Ms. Douglas we say thank you for saving the lives of two human beings. Social Events During the year 2012, three (3) social events were held on the premises of Police Control Room. Pre-Good Friday Luncheon On Thursday 5 April, 2012, the 8:00am-4:00pm shift held a Pre Good Friday Luncheon at Police Control Room. The Officers/civilians were fed a scrumptious meal comprising of fried fish, white rice and toss salad. The chef, Sergeant 1447 Kellie Kemp prepared the meal for the staff. A variety of pastries were supplied by Sergeant 1886 Jacqueline Knowles. The event was an enjoyable one. Grill and Chill On Friday 29 June 2012 a Grill and Chill was hosted by the staff of Police Control Room. During the event the staff was able to relax, unwind and interact with each other. We participated in games such as dominos and backgammon. The event was an enjoyable one. 33

Thanksgiving Luncheon On Thursday 22 November, 2012 at 2:00pm, the staff at Police Control Room celebrated Thanksgiving Day and hosted a Thanksgiving Luncheon. The event was held in the Recreation Room at Police Control Room. During this time, the staff revered to the Almighty God, by giving him thanks for all he had done and is about to do in our lives, our family and the community. Inspector Benson Cunningham delivered the Thanksgiving Address. His topic was Giving Thanks. The staff was fed a meal which we all enjoyed. Harvest Thanksgiving Drive During the month of November, 2012, the staff at Police Control Room donated non perishable items and placed them inside a decorated orange box which was placed in the foyer of Police Control Room. The response was good as staff members saw the need to bless others in need. Tour Divisional Commanders On Friday 13 April, 2012, the under mentioned Divisional Commanders toured Police Control Room. The purpose of the tour was to enlighten the Commanders of the day to day operation of the Police Control Room. The tour was conducted by Assistant Superintendent Linda Moxey, OIC Police Control Room. Inspector Bradley Pratt was the Duty Officer for the 8:00am 4:00pm shift. Conclusion The year 2012, was a very challenging year for the staff at Police Control Room as we were inundated with incoming 911 and administrative calls, which we were not able to answer due to the volume and limited manpower. We were also unable to dispatch police units to scene in a timely manner due to the limited vehicles. For the year 2013, it is our hope to have the necessary resources in place so that we can be better equipped to rendered immediate assistance to our citizens. The Staff at Police Control Room is committed to service and safety. In addition, we understand that quick response is critical to community safety, the apprehension of suspects, and the police presence to a scene. It is our intention to continue to be professional and act swiftly to all incoming telephone calls and the dispatching of police vehicles to scenes. In so doing, we will be able to reduce crime in our society and bring confidence and hope to our citizens. Therefore, we encourage all citizens and visitors alike to report all criminal activities, fire, traffic accidents, medical emergency and any other emergencies to Police Control Room by dialing the 911, 32-23333/4/5.
