STATEMENT OF QUALIFICATIONS The New Haven Unified School District is inviting submittals from qualified firms, to provide professional energy efficiency planning services for the District. The District is engaged in capital improvement projects designed to reduce energy and related costs consistent with all Proposition 39 Guidelines, related laws and requirements. To the extent necessary to provide a complete and thorough response, the District will provide recent energy use data upon request. Below is a list of the potential projects sites: Alvarado Elementary Eastin Elementary Emanuele Elementary Hillview Crest Elementary Kitayama Elementary Pioneer Elementary Searles Elementary Alvarado Middle César Chávez Middle Conley-Caraballo High James Logan High Decoto School for Independent Study Administrative Buildings TERMS AND CONDITIONS A. GENERAL The firm selected as a result of this process ("Consultant") shall be responsible for counseling and guiding the District to ensure compliance with all Proposition 39 Guidelines, related laws and requirements, including identifying projects that are aesthetically compatible with the District's facilities and surrounding neighborhoods and make the best use of the District's Proposition 39 funds. Such responsibilities shall include, but not be limited to, assisting the District to identify its energy usage, determining the District's energy usage "benchmark", prioritizing and establishing a sequence for the District's energy efficiency projects, completing and submitting an energy expenditure plan and preparing energy project tracking reports. Knowledge and understanding of applicable California Building Codes is required. A more detailed description of the project responsibilities is described in section B, below. B. RESPONSIBILITIES OF CONSULTANT Please Note: The responsibilities and duties listed below are stated in general terms and are for informational purposes only. The District will provide a draft Consultant Agreement ("Draft Agreement") for review by interested parties. The parties shall negotiate a Final Page 2
Agreement after a recommended firm has been selected. The Final Agreement may differ modestly from the Draft Agreement. 1. Energy Use Audit Provide a review of the past 12 months of utility billing data and calculations of energy use intensity ( EUI ) and a walk-through of the facility. 2. Benchmarking Benchmark energy use intensity at school sites where Proposition 39 funds will be used for eligible energy projects. Benchmarking results will include: 1) total energy cost/square footage/year; and 2) annual total Kbtus5/square footage/year. 3. Cost-Benefit Analysis Provide a comprehensive understanding of the financial benefits of implementing the specific energy efficiency project recommendations and include a Savings to Investment Ratio ( SIR ) according to the Guidelines. 4. Prioritize Projects Provide a list of all energy efficiency projects recommended for implementation and include detailed project cost, energy savings calculations and financial analysis of proposed energy efficiency measures. Recommended projects shall be sequenced according to the following hierarchy: a. Maximize efficiency; b. Generate clean on-site energy generation ; and c. Nonrenewable projects. 5. Energy Expenditure Plan Complete and submit an energy expenditure plan and determine metrics required for energy project tracking reports. 6. Project Tracking and Reporting If requested, submit necessary reports to state authorities, including project completion reporting, expenditure reports to Citizens Oversight Board, and job creation and workforce development. Ensure that all other project participants submit necessary documentation. Page 3
7. Additional Funds Identify alternative sources of funding to be used in conjunction with Proposition 39 funds for energy efficiency projects throughout the District. If requested, prepare and complete applications to secure alternative funding for the District. 8. Submittals to Architect If requested, prepare budgets and draft schedules to be submitted to a selected architect for its review and approval. If requested, work with California Division of State Architect (DSA) in regard to plan approvals. 9. Labor Compliance Assist the District in complying with California Labor Code and the regulations of the Department of Industrial Relations, including, but not limited to, the standard provisions requiring payment of prevailing wages, maintenance and submission of certified weekly payrolls, and hiring of apprentices as appropriate. If requested, Consultant shall work with the Compliance Monitoring Unit to ensure the full compliance with the Department of Industrial Relations and applicable labor law, including assisting with filings or responding to inquiries. C. INSTRUCTIONS FOR SUBMITTING RESPONSE 1. Cover Letter A maximum one-page, dated Introductory Letter must be submitted including the legal name of the respondent, address, telephone and fax numbers, and the name, title, and signature of the person(s) authorized to submit the qualifications on behalf of the firm. 2. Table of Contents A Table of Contents of the material contained in the qualifications should follow the Cover Letter. 3. Executive Summary The Executive Summary should contain an outline of your management style and business approach along with a brief summary of your qualifications to engage in a professional relationship with the New Haven Unified School District. 4. Narrative Provide a Comprehensive Narrative of the consultation services offered by your firm. The narrative shall include the following: Page 4
