Wallace) Pages: 7 This instruction implements Air Force Policy Directive (AFPD) 24-3, Management, Operation and Use of Transportation Vehicles. This publication establishes policies, procedures, and responsibilities consistent with the authority provided in Department of Defense Manual (DoDM) 4500.36, Acquisition, Management and Use of DoD Non-Tactical Vehicles. It also specifies Patrick Air Force Base (PAFB) official government motor vehicle (GMV) usage policy. It establishes 45th Space Wing (SW) policy on the use of GMVs and is applicable to PAFB, Cape Canaveral Air Force (CCAFS) to include the Air Force Technical Applications Center (AFTAC) and the 920th Rescue Wing (920 RQW). This publication requires the collection and or maintenance of information protected by the Privacy Act (PA) of 1974. The authorities to collect and or maintain the records prescribed in this publication is set forth in the applicable Privacy Act System Notices, F024 AF IL C, Motor Vehicle Operator s Records, and F031 AF SP L, Traffic Accident and Violation Reports, available online at: http://dpcld.defense.gov/privacy.aspx. Ensure that all records created as a result of processes prescribed in this publication are maintained IAW Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of IAW Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Form 847s from the field through the appropriate functional chain of command. This publication may be supplemented at any level, but all direct supplements must be routed to the OPR of this publication for coordination prior to certification and approval. Submit requests for waivers through the chain of command to the publication OPR.

2 45SWI24-301 17 MAY 2017 SUMMARY OF CHANGES This document has been substantially revised and needs to be completely reviewed. Major changes include regulatory references, phone numbers and organizational changes. Moreover, it establishes a written policy governing official use of GMVs to include proximity travel distances specific to PAFB and CCAFS. 1. Official Use of GMVs. Use of GMVs is governed by AFI 24-301, Vehicle Operations, paragraph 3.1 and DoDM 4500.36, Acquisition, Management, and Use of DoD Non-Tactical Vehicles. Use of GMVs will be restricted to official purposes only. Military members, DoD civilian and contract employees will comply with these rules. Misuse of a GMV jeopardizes the mission, erodes public trust in our ability to effectively use resources and often results in unnecessary expenditure of funds. Commanders will enforce GMV official use provisions and take appropriate action to correct offenders. 1.1. Transportation by a government motor vehicle shall not be provided when the justification is based solely on rank, position, prestige or personal convenience. Commanders, vehicle operators and the base populace must be aware of vehicle use restrictions and what constitutes official use. Use of all government vehicles, including those rented or leased must be restricted to official purposes only. Providing a government vehicle solely or principally to enhance the comfort or convenience of member(s) is not permitted. Contractor use of government vehicles is normally limited to those vehicles specifically identified as government furnished equipment in their contract. 2. Maximum Driving Time Guidance. All vehicle operators must receive, at a minimum, 8- hours of uninterrupted crew rest. IAW 49 Code of Federal Regulation (CFR), Transportation, the maximum driving time for military and civilian drivers operating GMVs over public roads/highways are limited to the following: 2.1. Cargo-carrying: No more than 11-hours during a 14-hour shift following 10 consecutive hour s off-duty. 2.2. Passenger-carrying: No more than 10-hours during a 15-hour shift following 8 consecutive hour s off-duty. 2.3. Commanders may approve a one-time exception to exceed maximum driving times as a matter of military necessity. Commanders should document an Operational Risk Management assessment and acceptance prior to approving request for such exceptions. 3. U Drive It Vehicles. U-Drive-It (UDI) vehicles are in very high demand at PAFB. It is important that vehicles be reserved as far in advance as possible. If a UDI cannot be secured, the base military taxi is available during normal duty hours, 0700L 1600L Monday through Friday at (321) 494-7247. Additionally, letters of non-availability will be provided on request if vehicle operations is unable to support an official request for UDIs. 3.1. Personnel on temporary duty to PAFB or CCAFS and using a government vehicle are restricted to no more than five (5) miles from the installation for obtaining sustenance. Personnel must use reputable establishments. Reputable is defined as an establishment that does not create an unfavorable perception on the DoD or Air Force.

