Purpose Provide an overview of Joint Staff J7 s JTLS-GO Management Program 4
Agenda Program Vision Program Mission Mission Support Efforts FY18 FY19 Enhancements JTLS-GO Use At Joint Staff J7 5
JTLS-GO Program Vision Support Joint and Coalition operational level training requirements through a flexible, scalable and deployable simulation while maintaining U.S. M&S support and partnering with Allies, NATO and International countries. 6
JTLS-GO Program Mission Maintain a stable, reliable, available system that meets cybersecurity requirements. Provide a capability for DoD organizations and multi-national partners to train effectively with interoperable tools. Provide capability that maximizes the use of innovative, low-cost approaches to address exercise and engagement requirements. Respond to shifting training priorities and address current and emerging training gaps and C4I interoperability requirements. Provide a flexible, scalable and deployable simulation. 7
Overall Mission Support (1) Maintain stable, reliable, available system that meets cybersecurity requirements. Log, track and review all Engineering Change Proposals and Software Trouble Reports Provide timely fixes to software deficiencies and bugs Continue cybersecurity scans at JS J7 facility Provide quarterly software updates to users 8
Overall Mission Support (2) Provide a capability for DoD organizations and multi-national partners to train effectively with interoperable tools. 9 Provide single JTLS-GO software baseline for all users Maintain consolidated requirements (ECP/STR) database collected from all users Share ideas, thoughts and experiences among users Continue to make the software available to our International and NATO partners Provide Master Scenario Events List (MSEL) integrated tool to support U.S. JMSEL, NATO & International users
Overall Mission Support (3) Provide a capability that maximizes the use of innovative, low-cost approaches to address exercise and engagement requirements and training gaps. 10 Web-enabled easily distributed or deployable Service Oriented Architecture (SOA) Continue to enhance functionality and capabilities to fill training gaps and incorporate emerging technologies Efficiencies and ease of use through WHIP and other cost-free commercial applications Migrate from Oracle to PostgreSQL
Overall Mission Support (4) Adjust to shifting training priorities, address current and emerging training gaps and C4I interoperability requirements. 11 Provide capability to train simultaneous multiple Combatant Commands (CCMD) and conduct overlapping contingencies involving transregional, multi-domain and multifunctional (TMM) threats Provide training, analysis, development, and evaluation of contingency plans and joint tactics Provide training and evaluation of military strategies and Courses of Actions (COA) Analyze combat unit structure with respect to assigned combat systems Provides a flexible C4I interface capability
Overall Mission Support (5) Provide a flexible, scalable and deployable simulation. Encompass a larger training audience, including coalition partners and training facilities Increase number of sides from 10 to 20 to take better advantage of JTLS-GO global training capability Remain a low footprint, low bandwidth and deployable solution Continue to focus on service-oriented architecture (SOA) web-based applications as services Maintain a single database of users requirements 12
FY18-19 Enhancements (1) Research and Design to replace Oracle. Joint Staff J7 is migrating to EnterpriseDB Advanced Server. The difference of choosing PostgreSQL free community edition (or EnterpriseBD Standard Edition) versus the EnterpriseDB Advanced Server is the licensing. New weapon system representation. Include laser technologies, unmanned aerial vehicles and unmanned surface & subsurface water vehicles and the addition of rail guns. JTLS Graphical User Interface (GUI) and web capabilities. User to select various map inputs or visualization of screen terrain and objects such as found using Geographic Tagged Image File Format (GeoTIFF) a public domain metadata standard. JTLS Web Hosted Interface Program (WHIP) capable of displaying and interacting with multiple sides and/or factions within the simulation scenario (Super WHIP). 13
FY18-19 JTLS Enhancements (2) Robust AAR. More efficient capability for the user to easily access and/or request reports, data, and other information captured in the JTLS-GO After Action Review (AAR) repository. Complete the development of the integrated Master Scenario Event List (MSEL) tool. Capable of JTLS standalone use, as well as, capable of exporting and importing files, data, or information with the current JS J7 JMSEL as well as the Training Environment Manager (TEM) used with JS J7 Joint Training Tools. Re-design of the JTLS Combat System Prototype (CSP) data/information into a repository concept. Will provide for a 1-to- 1 mapping of combat systems vice the current 1-to-many. Develop SDB to represent Global Integrated Exercises (GIE) Transregional, multi-domain and multi-functional (TMM) conflicts and capabilities (multiple AOR representation) 14
FY18-19 Enhancements (3) Details To Be Provided in Separate Brief By R&A: Super WHIP WHIP Terrain Graphical Display Increase Number of Sides (20) MSEL Tool Link to U.S and NATO Tools Laser Technology Unmanned Aerial Vehicles Unmanned Surface / Subsurface Vehicles Migrate away from Oracle Remove Combat System Prototype Data Repository Optimization Off Network Link-16E Robust AAR Link To NWARS-NG Expand SDB to represent Global Integrated Exercises (GIE) 15
