Eichin) Pages: 8 AFI 36-2646, Security Forces Training And Standardization Evaluation Programs, 13 April 2012 is supplemented as follows: This Instruction implements Air Force Policy Directive (AFPD) 36-26, Total Force Development, and establishes requirements and provides guidelines for the Security Forces Training and Standardization and Evaluation (Stan/Eval) programs. "Security Forces (SF)" includes Security Forces personnel (Officer and Enlisted), Department of the Air Force (DAF) civilians, contractors, and foreign nationals who perform police or guard duties. This instruction applies to the Air National Guard (ANG) and Air Force Reserve Command (AFRC) units. Records Management: Ensure that all records created as a result of processes prescribed in this publication are maintained In Accordance With (IAW) AF Manual 33-363, Management of Records, and disposed of IAW the Air Force Records Disposition Schedule (RDS) located at https://www.my.af.mil/afrims/afrims/afrims/rims.cfm. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF IMT 847, Recommendation for Change of Publication; route AF Form 847 from the field through the appropriate functional s chain of command. This instruction may be supplemented at any level, but all supplements must be routed to HQ AFSFC/SFOT for coordination prior to certification and approval. SUMMARY OF CHANGES An IC to AFI 36-2646_USAFE s Supplement is necessary to adjust the training and certification requirements for WS3 operators. A margin bar indicates newly revised material. 2.3.10.5. (Added) [Germany only] Civilian Security Police, Zivilpolizei (ZP) DFC may direct the completion of home station basic training in lieu from attending the VA-LETC or approved equivalent school. To receive formal basic law enforcement/security guard training credit for certification, the minimum training requirements as outlined in Attachment 11 of AFI 31-283, will be used under due consideration of their Statement of Work (SOW) or PWS. 2.5.1.1. (Added) Evaluations will be conducted initially and then annually by the NCOIC, OIC or next SNCO/Officer in the chain of command using the Checklist indicated in 2.5.2. 4.2.3.1.2. (Added) Review MTP annually. 4.3.10.6.1. (Added) The S-3 Training Section will develop local procedures, approved by the commander, pertaining to Duty Position Qualification Training and skill level upgrade training delays and extensions. Extensions/Removals from Duty Position Qualification Training are validated and approved in writing by the Operations Superintendent, as a minimum. Initial extension will not exceed 15 calendar days. Supervisors will document extensions and removals in AFTR via 623a entries. S-3, Training will maintain a current Phase II tracking log containing the following: rank/name; duty position individual is training for; date entered Duty Position Qualification Training, date training ends, and any existing extensions/removals (if applicable). 4.3.10.9. (Added) WS3 Certification Procedures: 4.3.10.9.1. (Added) Training and Sensor NCO will utilize locally developed procedures approved by the commander; pertaining to the training and certification of WS3 operators. Training should include On the Job Training (OJT) and WS3 simulator training. 4.3.10.9.2. (Added) All integrated defense training items listed in AFI 31-101, Paragraphs 1.5.1.1. through 1.5.1.16. 4.3.12.1.2.2. (Added) Selected tasks from which are essential to executing the home station mission and any other local training items deemed necessary to support the mission. 4.3.12.1.2.3. (Added) Live fire proficiency/sustainment (IAW AFI 36-2226 par 5.18) training for assigned personnel on all weapons they are authorized and qualified on to carry. (NOTE: Reference: AFI 31-117 USAFESUP Civilian Security sustainment training.) 4.3.12.1.2.4. (Added) Weapons Storage and Security system (WS3) Main Operating Base (MOB) and Munitions Support Squadron (MUNSS) units will include all training tasks identified in ACO 80-6/ECI 6801.01; USAFE Supplements; DoD Directive 5210.41M and AFMAN 31-108 as applicable. 4.3.15.4.3.3. (Added) All personnel failing to complete the required Use of Force (UoF) training or to pass the UoF test will be denied access to weapons. These personnel will be added to the unit s do not arm roster until they have successfully completed the required training and achieved a passing score. In addition to the classroom training requirement outlined in AFI 31-117, par 1.8.2., and this paragraph, Security Forces are required to conduct performance based practical training in order to fulfill the annual training requirement. 4.3.17.2.4. (Added) The justification for training deviations will be sent to the USAFE Security Forces Division (HQ USAFE/A7SO) 90 days prior to the anticipated training due date. This will allow HQ USAFE/A7S the opportunity to assist the unit in meeting training goals. 4.7.4.4. (Added) All training inquiries and requests, to include mission readiness and predeployment training will be sent to HQ USAFE/A7SXR. 4.7.4.5. (Added) SF training information to include education and training course announcements, instructions, Regional Training Center operations orders, and formal course requirements is located at https://afkm.wpafb.af.mil/community/views/home.aspx?filter=21571 4.7.4.5.1. (Added) For nuclear-capable units all training inquiries and requests, to include tracking of training will be sent to HQ USAFE/A7SXR. 4.7.4.5.1.1. (Added) Security Forces Nuclear Security Certification Level (I, II, III) will be tracked/reported quarterly. Report information to HQ USAFE/A7SO. 4.7.4.5.1.2. (Added) Additional PL1training requirements are located in Allied Command Europe Directive 80-6/U.S. European Command Instruction 6801.01, USAFE Supplements 1 and 2. 4.7.7. (Added) Weapons Simulation Equipment

