EF Prvider 2 The Path t Cmmunity Emplyment The Ohi Emplyment First Initiative is abut shifting expectatins fr a cultural transfrmatin that prvides pprtunities fr every adult with develpmental disabilities t explre career ptins and find jbs that fit their skills and interests. Cmmunity Emplyment is defined by ORC 5123.022 as cmpetitive emplyment that takes place in an integrated setting. This means full-time r part-time wrk in the cmpetitive labr market, at r abve minimum wage, where peple with develpmental disabilities perfrm the same r similar wrk tasks in a setting typically fund in the cmmunity. Cmmunity Emplyment brings a variety f benefits t each jb seeker and t the cmmunity; it allws wrkers t gain greater independence and persnal satisfactin; it allws businesses t prfit frm a diverse and capable wrkfrce; and it gives the cmmunity as a whle the advantages f inclusin. Thrugh the Emplyment First Initiative, jb seekers begin t explre Cmmunity Emplyment during their schl years as part f the Transitin Planning and Assessment prcess. They wrk with a team t have meaningful and persn centered experiences with businesses in the cmmunity. Likewise, adults als have the pprtunity t wrk with a team t develp a plan fr emplyment and t then learn abut, explre, and seek wrk that matches their strengths and interests. At the beginning f the persn centered planning prcess, each jb seeker determines where they are n the Path t Cmmunity Emplyment. The fur places n the Path are: (1) The individual is already engaged in cmmunity emplyment and needs supprt fr jb stabilizatin, jb imprvement, r career advancement; (2) The individual expresses a desire t btain cmmunity emplyment but is nt currently emplyed and needs supprt t btain emplyment r identify career ptins and emplyment pprtunities; (3) The individual is unsure abut cmmunity emplyment and needs assistance and supprt t identify career ptins and emplyment pprtunities and the ecnmic impact fr the individual f the decisin t wrk; r (4) The individual des nt express a desire t wrk and needs supprt t learn mre abut careers and emplyment pprtunities and the ecnmic impact fr the individual f the decisin nt t wrk. Once the jb seeker determines their place n the Path, they can wrk with a team t select and engage in a variety f targeted activities t help them mve tward their emplyment gals.

EF Prvider 3 What is Wrk Experience? Wrk Experience is an effective apprach t help peple prepare fr emplyment thrugh a crdinated set f activities that take place in cmmunity businesses instead f in schl settings r ther specialized facilities. Wrk experiences are designed t be utcme-riented, meaning that the activities and experiences are intended t advance jb seekers alng their individualized Paths t Cmmunity Emplyment. The ultimate gal f wrk experience is t prepare and supprt each persn t btain and be successful in cmpetitive, integrated emplyment. Thrugh wrk experience, yuth age 14 r lder and adults engage in career explratin, career assessment, and wrk-related training t help them identify their interests, strengths, skills, training and supprt needs, and ideal cnditins fr emplyment. This is accmplished thrugh a variety r targeted activities such as infrmatinal interviews, jb shadws, shrt term hands n activities, apprenticeships and internships, and vlunteer experiences. Wrk Experiences are als cnsidered t be apprpriate transitin services under IDEA 2004. Fr schl age yuth, the IEP can include wrk experiences paid by the schls. Key Characteristics f Wrk Experiences are: Learning fcused- the jb seeker is learning abut different jbs in the cmmunity, different wrk skills while the supprt prfessinal is learning abut the jb seekers strengths, interests and ideal wrking cnditins. Persn Centered- the jb seeker s knwn interests and emerging skills influence the experience selectin Time limited- the experience is shrt term Authentic- the experience invlves ding real activities where they are typically dne with peple wh typically d them. Individualized- r a cmbinatin f sme individualized experience and sme small grup experience Paid r Unpaid- may smetimes include paid wrk, such as summer yuth experience, r cmmunity based assessment, but are ften unpaid

EF Prvider 5 Types f Wrk Experience Wrk Experiences fall int several different categries. Typically, the categries vary in duratin, lcatin, and intensity. When selecting a type f wrk experience, it is essential t cnsider the learning and assessment needs, as well as the gals f the individual jb seeker. Several f the mst cmmnly utilized types f wrk experience include: Infrmatinal Interview A brief experience intended t help jb seekers meet different emplyers in the cmmunity and learn abut different jbs Invlves meeting with an emplyer r ther key staff t ask questins abut a specific business r industry (see Appendix A fr cmmn questins) Smetimes invlves a tur f the business Usually 15-30 minutes at each business Allws fr the jb seeker and business wners in the cmmunity t begin t get t knw each ther May prvide an pprtunity t establish a subsequent wrk experience such as a jb shadw, try ut, internship, etc. Jb Shadw A brief wrk-site experience ptin where a jb seeker fllws and bserves a cmpetent emplyee in his r her daily activities, but perfrms n wrk Designed t prvide an example f jb specific tasks and wrk behavirs Usually 1-2 hurs at each business Prmtes cnversatin between jb seekers and teachers r emplyment prfessinals abut jb skills, training requirements, and jb seeker interest Limited in that it allws jb seekers t bserve nly. Jb Try- Out A brief wrk site experience where a jb seeker has the pprtunity t try sme jb specific tasks. Intended t further identify interests and skills, and t gauge wrking cnditins Often develps as a discvery activity r after a jb shadw. Usually 2-4 hurs at each jb site. Typically unpaid experience

