The Division of Behavioral Health and Recovery (DBHR) provide support for chemical dependency, mental health, and problem gambling services. The substance abuse prevention and chemical dependency treatment programs promote strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drugs, and support recovery from the disease of chemical dependency. The public mental health programs promote recovery and resiliency and reduce the stigma associated with mental illness. The problem gambling program mitigates the effects of problem gambling on the family and helps families remain economically self-sufficient without requiring assistance from other state programs. DBHR also brings operational elements such as medical assistance, chemical dependency, and mental health into closer working relations

to serve clients more effectively and efficiently. DUTIES: This position serves as Mental Health Program Administrator on behalf of the Division of Behavioral Health and Recovery, acting as an independent representative of the division throughout the State. This position makes critical decisions about compliance with mental health regulations, assuring adherence to WAC and RCW standards on the part of mental health agencies that provide medically necessary services as required by the State of Washington. This position is accountable for assuring the quality of services provided by mental health agencies meets state standards. This position provides counsel and clinical guidance to provider agencies to ensure the delivery of services meets the expectations of the division and adheres to state laws. This position provides expert determination as to the capacity of clinicians to serve as Mental Health Professionals and Mental Health Specialists. This position oversees the licensing and certification of agencies by providing routine and ongoing reviews of the services provided therein, in addition to the review of policy and procedures associated with the commencement of a new agency. This position provides a detailed and comprehensive report outlining any deficiencies identified in provider policy and practices, independently assigns corrective action, and provides recommendations for long-term strategic planning in order to assure compliance with the relevant WACs and RCWs. This position assures that consumers have access to critical Mental Health Services that are accessible, culturally appropriate and provide for the consumer s health and safety. This position is responsible for the provision of training and direction to agencies in order to ensure compliance with clinical mental health standards as defined by the State of Washington. State wide responsibility for initial and ongoing licensing and certification, regulatory oversight of agency performance, appraising and onsite monitoring for compliance with state rules. Provide statewide training, consultation and technical assistance to mental health directors, clinical staff, management teams and boards regarding the interpretation and implementation of federal and state policies, procedures, laws and treatment related to mental health and the integrated treatment of chemical dependency and mental health. Improves the quality of consumer s care and ensures internal quality management and improvement activities. Provide technical assistance to ameliorate onsite reviews findings of deficiency and noncompliance resulting in corrective actions of agencies being placed on probation as well as identifying provider strengths. Serve as a licensing and certification representative to DBHR workgroups, teams, initiatives and stakeholder groups to reduce duplicative efforts and improve quality of service. Provide recommendations to DBHR on positions related to legislative action through the provision of bill analysis services and ongoing monitoring.

Independently or in consultation with DBHR management and chemical dependency staff develop, analyze, and implement, chemical dependency and mental health treatment policies, procedures and onsite agency review guidelines. Draft WACs and RCWs regulating treatment providers. Ameliorate service system gaps as well as reduce unnecessary duplication and redundancy. Collaborate with other division teams in the development of integrated behavioral health regulations and services. QUALIFICATIONS: REQUIRED EDUCATION, EXPERIENCE, AND COMPETENCIES: A Master s degree in Social Work, a health or social science, or a related field; and five (5) years of advanced expertise in behavioral health services-mental health and chemical dependency-and professional experience in planning, administering, developing, or delivering social, financial, health or behavioral health treatment service programs. State of Washington Department of Health Licensed Independent Clinical Social Worker, Licensed Mental Health Counselor, or Licensed Marriage and Family Therapist in good standing. Five (5) years of mental health related clinical experience, including experience in administration of a public or private mental health agency within a managed care setting. Excellent written and verbal communication skills in English. Experience in providing training and technical assistance to diverse groups and entities. Ability to work both independently and collaboratively as a member of a licensing and certification team, while managing multiple tasks simultaneously. Must have excellent conflict resolution skills, therapeutic listening skills and the ability to manage outcomes in a group made up of strong personalities. Working knowledge of managed care concepts and trends. Knowledge of mental health and co-occurring conditions as they relate to integrated treatment. Knowledge of behavioral health and recovery WACs, RCWs, and Code of Federal Regulation to determine obligations, duties and responsibilities relating to behavioral health and recovery services. Knowledge in using personal computers advanced keyboarding skills and software programs such as Word, Windows, outlook and Excel.
