Part 677: Performance Accountability Subpart A: State Indicators of Performance for Core Programs Subpart E: Eligible Provider Performance 20 CFR 677.160 (c) Information required for State Performance 20 CFR 677.230 Information required for the ETP report 20 CFR 677.230 (b) Apprenticeship ETP Performance Electronic mechanism Failure to provide a mechanism of electronic access to the State s local area and ETP reports will trigger sanctions. Implements the requirements of sec. 116(d)(4) of WIOA, which requires annual ETP performance reports. Apprenticeship Act are not required to submit ETP performance information. Apprenticeship programs can voluntarily provide performance information. 5

Part 680: Adult and Dislocated Worker Activities Subpart D: Eligible Training Providers (DOL Only) 20 CFR 680.400 Describes the process for determining ETPs and programs for WIOA Title I Describes how to get on the list and stay eligible Data States must consider in the approval process. 20 CFR Sec. 677 describes performance after approval. 20 CFR 680.490 Type of performance and cost information required for each program Describes the type of program-specific performance required. Includes information for individuals described in WIOA secs. 122(b)(2)(A) and indicators of performances described in WIOA secs. 116(b)(2) (I-IV) and 680.460(g)(1) thru (4). 6

Part 681: Youth Activities Subpart C: Youth Program Design, Elements and Parameters 20 CFR 681.550 Individual Training Accounts for youth participants. Out of School youth ages 16 to 24 counted as Adults for ETP reporting. Out of School youth are reported on both the eligible training provider performance report as well as the State and Local Annual Performance report. 7

Additional Resources: ETA 9171 Eligible Training Provider (ETP) Definitions There are several data elements that are required by statute for ETP reporting. In order to streamline data collection and reduce burden, some of those data elements will be collected in the PIRL and some will be collected through the ETP ICR. Federal Register Notice: WIOA Common Reporting Information Collection Request DOL and ED solicited comments through the joint performance information collection request (ICR) titled, Workforce Innovation and Opportunity Act (WIOA) Common Performance Reporting. Comments from the joint ICR were received by March 20, 2017. 8
