SEPTEMBER HIGHLIGHTS Promoting Girls' Education in Balochistan and the Governance Support Project (additional financing) Balochistan signed; Judicial Academy operationalized; judges trained on judgment writing. GSP to support 7 similar trainings; GSP continues to strengthen M&E for both PCNA and MDTF programs, 66 officials attend workshops; A total of 190 cases decided by the FATA Tribunal since February 2012; A total of USD 335,381 disbursed to 89 Small and Medium Enterprises across KP and FATA; Under ERRP, the Kanju to Sharif Abad road in Swat District 70 percent complete; About 2.9 km of drains on the roadside completed, to be covered and used as footpaths; and Sectoral Action Plan under Balochistan Needs Assessment developed.

Overview The grant agreements for Promoting Girls' Education in Balochistan (USD 10 million) and the additional financing (USD 2.75 million) for the Governance Support Project (GSP) in Balochistan were signed on 11 September 2012 at the Economic Affairs Division in Islamabad. Through the Promoting Girls' Education in Balochistan Project, the government will build 130 girls' schools that are at present shelter less, and provide missing facilities including toilets, drinking water, boundary walls, blackboards and furniture to an additional 200 girls' schools in the province. Building on the government's experience of working with community schools, 150 new schools will be set up in locations where no schools exist. GSP Balochistan will strengthen the capacity of line departments to support efficient delivery of development programs and of the Implementation Support Unit in the province for implementation of governance reforms, and will create structures for monitoring and evaluation and donor coordination. In response to the request of the Government of Balochistan, a draft report was prepared under the MDTF on key development challenges in the province. The report includes rapid assessments of several sectors; these will serve as a background for the formulation of the provincial development strategy. The report was prepared through a consultative process with stakeholders, in continuation of which, a workshop was organized with key government officials to agree on the findings and recommendations of the report and elaborate a results matrix. Based on the identified development needs, a draft results matrix/sectoral Action Plan including: goals, actions, timeline and responsible government counterparts, was developed for immediate (1-3 years) and medium/long-term actions.

PROJECT PORTFOLIOS KP Emergency Roads Recovery Project 70 percent (about 7.42 km from 12.5 km) of the Kanju to Sharif Abad road in Swat District has been completed resulting in improved year round access to basic services, smooth traffic flow, reduced travel time and transport costs for the affected communities. Additionally, 14 culverts (out of 27) have been completed while 2 bridges are under construction. There are side drains on both sides of the road in built-up areas which are being covered to provide footpaths: about 2.9 km of drains have been completed. With an 81 percent disbursement rate, the road will be completed by February/March 2013, 7 to 8 months ahead of time. There are savings of about PKR 148.0 million (@94.52 USD 1.56 million) due to reduction in estimated quantities, resettlement cost and appreciation of the US dollar. These savings will be utilized to construct an additional 3.0 km stretch of road. Economic Revitalization in KP and FATA (ERKF) The FATA component of the ERKF was launched by the KP Governor, Barrister Masood Kausar on 12 September 2012. Secretary FATA Investment Facilitation Authority (FIFA) and Additional Chief Secretary, FATA, Dr. Tashfeen Khan also attended. The Governor expressed gratitude to donors for their support to the project and described the event as a ' historic occasion'. As of 30 September 2012, ERKF's Implementing Partner, the Small and Medium Enterprise Development Authority (SMEDA) has received 2,543 applications from entrepreneurs in both KP and FATA, of which 671 have been processed. Matching grants of PKR 75,392,939 (@94.52 USD 797,640) have been committed for upgradation and rehabilitation of 109 SMEs. Of these, grants of PKR 31,700,217 (@94.52 USD 335,381) have been disbursed to 89 SMEs across KP and FATA. These grants will support a range of businesses including small textile weaving units, bottling companies, marble processing units, filling stations, furniture manufacturing units, light engineering units and trading SMEs. A Management Information System has been operationalized enabling quicker grant disbursement. Governance Support Project The GSP-supported Judicial Academy, established in July 2012, has begun its capacity building initiatives with training on judgment writing for 25 in-service civil judges (including 5 females) from across KP. This is the first in a series of trainings, seven of which will be supported by GSP. Additionally, GSP has provided office-it equipment and is helping to strengthen the Academy's Research Wing and establish a library with on-line access to resources for training and research.

Two M&E workshops were held during September. The first was organized under GSP and brought together 45 officials from the Government of KP and the FATA Secretariat. The aim of the workshop was to develop a comprehensive framework to monitor progress towards the PCNA. The focus of the workshop was on identifying capacity gaps and the need for institutional reform of M&E Directorates, so as to enable country systems to take the lead in monitoring achievement of the PCNA objectives. While the GSP-supported workshop focused on monitoring systems for PCNA through country systems, the MDTF Secretariat organized a second workshop to analyze the M&E arrangements within MDTF-supported projects. A total of 21 representatives from the M&E Directorates and MDTF projects attended. This workshop had three main aims: i) linking MDTF M&E systems to project-level M&E systems, including the aggregation of results for the MDTF; ii) identifying M&E tools and resources including the key players within the M&E system, their roles and responsibilities; and, iii) acquainting project staff working on MDTF-supported projects with World Bank guidelines on M&E for emergency projects. The GSP-supported FATA Tribunal continues to expedite cases in a judicious manner. This initiative will address medium-term requirements of the Tribunal. Key activities include codification of Rewaj for each Agency /Frontier Region, training of functionaries and lawyers on judicial functions in the Frontier Crimes Regulation (FCR) and in institution of cases and an awareness campaign. GSP also continues to strengthen the KP Provincial Ombudsman Office through policy dialogue and networking with the government, judiciary, and other Ombudsman offices (Federal, provincial, Banking and Tax).

Financial Position of MDTF Reflecting the Status of Contributions and Signing of Agreements As of 30 September, 2012, the MDTF has received commitments totaling US$ 154 million. Funds of US$ 136.7 million have been paid into the MDTF account managed by the World Bank.
