SCSU Confucius Institute Five Year Goals Through the support of National Hanban, the SCSU Confucius Institute will receive an experienced, highly qualified professor who will assist in the program development of the Chinese Language Program at SCSU. Currently, 8 students are enrolled in Elementary Chinese 1. Within five years, the SCSU CI aspires to have a fully approved Chinese Minor for SCSU students enrolling approximately 80 students in three levels of Chinese and in Chinese culture and literature courses.
SCSU Students Studying Abroad in China through CI Year 5 Year 4 Year 3 Year 2 Year 1 0 5 10 15 20 25 30 In the summer of 2014, one SCSU student studied abroad in China on a short-term 3 week program through Nankai University in Tianjin. In the fall of 2014, one student from Winona State University was awarded the first SCSU Confucius Institute Scholarship to support a full year of study in China. This student is studying at Jilin University, a highly prestigious university ranked #9 in China. The Confucius Institute Scholarships will be shared with students at CSB/SJU and other MnSCU system institutions to work to increase the number of students from 1 to 25. Students are able to apply for scholarships to support one semester or one full academic year of language study in China. The Confucius Institute Scholarships cover room and board, tuition and a monthly living stipend for students during their time in China. Students are responsible for their own international airfare. Funding for these scholarships is through National Hanban.

During the 2014-1015 year, the SCSU Confucius Institute will accept 30-40 Scholarship Applications from secondary and post-secondary students. The first SCSU Confucius Institute Winter Camp is being held March 22-April 4, 2015 in partnership with Minnetonka Middle Schools Chinese Immersion Program students. The Winter Camp Scholarships provide all in-country expenses for students who receive the scholarship. Students are responsible for international airfare. The goal for the SCSU Confucius Institute is to provide up to 100 Winter and Summer Camp Scholarships for a short-term two week program to China for students in Chinese Immersion and Chinese language programs in Central MN.
UNDERSTANDING CHINA SCHOLARSHIP APPLICATIONS SUBMIT TED THROUGH THE CI 75 50 50 50 50 Y E A R 1 Y E A R 2 Y E A R 3 Y E A R 4 Y E A R 5 Understanding China Scholarships are available to adult leaders in the community, inclusive of education, government, non-government and businesses. During the 2014-2015 academic year, the SCSU Confucius Institute has received approximately 50 Understanding China Scholarships from SCSU faculty, Clinton Global Initiative University Faculty Liaisons and community members. Each year, the SCSU Confucius Institute would like to continue to support 50 scholarship applications, increasing to 75 scholarship applications by the 5 th year. The scholarships provide awarded recipients full funding for the travel to China. Participants awarded this scholarship are responsible for their own passport and visa expenses.

Special program developments for student internships, fellowships, or short term study are options for students to consider. Within five years, the SCSU Confucius Institute aspires to assist 60 or more young leaders in submitting applications. The scholarship provides for full funding for travel to China, inclusive of international travel, room and board and in-country expenses. Participants awarded this scholarship are responsible for their own passport and visa to China.
Confucius Classrooms 8 7 6 5 4 3 2 1 0 Year 1 Year 2 Year 3 Year 4 Year 5 Confucius Classrooms are partner programs that receive funding through National Hanban to either establish Chinese language programs or strengthen current programs. As of October 22, 2014, three Confucius Classroom applications have been submitted to National Hanban through the SCSU Confucius Institute (Sauk Rapids Rice School District, St. Cloud School District and Lakes International Language Academy) and are pending approval. The goal of the SCSU Confucius Institute is to establish 10 Confucius Classrooms within five years. These Confucius Classrooms will be in elementary, middle school or high school programs or within non- profit organizations that meet the criteria.
