The City of Walled Lake will receive sealed proposals for CONSULTANT CIVIL ENGINEERING, SURVEYING, ENVIRONMENTAL AND FIELD SERVICES. Sealed proposals will be received until 5:00 p.m. EST, October 16, 2006. Proposals shall be addressed as follows: City of Walled Lake Cathy Buck, City Clerk 1499 E.W. Maple Road Walled Lake, MI 48390 All proposals must be signed by a legally authorized agent of the proposing firm. Envelopes must be clearly marked: CONSULTANT CIVIL ENGINEERING, SURVEYING, ENVIRONMENTAL AND FIELD SERVICES and must bear the name of the firm. Submit nine (9) copies of proposal in the same order and format of this Request For Proposals. The City reserves the right to award the contract to other than the lowest bidder, to waive any irregularities or informalities or both; to reject any or all proposals; and in general to make the award of the contract in any manner deemed by the City, in its sole discretion, to be in the best interest of the City of Walled Lake.
CITY OF WALLED LAKE REQUEST FOR QUALIFICATIONS A. The City of Walled Lake is located in Oakland County and is predominately residential with a population of 6,713. The City is seeking a highly qualified firm to provide consultant civil engineering services. The City of Walled Lake continues to experience growth through development and re-development. The City is seeking a consulting firm able to provide coordinated quality service, innovative environmental protections and sound planning. The consultant civil engineer will provide ongoing supporting professional engineering services through the conservative use of City resources. B. Scope of Work. The following duties and responsibilities of the consultant engineering firm that may be performed include, but are not limited to: 1. Design and cost estimates for water and sewer main construction and development of Special Assessment Districts. 2. Construction inspection and preparation of as-built drawings for City utility projects. 3. Construction inspection, material testing, easement review and review of as-built drawings for paving and utility construction for site developments. Provide inspections, paperwork review and recommendations for financial guarantee closure and occupancy permits. 4. Site plan reviews, plat reviews, soil removal permits, plot plan approvals and inspections (e.g. grading, drainage) for individuals plot plans, soil erosion and sedimentation control plan reviews and flood plain reviews. 5. Inspections and ordinance violation investigations for non-residential and residential site developments. 6. Traffic studies and traffic engineering. 7. Coordination with all other disciplines (e.g., soil erosion, woodland protections, wetland protections, City attorney, etc.) 8. Attend public meetings, hearings, etc. as directed and coordinated by the City. 9. Minor design and construction projects, studies, reviews, etc. 10. Surveying services as required using a Michigan licensed surveyor with a professional surveyor on staff. 11. Environmental Services. Perform environmental services, information and advice to the City regarding environmental regulations and how they may impact the City. 12. Reports, as-builts, design, etc. need to be submitted in written form as well as electronically and must be compatible with City GIS.
C. Background and Experience. Personnel Qualifications. The proposal shall provide the name of a Project Manager who will be assigned to the City of Walled Lake for coordination and accountability. Provide in your proposal all members of your firm who would be involved in the City work along with their background, education and experience in civil engineering work as described in paragraph B. Provide professional engineering license and other certification documentation. It is essential that adequate experienced personnel, capable of and devoted to the successful accomplishment of the work to be performed under this contract be provided. Firm Qualifications. Describe at least five projects involving work with government agencies. Description shall include as minimum the following information: Client with name and address of contact person Facility name and location Size of project Dollar amount of contract Describe scope of work D. Submit a minimum of five public employer references. E. Fee for Services. Provide, in a separate sealed envelope, a proposed compensation schedule with hourly rates for various personnel classifications and a completed copy of the Engineering Review Fee schedule. F. Contract Award. It is the City s desire to award a contract to the firm which demonstrates the ability to provide the highest quality of service in a cost-effective manner. Proposals will be evaluated based upon background, education, experience, cost, etc. The City has the right to accept or reject any or all proposals at its discretion. The City Council and City Manager will review qualifications of firms and establish a rank order. Those firms short listed may be invited to appear before the City Council for an oral presentation. At that point, fee proposals will be opened and terms will be negotiated with the Council approving the contract. G. Disclosures. Please indicate any existing or potential conflicts of interest with the City and other parties you represent. Detail current and past contracts with private firms within the City of Walled Lake. The City desires to hire a consultant that will be able to handle all engineering requirements free from conflicts which could arise due to separate contractual arrangements that the consultant may be party to.
H. Terms of Engagement. The term of the agreement would be for three (3) years serving at the pleasure of the City with a 90 day cancellation option with written notice by either party. The contract may be renewed for an additional three (3) years with the consent of both parties. I. Insurance: a) The consultant shall at the time of execution of this contract, file with the City a Certificate of Insurance, which shall cover all of his insurance as required herein, including evidence of payment of premiums thereon, and the policy or policies covering said City and their officers, agents and employees. Each such policy and certificate shall be satisfactory to the City. Nothing contained in these insurance requirements is to be construed as limiting the extent of the consultant s responsibility for payment of damages resulting from his operation under this contract. b) The consultant shall maintain insurances in force at all times during the term of this agreement at the minimum amounts and types as indicated: COVERAGE AFFORDED Workers Compensation Commercial General Liability: Bodily Injury Property damage or Combined single limit Automobile Liability: Bodily Injury Liability Property damage or Combined single limit LIMITS OF LIABILITY $100,000 or statutory limit $1,000,000 each occurrence $1,000,000 each occurrence $1,000,000 $300,000 each person $500,000 each occurrence $500,000 $500,000 The City shall be listed as an additional insured on general liability coverage, and shall be provided with a Certificate of Insurance that reflects this additional insured status.
