More than 1,250 health clinics and schools were rehabilitated or made more accessible. Training has been provided to strengthen the capacity of close to 19,000 teachers and health Page 1 of 9
workers, as well as more than 122,000 members of local health and education committees, village facilitators and empowerment cadres. Local governments are reporting better access to water, markets, and education, and improvement in health of young children and mothers. Following a second extension, SPADA will close at end of December 2012. Local governments have provided administrative funds to support the project, and all targeted districts have committed to allocate funds for operation and maintenance after project closure. In the final months, the focus of the counterpart team is on completion of studies to assess ouputs, impacts where possible and key lessons learned, to contribute to their Completion Report. The task team is supporting partners in these efforts, in addition to carrying out consultations, data gathering and drafting of the Bank's ICR. Key Decisions Regarding Implementation In June 2012, a second extension to the project closing date was approved, taking this to December 31, 2012 - a cumulative extension of 12 months beyond the project's original closing date. This 'restructuring' was approved in tandem with an agreed reallocation of proceeds among budget categories, to enable completion of final physical works and completion of other delayed activities, including an output assessment study for the project s key performance indicators.
