CITY OF ELYRIA, OHIO LATERAL TRANSFER POOL POLICE OFFICER POSITION 2015 INFORMATION AND INSTRUCTIONS MINIMUM REQUIREMENTS: Must have a current State of Ohio OPOTA Peace Officer certificate and be either full or part time in a police officer position in any jurisdiction in the State of Ohio Must be a United States citizen Must be able to read and write the English language Must possess a valid State of Ohio driver s license Must possess a high school diploma or GED PHYSICAL FITNESS: The applicant must take and pass a physical fitness test. The test is equivalent to the requirements for entry level candidates (see attached requirements). If the applicant has taken the OPOTA standard physical fitness within the last year (must be dated April 25, 2014, or later) it is not required to take the fitness test again. It is the applicant s responsibility to submit the form, with the application, showing how many sit ups, push-ups and the time of the mile and a half run. This form must be dated and signed by the fitness instructor. Please Note: The requirements for this exam have been reduced by 10% for the sit-ups and push-ups and increased 10% for the mile and a half run. If you have taken this test within the last year and meet the 10% requirement, you can submit the required form as mentioned above. It is the applicant s responsibility to schedule the physical fitness test. The physical fitness test will be held at Lorain County Community College, 1005 N. Abbe Rd., Elyria, Ohio, in the Fitness Center on April 25, 2015. Registration starts at 8:00 a.m. and you must register by 8:30 a.m. The fee is $25.00 and is paid by the applicant (check or money order payable to Lorain County Community College). The fee and waiver form (attached) must be submitted at the time of registration. The deadline to register is no later than April 22, 2015, at 12:00 p.m., NO EXCEPTIONS. There are two ways to register: Mail in the fee & waiver form to the address above, to the attention of Patty Ferritto, or register in person at the address noted above between the hours of 7:30 am 3:30 pm, Monday - Friday. If you are mailing in the registration, it must be received by the college by the deadline listed above. No refunds will be given. On the day of the physical fitness you must bring with you a photo I.D. If you have any questions, please call 440-366-7225.

ORAL ASSESSMENT INTERVIEW: Each applicant will be assessed by a three member interview panel and be ranked by the panel. Once this assessment interview process is complete each applicant will be ranked by score and be placed on a lateral transfer pool list to be considered for hire. The oral assessments will be held the week of May 4, 2015. You will be notified by mail of the date and time of your assessment, after the physical fitness portion of the exam. BACKGROUND CHECK: Once the lateral transfer pool list is certified by the civil service commission, each applicant shall undergo a background check prior to consideration by the appointing authority. You must complete and submit the Personal History Statement Police Officer form with your application. Go to www.cityofelyria.org, click on Departments then Civil Service then Personal History Statement- Police Officer. You can complete the form online and email it to civilservice@cityofelyria.org or you can download the form and submit it with your application. DEADLINE The completed civil service application, resume, copy of OPOTA certificate and background check packet, must be submitted no later than April 22, 2015 at 12:00 p.m. NO EXCEPTIONS! In the event an applicant for lateral transfer is unsuccessful, the applicant may elect to be considered under the Civil Service entry level process. An applicant shall receive 15% extra credit for meeting the requirements of the Lateral Transfer Pool. Submission of false information will result in disqualification from the application process, lateral transfer pool list, appointment, and/or employment if discovery of falsification occurs after appointment. Warm-up: Before each test, all applicants will be permitted time to warm-up to prepare them self for the test. SIT UP INSTRUCTIONS: Assume the starting position by lying on your back with your knees bent at a 90- degree angle. Your feet may be together or up to 12 inches apart. Another person will hold your ankles with the hands only. No other method of bracing or holding the feet is authorized. The heel is the only part of your foot that must stay in contact with the ground. Your fingers must be interlocked behind your head. Your arms and elbows need not touch the ground. Begin raising your upper body forward to, or beyond, the vertical position. The vertical position means that the base of your neck is above the base of your spine. After you have reached or surpassed the vertical position, lower your body until the bottom of your shoulder blades touch the ground. A repetition will not count if you fail to reach the vertical position, fail to keep your fingers interlocked behind your head, arch or bow your back and raise your buttocks off the ground to raise your upper body, or let your knees exceed a 90-degree angle. The up position is the only authorized rest position. If you stop and rest in the down (starting) position, the event will be terminated. You may not use your hands or any other means to pull or push yourself up to the up (resting) position or to hold yourself in the rest position. If you do so, your performance in the event will be terminated. You will have one minute to perform as many sit-ups as you can.

