1 What is a Chamber of Commerce? A Chamber of Commerce is an association of businesspeople who have joined together to promote the civic, commercial and industrial interests in the community. What do we do? The Haliburton Highlands Chamber of Commerce (HHCC) was originally created in 1936 to fulfill a need for tourism information.