45SWI24-301 17 MAY 2017 3 3.2. Locations where official travel requires payment of tolls, the dispatcher will provide a transponder to the UDI vehicle operator. Failure to obtain a transponder, prior to departure, will result in driver seeking reimbursement through their organization. 3.3. UDI vehicles will be picked up and returned to PAFB. Vehicles are to be returned in the same fueled, clean and serviceable condition as when accepted. 4. Permissible Operating Range. This paragraph establishes the PAFB Permissible Operating Range (POR) for all units with assigned vehicles that are managed by the 45th Logistics Readiness Squadron (45 LRS), Vehicle Management & Analysis Office. The POR is defined as the distance from the installation that government owned/leased vehicles travel before competing with commercial carriers. 4.1. The permissible operating range for Patrick AFB is; South to Homestead Air Reserve Base, West to MacDill AFB, North to Joint Base Charleston, South Carolina and North West to Tyndall AFB. 4.2. Government owned or leased motor vehicles may operate beyond the established POR on a case-by-case basis. Requests to exceed the POR should be presented to the Vehicle Operations Control Center (VOCC) for coordination. 4.3. Requests to exceed the POR is not required for prisoner transfer, notification of next of kin, Explosive Ordnance Disposal or specialized vehicles and equipment traveling on official business, vehicles used for evacuation, natural disaster, contingency responses or in support of flying operations. Emergency response or rescue operations as directed by Contingency Action Team or Emergency Operations Center. 5. Emergency Response Forces. The following units/personnel are designated Emergency Response Forces, and are authorized the use of GMVs to travel to the military dining facility and NAF/AAFES/DECA operated eating establishments. This includes the commissary and shoppette and for travel to the base fitness center when on duty. 5.1. 45 SFS: Personnel on patrol and under arms. 5.2. 45 CES/CEF: On-duty firefighting personnel on alert status. In addition, the Fire Chief and Fire Marshal GMVs are authorized to travel to/from areas designated above due to their inherent command and control duties. 5.3. 45 CES/CED: On-duty explosive ordnance disposal personnel on alert status. 5.4. This does not authorize personal use of GMVs to travel to/from private quarters or convenience stops at other facilities, nor does it apply to 45 SFS/CES administrative or support personnel. 6. General Officer Quarters. General Officer Quarters, Special Command Position (SCP) is on-base housing occupied by a general officer and carries public entertainment responsibilities requiring the incumbent to represent the interests of the United States in official and social activities involving foreign and domestic dignitaries. GMV use by TDY personnel (to include Invitational Travel Authorization (ITA) travelers as passengers) to attend these official events is authorized. SCP housing for PAFB is identified as: 1280 Reef Court. 7. Commercial Terminal Transportation. Transportation to Orlando International Airport will be supported in the following manner.

Individuals or groups of less than 10 passengers will use private owned conveyance, commercial taxi or shuttle for official travel to Orlando International Airport on a reimbursable basis. Transportation by government vehicle may be considered when service is necessary due to emergency situations or to meet security requirements. Vehicle support for this category will be provided with unit assigned and/or UDI vehicles. Transportation by a government vehicle will not be provided when the justification is based solely on rank, position, prestige or personal convenience. 7.2. Group Travel. Vehicle Operations will provide transportation for groups of 10 or more passengers while traveling on official orders in order to maintain group integrity. 7.3. Weapons Transport. Personnel required to transport or accompany weapons are required to use government vehicles. Use of unit assigned and UDI vehicles will be considered before military taxi service is requested. 7.4. When approved for emergency situations, units may use assigned vehicles, UDI fleet or request Vehicle Operations transportation support when manpower and resources are available without detriment to mission. Commercial terminal service will not be provided to or from private quarters. Pick up and drop off must be an official duty location on the installation. 8. 45 LRS has categorized/prioritized vehicle support as Direct Mission Support, Distinguished Visitor Mission Support, Indirect Mission Support and finally Administrative Support. 8.1. In the event of limited resources, national emergencies or high deployment tempo, Vehicle Operations services will be reduced and/or stopped starting with the lowest priority as noted below: 8.1.1. Direct Mission Support: Support to real-world deployments, casualty assistance, contingency exercises, emergency response, installation security, Mission Capable (MICAP) cargo delivery and flight line operations. 8.1.2. DV Mission Support: Support to protocol offices. Most requests will be filled by unit staff cars or busses/surreys with the UDI fleet as the last resort. 8.1.3. Indirect Mission Support: Support to visiting Inspector General (IG) inspection teams, local exercises (must be validated by the IG), unit training events/activities. 8.1.4. Administrative Support: Support to transiting aircrews, transportation to commercial terminals (10 or more passengers), tours, Change of Command ceremonies, retirements and sanctioned varsity sports team events.

Emergency Response Forces A group organized or available for a certain purpose with specialized vehicles to support the Air Force mission. Example would be Fire Department personnel and their P19 fire truck or Security Force personnel and their Law Enforcement vehicles. Official Purposes Any application of a motor vehicle in support of authorized DOD functions, activities or operations. Official Travel The individual is on funded orders and can claim reimbursement for the mode of travel on a travel voucher. Personnel in a permissive TDY status or on invitational orders can only ride space-available on transportation that is already authorized/scheduled in support of personnel on funded orders. The vehicle size or contract cost will not increase to accommodate space-available personnel.