PUSH UP INSTRUCTIONS: Assume the front-leaning rest position by placing your hands where they are comfortable for you. Your feet may be together or up to 12 inches apart. When viewed from the side, your body should form a generally straight line from your shoulders to your ankles. Begin the push-up by bending your elbows and lowering your entire body as a single unit until your upper arms are at least parallel to the ground. Then, return to the starting position by raising your entire body until your arms are fully extended. Your body must remain rigid in a generally straight line and move as a unit while performing each repetition. If you fail to keep your body generally straight, to lower your whole body until your upper arms are at least parallel to the ground, or to extend your arms completely, that repetition will not count. The test will continue, and any incorrectly performed push-ups will not be counted. If you rest on the ground or raise either hand or foot from the ground, your performance will be terminated. You may reposition your hands and/or feet during the event as long as they remain in contact with the ground at all times. You will have one minute to do as many push-ups as you can. 1.5 MILE RUN INSTRUCTIONS: The instructors will determine how many applicants will run the test at one time. Running will be indoors on an oval track. You must complete the run without any physical help. At the start, all applicants will line up behind the starting line. The clock will start and you will begin running at your own pace. To run the required 1.5 miles, you must complete twelve (12) laps around the track. You are being tested on your ability to complete the 1.5 mile course in the shortest time possible. Although walking is authorized, it is strongly discouraged. If you are physically helped in any way (for example, pulled, pushed, picked up, and/or carried) or leave the designated running course for any reason, you will be disqualified. Calling out the elapsed time is permitted. Once you have completed the run, leave the track in order to stretch and cool down.

Serves as a relief and/or fill-in radio dispatcher as may be required. II. WORK CHARACTERISTICS/CONDITIONS A. Scheduling Police officer positions involve regular and irregular shift work and shift rotations necessary to provide police services 24 hours a day, 7 days a week, 52 weeks a year (weekends and holidays included). Work shifts are normally eight (8) hours in duration but may be extended in the event of emergency, disaster, manpower shortage, workload or work-in-progress. High percentage of attendance, on-time arrival to work and ability to work overtime when necessary are required. B. Uniforms, equipment items and personal appearance are regulated by the Department s Rules and Regulations, General Orders, and Policies. All police officers must be able to wear and effectively utilize all Department issued items of uniforms and equipment as specified in the department directives, regardless of assignment. This includes, but is not limited to: the field uniform (gun belt and included equipment; soft body armor; and specialized equipment such as riot helmet, riot baton and ballistic shield). REAPPLICATION POLICY Date: 3-1-2015 Any applicant for any position in the Police Department who was disqualified in any part of the hiring process shall be afforded the opportunity to reapply under the following established guidelines: 1. If the applicant was disqualified due to providing false statements, purposely omitting information, or found to be deceptive during any portion of the application process the applicant WILL NOT be allowed to reapply for any position with the Elyria Police Department. 2. If the applicant was rejected by the hiring authority more than three (3) times for any position within the department the applicant WILL NOT be allowed to reapply. 3. If the applicant was disqualified due to any time sensitive standard the applicant may reapply at the next available hiring cycle where all standards are met by the applicant. 4. If the applicant was disqualified due to failing to meet standards that are not identified as time sensitive the applicant will not be allowed to reapply for any position with the Elyria Police Department. 5. If the applicant was not disqualified or rejected the applicant may reapply at any time.
