PUBLIC SECTOR LINKAGES PROGRAM Reinforcing disadvantaged communities in Argentina, Brazil, Colombia and Uruguay Introduction Phil Clarke Animal, Food and Health Sciences Open Seminar, 29 August 2013

Outline Background problem to solution A joint collaboration; between 5 countries project concept to project reality 2 AusAID PSLP Reinforcing disadvantaged communities Workshop 1 26-31 August 2013

Poverty in four countries Unfortunately many people in Latin America live under the poverty line Argentina: 2 million poor people (5,4% -INDEC) Brazil: 40 million people (21%) Colombia: 16 million people (34%) 5,000 children younger than 5 years old die every year from causes attributable to malnutrition more than 0.5 million children younger than 5 years old suffer from chronic malnutrition (17.1% in rural areas) Uruguay: 0.63 million (18%) https://www.cia.gov/library/publications/the-world-factbook/fields/2046.html 3 AusAID PSLP Reinforcing disadvantaged communities Workshop 1 26-31 August 2013

Whey utilisation by small scale cheese makers a problem > 50% of cheese makers in South America are small scale and process <25,000 L milk per day into cheese 15-75% of the country s milk goes into cheese, depending on the country this produces in total 8,400 million L whey per year whey is disposed or utilised for animal feed (low value use) Many small cheese makers do not have capacity to undertake whey preservation and/or utilisation There exists little if any environmental directives for controlling whey disposal and wastage Unfortunately, some cheese makers are not aware of the nutritional value of whey 4 AusAID PSLP Reinforcing disadvantaged communities Workshop 1 26-31 August 2013

Whey utilisation by small scale cheese makers a problem Many small cheese producers are spread across under developed rural communities Argentina and Uruguay: central provinces Brazil: southern and south western states of Brazil 3,030 tonnes of whey powder IMPORTED per year (equivalent to 30 million L liquid whey) Colombia: Central and northern regions Although affected by winter storms in 2010 reducing dairy production by >85% this is being addressed and thus the whey utilisation is also becoming increasingly important 5 AusAID PSLP Reinforcing disadvantaged communities Workshop 1 26-31 August 2013

Whey utilisation the solution Value addition to whey by identifying processing opportunities Whey supply chain development Identification & formation of cheese clusters Differentiation between whey types: utilizable and non-utilizable whey An example using membrane processing Low cost-nutrition Low cost-ingredients Bio-fuels 6 AusAID PSLP Reinforcing disadvantaged communities Workshop 1 26-31 August 2013
