ISHP TELEPHARMACY RULE SURVEY RESULTS October 28, 2009 1. An out of state pharmacist can practice telepharmacy in Idaho, if they register with the Board. To be registered, they must be licensed in good standing in their home state, but do not have to take the Idaho law exam, comply with Idaho CE requirements, or become licensed in Idaho. However, they are subject to the same disciplinary actions as an Idaho pharmacist. In your opinion, should the out of state pharmacist be licensed in Idaho or is registration sufficient, as provided by this law? Licensing would be better, but registration as provided by law is OK 19 46.34% They should be licensed, no exceptions. 16 39.02% Registration under this law is just as good as licensing 5 12.20% Other Option... 1 2.44% 0 0.00% I would strongly oppose requiring them to be licensed 0 0.00% REGISTRATION IS OKAY BUT THEY NEED TO PASS THE LAW EXAM. 2. It is anticipated that telepharmacy services will be mostly limited to central order entry and related functions, as required by JCAHO. In your opinion, how important is it that these services are done by a staff pharmacist or an Idaho pharmacist, as opposed to an out of state pharmacist? It is best if these services are done by a staff or Idaho pharmacist, and should be done by an out of state pharmacist only when absolutely necessary It doesn't matter. With today's technology, these services can be provided by any competent pharmacist anywhere at any time. Telepharmacy will allow pharmacy services to be provided to patients regardless of their time of admission. In your opinion, will this improve patient care or compromise patient care in these hospitals? Pt care is better if a staff R.Ph. is available, they shoud provide the function. excepting nights, weekends and holidays This is good so long as the administration doesn't use this as an excuse to lay off pharmacists.while not providing the increased clinical services.

5. Some fear that hospital administrators will lay off existing pharmacists, or not hire future pharmacists, and use telepharmacy services instead. Do you think the Board of Pharmacy should add provisions that would protect existing jobs? The Board of Pharmacy should protect Idaho jobs The Board should only be concerned with patient safety, not jobs. 17.46% 15 36.59% Other Option... 8 19.51% Leave it to free enterprise and the laws of supply and demand. 1 2.44% 0 0.00% I feel that it is not within the scoope of the BOP to regulate how business is conducted. I feel that this program will cause an increase in jobs for pharmacists who want to participate in more clinical activities. If a pharmacist is unwilling to participate in these activities they may find themselves out of a job. should be both patient care and idaho jobs as well as revenue for the board of pharmacy to keep budget intact THE BOEARD SHOULD PROTECT IDAHO JOBS AND THIS INCREASES PATIENT SAFTEY. THE MORE ORDERS ENTERED THE INCREASE RISK OF AN ERROR ESPECIALLY WITH DRS. HAND WRITING. protect Idaho jobs but allow telepharmacy to small rural settings when their own Pharmacy staff is not available the Board's main concern is patient safety but should be cognisant of Idaho jobs. I am not sure if a provision protecting jobs is right, to some extent the laws of supply and demand is necessary. The Board of Pharmacy should be concerned with patient safety. Hopefully, hospital administrators will see (know of) the benefits of employing/using decentralized pharmacists to assist the practitioner in optimizing patient outcomes. This is NOT the role of the board of pharmacy I think there is a benefit when the same pharmacists are doing both the drug order processing and the clinical services, so I think this is best done by the local staff pharmacist. We know the patients and the condiitons and the doctors better than somebody from Florida or whereever. 6. The new telepharmacy rules include language to identify and evaluate quality related events to enhance the efficiency and effectiveness of the structure and process of the pharmacy system. Is the language strong enough to ensure patient safety will not be compromised? I feel that if it is managed appropriately by the facilities using it, it could improve patient care. I also feel that if it is used inappropriately than it could compromise patient care. We have to have faith that our administration has patient safety in mind when implementing these programs. depeds on how it is run and will there be any standards made It depends. Cassia Medical Center and the IHA conglomerant could use this technology in such a way that Idaho jobs could be eliminated. EIRMC/WVRMC made a strong case for using technology in order to free up the pharmacist to perform more clinical duties to augment what the practitioner is doing. 8. All things considered, how do you feel about telepharmacy across state lines, as provided in the Idaho law and Board of Pharmacy Rules? Is it good policy to have the Governor/Sen. John McGee/Steve Mallard from IHA weigh-in and have a temporary rule by the Board overturned?