EF Prvider 6 Observatins f the jb seeker s effrts and level f interest and skill shuld be dcumented Cmmunity Based Assessment A lnger wrk experience where the jb seeker has the pprtunity t engage in jb tasks fr the purpse f identifying interests, strengths, supprt needs and t determine if a specific jb is the right match fr the jb seeker and emplyer Smetimes used by Vcatinal Rehabilitatin agencies as an assessment tl. Usually paid by the prvider, nt by the emplyer Usually lasts 10-40 hurs Internship A mre frmal prgram t prvide practical, extended experience fr beginners in a jb that is determined t be a gd match with interests, skills, and ideal cnditins. Tied directly t training and educatin, specific skill set develpment Essentially n-the-jb training in a field that the student r jb seeker wants t learn mre abut Lnger time frame- typically ne mnth t ne year. Internships can be paid r unpaid If this experience is unpaid, the persn cannt replace anther emplyee r fill an pen psitin. The experience is under the general supervisin f the schl/ rganizatin, but persnnel are nt required t be there at all times (depends upn the funding surce and specific gals f the experience) Emplyment prfessinal/ teacher shuld check in with the jb seeker and emplyer in rder t assess prgress and plan fr next steps There is n bligatin t wrk fr the cmpany nce the internship is ver, hwever, internships may result in a jb ffer

EF Prvider 7 Apprenticeship The jb seeker/ apprentice learns the skills needed fr the jb via wrking with an experienced craftsman in exchange fr ding sme wrk An apprenticeship is a paid jb An apprenticeship is als training, and may include classrm style r ther lessns Timeframe is determined by trade, ften 1-2 years. There is ften an expectatin that the apprentice will cntinue wrking fr the same emplyer after training is cmpleted Vlunteering/ Cmmunity Service Frmal vlunteering is an activity which always takes place in nt- fr-prfit rganizatins r prjects Vlunteer wrk experiences shuld take place where peple with and withut disabilities are als vlunteering Nt a substitute fr paid wrk but smetimes prepares a persn fr Cmmunity Emplyment Intended t be f benefit t the cmmunity and the vlunteer Must be f the vlunteer s wn free will and withut cercin Fr n financial payment In designated vlunteer psitins nly; cannt displace paid staff

EF Prvider 8 Setting up Wrk Experiences: Planning Befre setting up wrk experiences, the team shuld ensure that each jb seeker has started a persn centered planning prcess. This prcess is led by the jb seeker and helps t determine their starting place n the Path t Emplyment. The persn centered plan is als fcused n helping t develp gals fr Cmmunity Emplyment that include cnsideratin f the jb seekers interests, preferences, skills, talents, and cnditins fr success. Additinally, thrugh the prcess, the jb seeker and team will identify the kind f experiences that will be beneficial as the jb seeker mves frward tward their gals. Then, the team can begin t take actin and arrange wrk experience that will best supprt prgress t the emplyment gal. Decide upn the Purpse The ultimate gal f the wrk experience is t help the jb seeker find emplyment that allws them t cntribute their strengths t benefit the business and themselves. The wrk experience prvides an pprtunity t explre interests, skills, ideal cnditins, and supprt needs. The team shuld decide n the types f wrk experiences that will best accmplish this. Where shuld the wrk experience take place? \Lcatins fr wrk experiences shuld be selected that will prvide the best experience fr the jb seeker. Establishing wrk experiences arund the knwn strengths, interests and learning gals f the jb seeker leads t an pprtunity fr targeted skill develpment. It is very helpful t survey yur team, the jb seeker, and the family fr cnnectins t cmmunity businesses that are already familiar t them. These established netwrks in the business cmmunity are ften mre invested in the jb seeker and pen t hsting a wrk experience. The team shuld decide if the experience takes place with nly ne business r with a series f businesses. This determinatin is linked t the gals fr the jb seeker. Fr example, a jb seeker wh is just beginning t explre wrk and may be unsure f what

