FISHERIES SERVICES JAPAN Value chain element Services provided by (fisheries) administrations Privately provided services Services provided to all value chain elements Fund for construction of port facilities are provided by the national government based on the Fisheries Infrastructure Improvement Law. Provision of cost recovery scheme exists and is provided in Article 38 of that Law. Research: National Fisheries Research Laboratories conduct research on fishery resources, fishery grounds, and other matters, based on the Law on the Independent Administrative Agency of Fisheries Research Center. Cost recovery scheme does not exist, as outcomes of the research become public domain. Veterinary services: The national government does not provide this service. The government sets a regulation for the use of certain veterinary medicine for aquatic species. Re-training: The national government has a program to assist fishers organizations to initiate re-training activities. Substantial amount of the cost are to be paid by the industry to match the government assistance. Private ports or other facilities can be constructed in private properties. Research: Private companies can be engaged in any research activities on fisheries by their own expenses. Data provision and data collection: Private companies are engaged in environmental assessments or other data collection activities. Such data collections are made in order to use the date within private companies or to report the data to the government or publishers for the public use. Veterinary services: This service is provided by private institutions. Re-training: Private companies are providing seminars for workers training. 1

Services provided to all value chain elements Export promotion: The national government has a horizontal program (no specificities for fishery sectors) to assist private organizations to get involved in international expos or other promotion activities. Substantial amount of the cost are to be paid by the industry to match the government assistance. Storage facilities: The governments do not usually provide their storage facilities for the use of private sector businesses. Transportation The governments do not usually provide their transportation equipments for the use of private sector businesses. Storage Transportation Fuel services or Bunkering Repair Lobbying This activity is carried out as one of the activities in the private sector. 2

Harvesting Observer programs: Costs of creating programs or organizing observer selections are usually paid by the government sector. Cost recovery scheme does not exist for this service. Enforcement and Surveillance This activity is carried out as one of the activities in the public sector. Cost recovery scheme does not exist for this service. Satellite monitoring The governments receive the data of vessel positions from vessel owners who employ satellite monitoring systems. While the price of the position emitting devices is paid by private sectors (such as vessel owners), the price of receiving satellite data is usually paid by the government sector. Cost recovery scheme does not exist for this service. Dock-side monitoring This activity is carried out by the government sector as one of the activities for fishery enforcement. Cost recovery scheme does not exist for this service. Research and Data collection National Fisheries Research Laboratories provide services related to research on fishery resources, fishery grounds, and other matters, based on the Law on the Independent Administrative Agency of Fisheries Research Center. Cost recovery scheme does not exist, as outcomes of the research become public domain. Harbor and port services Fund for construction port facilities are provided by the government sector based on the Fisheries Infrastructure Improvement Law. Provision of cost recovery scheme exists and is provided in Article 38 of that Law. They are activities of private organizations. Rescue at sea Japan Coast Guard of the Government of Japan is engaged in this activity as a government service. Medical assistance The horizontal program of the government sector for emergency medical assistance (e.g. ambulance) covers fishermen or other persons in the fishing industry. Boat repair services Repair of equipment Training Private companies are providing seminars for workers training. TAC and quota administration Private industry organizations provide services related to industry allocations of national quota. Weighing of fish and Auctions These functions are provided by fish markets as one of the private industry services. Traffic control Private industry usually does not have an authority to control traffic. Rescue at sea Private boat owners and operators voluntarily are engaged in marine rescue activities. Medical assistance The private organizations (hospitals) provide medical assistance covers fishermen or other persons in the fishing industry. 4

Aquaculture Veterinary services: The national government does not provide this service.the government sets a regulation for the use of certain veterinary medicine for aquatic species. Public transportation facilities (e.g. train) Railroad systems are privatized in 1987, and the government does not provide railroad services any more. Pollution specifications, Noise requirements The national and local governments set pollution and noise requirements. 7 Training Workplace assessments Water Fresh water is sold by public utility companies. Electricity Electricity is provided by private electric companies. Storage, Cleaning, and Freezing These services are privately provided. Inspection on waste, safety, hygiene, and labour. They are public activities, rather than private business. Storage facilities Storage facilities are provided by private companies. Transportation Transportation services are provided by private companies. Fuel services Fuel is sold by private companies.

Retailers and Consumers Guidelines for voluntary eco-labeling standards No value-added service is provided by the government for eco-labeling standards, except for providing Japanese translation of the FAO Guidelines for the Ecolabelling of Fish and Fishery Products from Marine Capture Fisheries.