Chinese Students Recruited to SCSU through the CI Year 1 Recruit Year 2 40 Year 3 60 Year 4 80 Year 5 100 A cross-benefit of the SCSU Confucius Institute to the larger SCSU community and institution is to partner with the SCSU Center of International Studies on recruiting and retaining students from China into exchange programs and undergraduate and graduate degree bearing programs. Strategic planning for the Confucius Institute will be inclusive of strategies for recruiting to target programs, development of Joint Programs and 2 plus 2/3 programs. A recruiting plan will be developed during Year 1 with enrollment through the SCSU Confucius Institute beginning in the fall of 2015. Within five years, the SCSU Confucius Institute aspires to be the catalyst for recruiting approximately 100 students from China.
Teaching Chinese as a Foreign Language Scholarships To meet the growing demand for quality program development of Chinese as a second language, the SCSU Confucius Institute will effectively recruit 15 students into the Masters Degree: Teaching Chinese as a Second Language licensure program. This program was approved by the Board of Teaching as a Pilot Experimental Program and is in the process of being approved through the formal SCSU University Curriculum Committee. A team of faculty are leading this initiative, serving on a Confucius Institute Work Group. The SCSU Confucius Institute is applying for supplemental funding to National Hanban to support the scholarships for the students who are native speakers to be full time students in the program. The SCSU Confucius Institute aspires to continue to have a new cohort of 20 students for the next five years.
C H I N ES E I M M E R S I O N P R O G R A M S I N M N Year 5 15 Year 4 10 Year 3 9 Year 2 8 Year 1 7 0 2 4 6 8 10 12 14 16 Currently in the state of Minnesota, there are 7 full Chinese Immersion Programs preparing over 1500 academically, globally and linguistically competent students for the globally interdependent world in which we now live. These programs teach all content instruction in Chinese beginning in Kindergarten and continue through high school. Within Grades 3-6, an additional hour of English instruction is added. The SCSU Confucius Institute aspires to work with 8 more school districts in the state of MN on developing and sustaining new Chinese Immersion program development within the next five years.
Chinese Language in Middle and High Schools in rural Central and Northern MN 30 25 20 15 10 5 0 Year 1 Year 2 Year 3 Year 4 Year 5 Currently, limited Chinese language programs exist within outstate and Central Minnesota for students in K-12 and higher education systems. The SCSU Confucius Institute aspires to assist schools in the development of new Chinese language programs in both middle and secondary school programs and local higher education institutions. The goal is to be partnering with approximately 25 Chinese as a second language programs within the next five years. Through the development of the Masters Degree: Teaching Chinese as a Second Language licensure program at SCSU, the rising demand for highly qualified licensed teachers will be met to support the implementation and sustainability of these programs.
Volunteer Teachers through our CI 30 25 20 15 10 5 0 Year 1 Year 2 Year 3 Year 4 Year 5 Currently, the SCSU Confucius Institute is hosting five Volunteer Teachers who are supported by National Hanban. These volunteers are serving as Teacher Assistants in Chinese Immersion Programs, assisting Chinese as an exploratory language program, or assisting with the program development at SCSU. The Volunteer Teachers are here for a one year period with the option to stay a second year. The SCSU Confucius Institute has submitted a request in September of 2014 for 15 Volunteer Teachers for the 2015-2016 academic year. A request for a full time professor supported through National Hanban to develop and implement a Chinese language program at SCSU was included within the submitted request.
25 S C S U P R O F ES S I O N A L D E V E LO P M E N T WO R K S H O P S A N D P R ES E N TAT I O N S 20 15 10 5 0 Year 1 Year 2 Year 3 Year 4 Year 5 During the last 8 years, Dr. Kathryn Johnson, SCSU Confucius Institute, has facilitated numerous conference and workshops within MnSCU Institutions through the support of MnSCU grants, SCSU grants and a Longview Foundation grant. With the establishment of the SCSU Confucius Institute, a Work Group consisting of broad representations of SCSU faculty, has been initiated and charged with the development and facilitation of Professional Development opportunities for faculty and students and workshops and seminars hosted at SCSU. The first of these workshops is being held on November 14, 2014. The theme of the workshop is Global Education for Social Change: Celebrating the UN Day of Tolerance. A MN-China Speaker Series will be initiated in the spring of 2015 that will highlight experts on China from the state of Minnesota.