a. Experience - Describe your experience with planning public and private energy efficiency projects. Provide contact names and phone numbers. Provide evidence that your firm and your personnel carrying out onsite responsibilities have expertise and experience in identifying energy usage, determining the District's energy usage "benchmark", prioritizing and establishing a sequence for the District's energy efficiency projects, completing and submitting an energy expenditure plan. Describe and provide evidence of your firm's experience working with the California Division of State Architect (DSA) in regard to plan approvals. Describe and provide evidence of your firm's experience working with applicable California Building Codes. Describe and provide evidence of your firm's experience leveraging other funding sources for school district energy efficiency projects. Describe and provide evidence of your firm's experience with project tracking and preparation of reports for submittal to state authorities consistent with the requirements of Proposition 39. Describe and provide evidence of your firm's experience working with the Compliance Monitoring Unit to ensure the full compliance with the Department of Industrial Relations and applicable labor law. b. Firm's Financial Records and Status - Include your firm's latest audited financial statement. Alternatively, you may state your firm's gross revenues for the last three years. Share if your firm has been in bankruptcy in the last five years. If "yes", please explain. c. License and Insurance Information Confirm whether your firm has a license or other certification. Share whether your license or other certification has been revoked in the last five years. If revoked, please explain. Confirm whether your firm has an insurance policy of at least $1,000,000 per occurrence and $2,000,000 aggregate. If your insurance coverage is less than $1,000,000 per occurrence and $2,000,000 aggregate, please explain. d. Personnel - Include resumes of personnel who would be assigned to projects associated with the District. Note that the Agreement to be signed with the District will require that identified key personnel must remain assigned to the District s projects. Specifically define the role of each person and outline his or her individual experience. Indicate who would serve as the primary contact for the District. If the firm would utilize resources from more than one office, indicate office locations and how work would be coordinated. The selected firm shall employ at its expense professionals properly licensed and skilled in the execution of the functions required for the project. List all owners and officers of the firm. e. Professional Fees - Provide a fee schedule for the types of service that you offer, including: 1. Energy efficiency planning services as defined herein; Page 5
2. Project tracking and reporting services as defined herein; 3. Leveraging additional funds as defined herein. f. Discipline and Labor Code Violations Please advise if any of the following has occurred to your firm in the past five years. If "yes", please describe the surrounding circumstances. The District reserves the right to request additional follow-up information. i. Has your firm has ever been prevented from bidding on a public project after a finding of non-responsibility or due to a labor code violation? ii. iii. iv. Has your firm been involved with a claim in arbitration or a lawsuit filed by or against you for work on a project? Has a surety made any payments on behalf of your firm as a result of a default or claims made against your firm? Have any of your firm's owners or officers been convicted of a crime arising from work on a public project? v. Have any of your firm's owners or officers been convicted of a federal or state crime involving fraud, theft, or any other act of dishonesty? g. Additional Data - Provide additional information about the firm as it may relate to this Request. Include letters of reference or testimonials. Indicate ongoing commitment to professional education of staff, and total number of permanent employees. h. Certification - Complete, sign, and date the Certification - Request For Qualifications. (Page 8.) Your response should be complete and clear to provide an insightful, straightforward, and concise overview of the capabilities of your company. Responses may be rejected if not prepared in the format described, or if submitted without all required information and signatures. Additional facts and information may be included if it will help to highlight your firm s qualifications and experience. Any response received after the deadline of 2:00 PM on April 18, 2014, will not be considered or reviewed. D. DISTRICT S EVALUATION PROCESS The District s selection process will include a screening review and evaluation of responses by District staff and/or consultants. Selection of candidate(s) will be based on demonstrated competence, the professional qualifications necessary to meet the District s needs to perform consultation services as described in this Request, and familiarity with Page 6
projects at the District. After an initial screening of candidates, the District may conduct in-person interviews with one or more candidates. The District reserves the right to contract with one or more firms. The District does not at this point intend to divide up responsibilities between projects or phases of work, although it reserves the right to do so. The District may perform investigations of proposing parties that extends beyond contacting the entities identified in the responses. The District reserves the right to contract with any entity responding to this Request, to reject any response as non-responsive, and not to contract with any firm for the services described herein. The District makes no representation that participation in the Request process will lead to an award of contract or any consideration whatsoever. The District shall in no event be responsible for the cost of preparing any response to this Request. The awarding of a contract is at the sole discretion of the District. Page 7
