Key Developments, 2011-2014 Millennium Development Goals (MDGs) Hosting of the International Conference on MDG Statistics and 20 th Meeting of the Interagency Expert Group on MDG Indicators, Dusit Hotel, Philippines, October 2011 Technical Workshop on the Universal Goals and National Targets proposed by the UN High-Level Panel on the Post-2015 Development Agenda, September, 2013 Release of the 5 th Philippine Progress Report (on MDGs) August 20, 2014 MDG monitoring at the subnational level Nine (9) regional offices of the PSA maintain a database of their respective regions MDG indicators and publish the MDG Watch. 3

ESCAP / ADB / UNDP Sub-Regional Workshop on accelerated achievement of MDGs and the Post-2015 development agenda in South-East Asia (21-23 November 2012) b. Side event: Special Event of Paris 21 on Post-2015 and the Global Partnership for Development Data (26 September 2013) c. Expert Roundtable Discussion on Designing Indicators for Sustainable Development Goals (SDGs): Collecting Comprehensive, Timely Data (June 2014) 5

Key Developments, 2011-2014 Sustainable Development Goals (SDGs) Participation in the Inter-Agency Experts Group on the SDGs of the Philippines thru the PSA National Statistician who currently serves as Co-Chair of the Group. 1 st meeting was held on 1-2 June 2015 in New York City 2 nd meeting will be held on 26-28 Oct. 2015 in Bangkok 6

I. Key Developments, 2011-2014 Sustainable Development Goals (SDGs) a. Conduct of the following Technical Workshops spearheaded by NEDA, with funding assistance from the UNDP, on the formulation of the post-2015 indicator framework Technical Workshops Date Objective 1 st Sept., 2013 Review and discuss the initial global post-2015 development agenda goals and targets 2 nd Sept., 2014 Initial identification of data needed for the monitoring of the initial 17 SDGs 7

Conduct of the following Technical Workshops spearheaded by NEDA, with funding assistance from the UNDP, on the formulation of the post-2015 indicator framework Technical Workshops Date Objective 3 rd June 2015 Review and discuss the zero-draft of the outcome document for the UN Summit 4 th Oct. 9 & 12, 2015 Initially identify relevant SDG indicators and provide inputs to the global indicator framework 5 th Oct. 22, 2015 Identify relevant SDG indicators to be monitored in the Philippines 8

Key Developments, 2011-2014 Reorganization of the Philippine Statistical System The Philippine Statistical Act of 2013 created the, merging four former major statistical agencies: National Statistics Office (NSO) National Statistical Coordination Board (NSCB) Bureau of Agricultural Statistics (BAS) Bureau of Labor and Employment Statistics (BLES) 9

Key Developments, 2011-2014 Reorganization of the Philippine Statistical System Offices directly under the National Statistician were created: Statistical Methodology Unit Legal Services Unit International Cooperation Unit Planning and Management Service These offices shall be the sources of innovation and shall lead the transformative agenda of the PSA and the Philippine Statistical System. 10

II. Issues and Challenges Given the numerous indicators initially identified for the monitoring of the 17 Sustainable Development Goals and 169 Targets, there is great demand for the availability of relevant, timely, disaggregated and better quality statistics. Need to improve admin-based data to serve as possible source of various data requirements in the SDG framework. Need for optimal use of information technology for wider utilization and dissemination of the SDG indicators. 11

Preparing for the SDGs Continuous collaboration/coordination with relevant Inter-Agency Committees and Technical Committees Advocacy on MDGs/SDGs Official concepts and definitions for statistical purposes Identification, discussion and resolutions of statistical issues 12

Mechanisms for Monitoring/Reporting SDG Website III. Efforts of the PSS for the Post- 2015 Development Agenda SDG Watch The PSA link an SDG Website where users can view the metadata, database, SDG watch and other related links. Similar with the MDG Watch, PSA will also try to develop an SDG Watch that will monitor the relevant and available indicators for better appreciation of the stakeholders. SDG Focal Points For easier coordination and data gathering of the indicators, the PSA will propose data-source agencies to identify focal points on the SDGs. 13

Efforts of the PSS for the Post- 2015 Development Agenda Data Producers To provide data support for the monitoring of SDG indicators Data Users/Policymakers/Government Demonstration of relevance of MDG monitoring to actual policy and decision-making Media Advocacy Raise public awareness on issues related to the achievement of the SDGs. 14

III. Efforts of the PSS for the Post- 2015 Development Agenda III. Preparing for the SDGs Philippine Statistical Development Program The PSDP is a roadmap for the Philippine Statistical System (PSS). 15

Preparing for the SDGs Philippine Statistical Development Program In view of recent developments, a. the establishment of the ; b. updating of the Philippine Development Plan 2011-2016; c. discussion of the Post 2015 Development Agenda and data revolution Need to revisit and update the PSDP 2011-2017 16

III. Efforts of the PSS for the Post- 2015 Development Agenda III. Preparing for the SDGs Philippine Statistical Development Program A separate PSDP chapter on SDGs to further highlight the current situation, key activities, issues/challenges on the monitoring of SDGs is being prepared. 17

Statistical Programs, 2015-2017 To address data gaps, improve relevance and timeliness of data production and dissemination in the PSS through conduct of consultation, statistical research and development Statistical Programs/Activities 2015-2017 Conduct of consultative fora to identify relevant indicators for national monitoring of the SDGs and discuss with possible data source agencies how to possibly address data gaps Conduct of studies on the estimation methodology to be used upon the adoption of the 2013 Master Sample (MS) in the Family Income and Expenditure Survey (FIES) Implementing Agencies/ Institutions Implementation Period NEDA/PSA 2015-2016 PSA 2015-2016 18

Statistical Programs, 2015-2017 To address data gaps, improve relevance and timeliness of data production and dissemination in the PSS through conduct of consultation, statistical research and development Statistical Programs/Activities 2015-2017 Explore the possibility of using third data source for some of the SDG indicators that are not available from existing data collection Participation in the UN Development Account Project on Strengthening Capacity for Post-2015 Monitoring Implementing Agencies/ Institutions Implementation Period PSA 2016-2017 PSA 2016 19

Statistical Programs, 2015-2017 To modernize data collection infrastructure and technology to address users demand for timely, relevant and accurate data Statistical Programs/Activities 2015-2017 Pilot test the use of tablets in the data collection of the Labor Force Survey Implementing Agencies/ Institutions Implementation Period PSA 2016 Development of an SDG Webpage PSA 2015-2016 Regular updating of an SDG Watch PSA 2016-2030 Establishment/identification of focal persons on SDGs in various data source agencies Preparation of the 6 th MDG Progress Report final reporting on the MDG indicators PSS 2016 NEDA 2016 21