4 AFI36-2646_USAFESUP 26 NOVEMBER 2012 4.7.7.1. (Added) Units equipped with simulation equipment will incorporate it into their training plan. This training will not replace Force on Force requirements or weapons qualification training, except those granted a waiver for Group B personnel. 4.7.7.2. (Added) Simulated weapons that closely resemble or are convertible to the actual counterparts will be stored to the same standard as AFI 31-101 Group IV weapons standards. 4.8. (Added) Nuclear Unit Force on Force For nuclear-capable units, conduct force-on-force training to fulfill requirements identified in ACO 80-6/ECI 6801.01, and ACO 80-6/ECI 6801.01, USAFE Supplements 1 and 2. Force-on-force training requires the use of OPFOR armed with blank ammunition or dye marking cartridges, simulated explosives, MILES equipment, and will be documented in AFTR. GCS training does not fulfill this requirement unless it meets the same criteria as outlined in the ACE Directive. Units shall conduct the training in as realistic an environment as possible (e.g. vault storage area, convoy routes). Units shall strongly consider conducting a force-on-force exercise at night. 4.8.1. (Added) Ground Combat Skills (GCS) and force-on-force training uses opposition forces (OPFOR) armed with blank ammunition, simulated explosives, and Multiple Integrated Laser Engagement System (MILES) equipment, when available, to train defense forces and identify security deficiencies. The OPFOR attempts to elicit a unit response to a ground threat. Live intruder play (LIP) areas are determined by base officials. When exercises involve live intruders OPFOR, safety will be the paramount concern. Units must establish written guidance defining live intruder exercise ground rules. Written guidance must include, but not be limited to: 4.8.1.1. (Added) In any area where LIP is being conducted, members participating in exercises will be either normal security forces armed with live ammunition, or forces armed with blanks and blank adapters. At no time will some response forces carry live ammunition while others are using blanks. 4.8.1.2. (Added) Members performing as OPFOR will NOT be issued a weapon with live ammunition. 4.8.1.3. (Added) OPFOR will not use blank ammunition against normal security posts. 4.8.1.4. (Added) Controllers and trainers who are issued weapons and live ammunition for weapons protection purposes will not be incorporated into the scenario and the unit must have a standard method to make these personnel readily identifiable to all personnel. This can be accomplished by the use of brightly colored vests, armbands, etc. 4.8.1.5. (Added) Establish separate weapons and ammunition issue periods at the armory for normal security posting and personnel taking part in the exercise and training scenario, to preclude confusion. 4.8.1.6. (Added) When LIP exercises are conducted in areas for which normal security posts are responsible and in the event an actual Security Forces response is required for normal operations, clear instructions must be established to immediately halt the exercise. 4.8.1.7. (Added) Additionally, during force-on-force exercises where blank ammunition is used, exercise participants shall be separated from on-duty forces. 5.4.3.5.1.2. (Added) MAJCOM will not incorporate a written evaluation in the DPE process.

The tasks for non-critical positions Security Response Team leader or member may be combined into one generic position such as Security Force Member. Locally determine when to apply generic position qualification and certification. Combining critical positions into one position is not authorized. 5.4.4.1.3. (Added) Area Supervisors. (All nuclear supervisory positions; LSA, VSA, etc ) 5.4.4.1.3.1. (Added) Vault Storage Area Supervisor: 5.4.4.1.3.1.1. (Added) At Unit Commander, Operations Officer or Operations Superintendant direction Stan-Eval will conduct no-notice evaluations of any critically certified nuclear support duty positions in the unit. Completion of a random evaluation resets the calendar for annual/semiannual evaluation. 5.4.4.3.2.2. (Added) US Security and Custody Forces personnel who perform day-to-day WS3 posting, logistical support aircraft posting, convoy posting, open weapons storage vault posting, and pre-identified augmentation force posting must be trained on command disablement system procedures according to USAFEI 21-205, Emergency Nuclear Contingencies (S), which may be obtained on the approval of the OPR of the instruction. 6.2.4.1.2.
