CASE STUDIES Education Funding Agency Cushman & Wakefield is one of two national advisors to the Education Funding Agency (EFA), providing the full range of property services, from property searches, building acquisition, building surveys, town planning advice, valuation and property management. Our town planning work covers: Feasibility studies and strategies for securing planning permission Pre-application consultation with local planning authorities, statutory consultees and the local community Negotiating planning permission for temporary buildings, change of use and new school buildings; and Representing the EFA at Planning Appeals. The programme to date has delivered some 600 free schools, UTCs and Studio School with a further 100+ live requirements. London Metropolitan University Cushman & Wakefield acts as accommodation, education, planning and property advisors to London Metropolitan University. Our planning consultancy work has included supporting the University in the preparation of their Strategic Estate Masterplan and supporting the planning and development strategy for the University, including advising on the strategic disposal of surplus assets to fund improvements to the University s existing estate. As part of this process we have represented the University through the Local Development Framework process to promote a more favourable planning policy position. We have also supported the University in their partnership with Unite to achieve planning permission for the redevelopment of one of the University s surplus assets to deliver a student accommodation scheme (901 beds) in central London which generated a significant financial return for the University. Aberystwyth University Cushman & Wakefield has been commissioned to assist the University determine the optimum planning strategy to deliver the proposed Aberystwyth Innovation and Enterprise Campus (AIEC) at their Plas Gogerddan campus. This instruction includes the preparation of a Planning Framework document and planning applications to secure the necessary permissions. Bangor University Cushman & Wakefield is directly assisting the University in delivering a new Science & Technology Quarter in the centre of the city of Bangor. Assistance has been provided in the preparation of the Strategic Outline Case and the Outline Business Case, which has resulted in an initial masterplan framework. This has formed the basis of a Pre-Application Framework agreement with Gwynedd County Council in anticipation of phased individual planning applications being prepared and submitted. The enabling phase includes a prior notification and listed building consent application for the demolition of a modern extension to a Grade II Listed Building and an adjacent standalone teaching building. 2
Cambridge University Evelyn Grace Acadamy, London Cushman & Wakefield provided planning and development viability advice to the University to assist in the preparation of a comprehensive development framework for the historic Old Press/ Mill Lane site in the heart of the Cambridge. A critical component of this work was translating the development framework into a deliverable Supplementary Planning Document (SPD) that secured maximum financial return for the University, balanced against its operational and occupational needs, whilst delivering a high quality, sustainable scheme. The site is of significant local importance and architectural merit, with three listed buildings and two buildings which are designated as Buildings of Local Interest. The SPD was delivered in partnership with the University and the City Council, with Cushman & Wakefield leading on preparing the SPD including undertaking consultation with statutory and nonstatutory consultees. Cushman & Wakefield advised the Department for Education and Skills (DfES) and Absolute Return for Kids (ARK) on negotiating planning permission for a 1,200 pupil Education Academy. Planning permission was secured through early engagement with the London Borough of Lambeth, working closely with the project team, including Zaha Hadid Architects, and extensive negotiation with the GLA. The Academy won the Stirling Prize for Architecture in 2011. Manchester College Hammersmith Academy, London Cushman & Wakefield is the College s Strategic Property Advisory. We are currently preparing a Strategic Brief for the campus redevelopment (Campus 2020), supporting the analysis and appraisal of the College s needs and working with the College s appointed consultants/design team to investigate, develop and report on the College s requirements. Cushman & Wakefield advised the Mercers Company and the Information Technologists Company and the Department for Children Schools and Families (DCSF) on negotiating planning permission for a new 780 pupil Academy. The project drew upon Cushman & Wakefield s detailed knowledge and understanding of the education sector to secure planning permission for the Academy which provides an inspirational and identifiable destination for both pupils and the wider community. The Academy opened in 2011. 3
CASE STUDIES Leeds Beckett University Through a 15 year relationship Cushman & Wakefield has advised on the project management of a range of capital projects for the University, led on campus masterplanning & development frameworks, provided strategic planning advice and delivered a number of planning consents. This has included negotiating a hybrid (part full, part outline) planning permission and conservation area consent for the University s Rose Bowl campus building and mixed-use development in Leeds City Centre, and securing planning permission for a new campus building at Headingley Carnegie Stadium to include faculty accommodation, sporting and media facilities. Manchester Metropolitan University Cushman & Wakefield is the retained strategic property advisor to the University with a primary role to assist with the disposal of five of University s campuses for alternative use, following its decision to develop a new campus on the edge of Manchester City Centre. The five campuses were taken to the market with the intention to maximise value for the University, whilst ensuring that it leaves a positive legacy behind. Cushman & Wakefield has worked closely with the respective local planning authorities, preparing planning briefs and Development Frameworks, which have been endorsed by each Council and in turn informed the disposal process. Wider planning consultancy services have included site planning strategies, critical friend planning advice, specialist evidence base reports, planning obligation advice, and sports needs assessments. Alma Primary School Cushman & Wakefield is currently acting as lead planning consultant for Alma Primary School s new permanent site. The site, the former Whetstone police station is being transformed into a new school building and will include both purpose-built facilities and renovation of the existing buildings to provide classrooms and teaching facilities, a hall space, library, sensory garden and outdoor play spaces with sports equipment. Coventry University Cushman & Wakefield was instructed to manage the submission of the planning application and achieve planning consent for the development of a new Engineering and Manufacturing Institute located on the Unipart Eberspacher site at Beresford Avenue. The facility is a joint venture between Coventry City University and Unipart. 4
Preston College University of Leicester Cushman & Wakefield provided property strategy advice to Preston College and successfully secured 1 million of enhanced renewal grant funding from the SFA. This funding facilitated the delivery of a 5 million new Art and Design Facility that Cushman & Wakefield also secured planning permission for. Cushman & Wakefield were retained to provide further planning and estates advice to the college, including a review of existing facilities to maximise the potential of the campus. This resulted in the College bidding for funding from the SFA to deliver a new Science Engineering Technology and Maths (STEM) building at the site, replacing existing facilities. Cushman & Wakefield secured planning permission for the STEM building in April 2014. The STEM building opened in October 2015. Cushman & Wakefield prepared and submitted the University s response to Leicester City Council s Local Plan Issues and Options consultation document. This involved facilitating a workshop with senior academics to define the development and planning issues that were critical to achieving the Universities academic and estate objectives. Following this instruction Cushman & Wakefield has assisted the University further in responding to Leicester City Council s CIL Preliminary Draft Charging Schedule including its formal examination. 5