EF Prvider 9 they like t d will benefit frm having a variety f businesses t explre. This allws the jb seeker t gain an understanding f what different jbs entail. A jb seeker wh is already aware f their wn interests and talents may benefit frm a mre intensive experience with ne business that allws them t learn jb- r industry- specific details. Wh is invlved in decisin making? The jb seeker is generally the primary decisin maker thrughut the prcess. The emplyment team shuld cnsist f peple the jb seeker invites. The team may include family members, friends, favrite cmmunity members, teachers, prgram staff, and specialized emplyment persnnel. Hw lng shuld the wrk experience last? The length f the wrk experience shuld be linked t the gals fr the jb seeker. On the Path t Cmmunity Emplyment, jb seekers may engage in several different types f wrk experiences f varying lengths. Fr example, jb seekers with little experience, wh have had limited pprtunity t gain wrk skills r t realize a variety f interests may benefit frm a series f infrmatinal interviews r several shrt term, 1-2 hur jb shadws r jb try uts. Once the jb seeker begins t find preferences and emerging skill sets, a mre in-depth experience t try ut and learn jb specific skills may be apprpriate. Ultimately, the length f the experience shuld be lng enugh t prvide infrmatin that advances the jb seeker alng the Path t Cmmunity Emplyment. Is Parent/ guardian permissin needed? If the jb seeker has a parent r guardian, it is imprtant t ensure that they are invlved in the team decisin making and that they give permissin fr the jb seeker t participate. Yur schl r prgram may want a signed release r permissin slip detailing the activities in which the jb seeker will engage.

EF Prvider 10 When shuld the experience take place? The timing f wrk experiences relies n many factrs; the availability f the business, the availability f the jb seeker, and schl r prgram staff availability. Fr yuth, wrk experiences can ften be arranged t take place during schl hurs which usually align with cmmunity business hurs. The same is true fr adults wh are invlved in day prgramming r wh are therwise available during the day. Fr sme jb seekers, there may be an interest in explring wrk that is nt dne during standard business hurs. The team will need t evaluate their capacity t prvide supprt fr such experiences. Sme wrk experiences are set up t take place nly in the summer, while sme are year rund. Business takes place 24-7 in mst cmmunities, s there shuld be n shrtage f pprtunities regardless f when the experience is needed. What abut transprtatin? A transprtatin plan fr each jb seeker shuld be arranged. If the ultimate gal is Cmmunity Emplyment, the team shuld try t arrange fr transprtatin that is mst supprtive f that utcme. Wrk experience prvides the added pprtunity t help the jb seeker access and utilize transprtatin ptins that will be available t them as adults nce schl has ended, r if prgram transprtatin is nt available. This may mean incrprating travel training t use the lcal public transprtatin system, learning t schedule supprted transprtatin, r learning t request and use transprtatin frm friends r family in the cmmunity. If the schl r prgram has transprtatin available fr the wrk experience, it can be used, but helping the jbseeker begin t cnsider transprtatin ptins that will be sustainable and accessible after the prgram ends is an imprtant gal. Wh will directly supprt the jb seeker during the experience? Staffing levels during the experience will be based n the needs f the jb seekers, the gals f the experience, and the requirements f the business. As the wrk experience is an pprtunity fr learning, many times there will be a teacher r jb cach present during the experience. The teacher r cach will be facilitating the experience as well as assessing what the jb seeker is gaining frm the experience. Fr sme lnger term experiences such as internships and apprenticeships, the jb seeker may begin t increase independence withut the cnstant presence f a teacher r cach. In these instances, the

EF Prvider 11 teacher r cach will wrk very clsely with the business wner r supervisr t ensure that the jb seeker is meeting the gals f the wrk experience. Shuld the wrk experience be fr an individual r fr a grup? The decisin abut the type and lcatin f wrk experiences shuld begin with infrmatin gathered during a persn centered planning prcess fr each individual jb seeker. Ideally, jb seekers will have sme ne-t-ne time in the cmmunity t fcus n specific jbs and tasks that align with individualized interests. Additinally, jb seekers shuld have time t meet and engage with business wners, managers, and wrkers in the cmmunity, building relatinships and wrk place scial skills. An individualized apprach als allws the emplyment prfessinal t fcus cmpletely n the jb seeker s uniquely tailred experience, assessing skills and interest and targeting specific learning needs. There may be sme wrk experiences that are cnducive t small grup invlvement. Each small grup participant shuld still be invlved in an individualized planning prcess t identify skills, interests, and ideal cnditins. The jb seeker shuld participate in selecting pprtunities that align with their individualized gals and allw them t have a persnalized experience. If selecting t d sme wrk experience in a small grup, the emplyment supprt team must ensure that persnalized supprt can be given t each jb seeker. Als, the emplyment prfessinal must be able t bserve and interact with each jb seeker sufficiently t ensure that the gals fr the experience are being met. Jb seekers shuld nt be placed in a grup t d a wrk experience that is nt interesting t them r des nt prvide apprpriate supprt.

