History In September of 2007 a former Seminole County Pawn Investigator followed up on a case where an offender was responsible for the same crime at two different businesses. Further investigation revealed that these businesses did not know that the offender had been identified during the second crime. This prompted a meeting among all businesses, retail and law enforcement members. Prior to that meeting two Seminole County Investigators discussed the need for a regular information sharing platform where all retail loss prevention and law enforcement could meet, discuss cases, information and devise plans of action to combat crime in their stores and jurisdictions. It was decided prior to the first meeting, that F.O.R.C.E. would be created. Although its name did not originate as such and has change through the years, its intent and mission remains the same, The Collaboration and Partnership between Law Enforcement and Loss Prevention.

A Collaboration and Partnership between Law Enforcement and Loss Prevention. Our Agencies created this group and designed it as an information sharing platform that helps to quickly identify problems and offenders. It does this by two specific methods: The sharing of information/intelligence gathered of recent Organized Retail Crime trends and patterns The sharing of information/intelligence gathered of recent identified persons and/or groups. Topics of discussion include: Methods of Distraction Multiple Persons Casing Stores Fire Exit Push outs Identifying Suspicious Vehicles Types of Merchandise Targeted Credit Card Transactions Debit/Credit Returns, Refunds, Receipts Identify any additional Trends and Patterns not covered above to include any law enforcement related activities. The Sharing of information/intelligence gathered of recent identified persons and/or groups... Each Agency and Retailer also provides methods of tracking and identifying multiple groups who commit theft, fraudulent returns and/or transactions.

F.O.R.C.E. would be put to the test during one of its first success stories. Information was shared which led to the arrest and prosecution in the following case. Present at one of these first meetings was around 12 people. No computers, no power point, just some fliers and a few dedicated members. The Juan E. Roque Burglary Case.

Roque traveled to Volusia and cased both Home Depot & Target Stores. Volusia County & Daytona Beach Investigators were briefed by SCSO Investigators. Roque s 8th burglary was his last when he was caught by Seminole & Volusia County Investigators exiting a Daytona Beach Target with over $7,500 in property.

A subsequent search warrant of his home yielded over 80 items including a revolver, stun gun, hand-cuffs and ski mask.

During the March 24, 2008 Target Burglary, the suspect blood was recovered from the scene. The blood was processed and forwarded to FDLE Lab for to be processed for DNA. FDLE was contacted and informed as the extent of Burglaries and property losses due to the defendants actions. After Roque s arrest, he posted bond on all charges. He was not charged with our agency case. It was still pending DNA results. Target continued there remote monitoring surveillance and due to the partnership and disseminated information on Roque, all retail stores were still on alert. On April 10, 2008 Target Investigators observed Roque casing another store and notified our agency. On the same date, DNA confirmation was made by FDLE Lab as there was a direct HIT/MATCH within the DNA database for the defendant. Altamonte Springs Police Department conducted surveillance on Roque until the warrant was signed by the duty Judge. He was later arrested. The defendant has been charged and pled guilty. He was sentenced to 6 years DOC.

F.O.R.C.E. information origins began as monthly phone calls to all members sending reminders for meetings and requesting material to present. Outside agencies began showing expressed interests in the content the group provided. Such an agency was the Volusia County Sheriff s Office. We partnered together and researched resources to better aid and facilitate our groups intent. F.O.R.C.E. went online!

So far out of the 344 messages posted, they led to 210 of those messages leading to some type of discussion. The site has been used to actively update offender target/offense locations. An average of one identity is made during each monthly meeting. Often a member will present a case/incident and another member will provide the identity or related case/incident information. Information is presented in as much available detail at the time the case/incident occurred. It is prepared and shared in a Public Viewable format. The site is password protected and it is not searchable to the public. It is searchable to members only. It is by invitation only and all members are verified. Meetings are hosted throughout the Central Florida area to help promote the information exchange. NOW LETS LOG ON AND VIEW THE SITE!!!