EF Prvider 12 Setting up Wrk Experiences: Engaging Businesses A meaningful and gal riented wrk experience is highly dependent upn the partnership that the team develps with businesses in the cmmunity. Businesses selected as wrk experience sites shuld meet the fllwing criteria: Align with the individual jb seekers emplyment interests Prvide pprtunities t shadw r engage in tasks that the jb seeker wants t learn abut. Be a safe place t wrk Be welcming and appreciative f diversity Have high expectatins f the jb seekers Ideally, have ptential t hire These steps will help yu engage with businesses t set up wrk experiences: Map ut the cmmunity based n the industries that are f mst interest t the jb seeker. Als create a list f area businesses t which the emplyment team has cnnectins t. Research specific businesses t find ut abut the gds and services they ffer, their hiring practices, their structure, their missin, and their visin. Find cntact infrmatin and priritize the list based n the businesses yu expect will prvide a great pprtunity fr the jb seeker. Infrmatinal interviews can be very helpful ways t start getting t knw the businesses in the cmmunity. The same tips prvided fr jb seekers wh want t engage in infrmatinal interviews als apply t supprt prfessinals. Please see the Discvery Guide sectin n infrmatinal interviews.

EF Prvider 13 Cnnect with the business via phne, email r in persn. Ask fr a brief meeting. Yu may ffer t meet at the business at a time that is cnvenient fr the business wner/ manager r yu may want t invite the wner fr cffee r lunch. Tell the business wner that yu are wrking n a new prgram at the schl r prgram that is ging t prvide shrt term wrk experiences fr the future wrkfrce and that yu wuld like t talk with them abut a partnership. During the meeting, it helps t briefly share yur visin fr the cmmunity. Explain that yu are helping peple learn mre abut jbs in the cmmunity while gaining wrk skills. Explain that this helps t build a strnger and mre prepared wrk frce, which benefits the cmmunity as a whle. Tell the emplyer why yu think their business wuld be a great partner. Make sure t ask abut the wrk that the business des, what their visin r missin is, and what they have planned fr the future. This infrmatin can help yu and the business wner see hw this wrk experience partnership can align with their business gals. Explain the supprts the schl r prgram prvides. Often, a business wants t knw if the prgram will prvide a staff persn during the experience and what their rle will be. Smetimes the business wner r manager will participate in sme f the training r mdeling f wrk tasks, r they will appint an emplyee t participate. Businesses will require a varying level f invlvement frm yur prgram staff, s be sure t discuss this with the business wner early n. The emplyment prfessinal als dcuments bjective bservatins f the tasks, activities, and scial interactins. The input f the business wner r cwrkers can be imprtant t capture as well. A descriptive written reprt is essential, as are phts and even vide f the jb seeker engaged in the activities. The wrk experience is dcumented daily fr each participant. Depending n prgram dcumentatin requirements, yu may use specific frms r templates t dcument. Fr example, yur schl may have a specific frm that is required, r if yu are wrking with a vcatinal rehabilitatin partner, yu may have t use a standardized template fr reprting and billing. EF Prvider 16 Wrk Experience and Labr Laws Organizatins need t be knwledgeable abut Federal and State Labr laws that gvern unpaid wrk experiences and wrk based learning fr yuth under age 18. There are firm guidelines, restrictins, and requirements fr these activities. Organizatin and the business can be fined fr nt fllwing Department f Labr Regulatins. The Department f Labr and the US Department f Educatin have created a jint set f guidelines fr the wrk experiences: Participants are individuals with significant disabilities fr whm paid, cmpetitive emplyment is nt readily available due t a need fr intensive nging supprt r training; The experience is fr the benefit f the jb seeker; The experience, even thugh it includes actual peratin f the facilities f the emplyer, is similar training which wuld be given in an educatinal envirnment; The emplyer and the jb seeker are bth infrmed that there is n entitlement t wages; The wrk experience must be clearly defined in the IEP fr yuth; Dcumentatin f the jb seeker s invlvement may be made available t the Departments f Labr and Educatin; The activities d nt result in an immediate advantage t the business, and n ccasin its peratins may be impeded; Jb seekers understand that they are nt autmatically entitled t a jb at the business at the cnclusin f the wrk experience; Each experience will nt exceed the fllwing limitatins during any schl year: Career explratin 5 hurs per jb experienced Career assessment 90 hurs per jb experienced Wrk-Related training 120 hurs per jb experienced (U.S. Department f Labr, 2014).
