County policy dictates that the Board of Supervisors must approve all grant applications prior to submittal to the grantor. This applies to grants of all amounts, as well as to new grants and those that have been received by the County for many years as part of an ongoing grant. Receipt of grants $50,000 or less is delegated to the County Executive Officer. Grant awards greater than $50,000 must be presented to the Board of Supervisors for receipt of funds. This report allows for better tracking of county grant requests, the success rate of our grants, and monitoring of County s grants activities. It also serves to inform Orange County s Sacramento and Washington, D.C. advocates of County grant activities involving the State or Federal Governments. Purpose of Grant Funds: Provide a summary and brief background of why Board of Supervisors why should accept this grant application/award, and how the grant will be implemented. From 2008 through the present, recent terrorist incidents highlight the emergence of a more recent threat known as complex terrorist attacks. Complex terrorist attacks are acts of terrorism that involve synchronized and independent team(s) at multiple locations sequentially or in close succession, initiated with little or no warning, and employing one or more weapon systems, including firearms, explosives, fire as a weapon and other non-traditional attack methodologies which are intended to result in large numbers of casualties. The emergence of these types of threats represent a need for communities to work towards strengthening their capabilities in order to prepare for, prevent and respond to a complex, coordinated terrorist attack. The FY 2016 Program to Prepare Communities for Complex Coordinated Terrorist Attacks (Program) provides funding to local, tribal and territorial jurisdictions of different types, sizes and capabilities to improve their ability to prepare for, prevent and respond to complex coordinated terrorist attacks in collaboration with the whole community. The Program also focuses on Page 3 of 18
developing regional partnerships intended to strengthen the applicant s capacity for building and sustaining capabilities specific to identifying gaps, planning, training and exercising associated with preparing for, preventing, and responding to a complex coordinated terrorist attack. The Program objective is to build and sustain the capabilities of local, state, tribal and territorial jurisdictions to enhance their preparedness for complex coordinated terrorist attacks by achieving the following activities: Attachment A Identifying capability gaps related to preparing for, preventing and responding to a complex coordinated terrorist attack. Developing and/or updating plans, annexes and processes to address the identified gaps. Training personnel and the whole community to implement the plans and processes and build needed capabilities. Conducting exercise(s) to validate capabilities and identify opportunities for additional corrective action. The Program priorities are as follows: Develop comprehensive and sustainable approaches to enhance preparedness for complex coordinated terrorist attacks. Develop and advance regional partnerships and whole community collaboration. Promote creative, innovative and replicable approaches to preparing for complex coordinated terrorist attacks. Develop and share lessons learned and best practices associated with preparing for complex coordinated terrorist attacks between jurisdictions. The Sheriff-Coroner Department (Sheriff) intends to submit an application to develop an inclusive Operational Area approach to solve realistic threats facing the county. The Sheriff understands the benefits of working with a multi-jurisdictional, multi-discipline team of partners, and will develop a working group that will plan, coordinate and implement county-wide training and exercises to successfully respond and recover from coordinated terrorist attacks. Two of the most relevant threats identified in the Sheriff s 2016 Threat and Hazard Identification and Risk Assessment Report are directly related to coordinated terrorist attacks and how the Orange County Operational Area (OCOA) would respond in a preventative and responsive role. If the grant is awarded, a portion of the funding would be allocated to a limited-term grant coordinator position. This position will be working exclusively on deliverables associated with this grant application, as well as serving as a County liaison in support of the projects funded through this grant source. This position s main role would be to conduct technical and operational planning in order to facilitate the development and delivery of county-wide training and exercises, as well as working on the development of grant metrics and assurance of programmatic compliance. If awarded, the grant would also fund two county-wide exercises and multiple training deliveries in support of the entire OCOA. If awarded, the Sheriff-Coroner Department plans to return to the Board of Supervisors to request approval to accept the award and approval of the resulting Memorandum of Understanding. The Homeland Security Grant Program includes the State Homeland Security Program (SHSP) and the Urban Area Security Initiative (UASI), and is intended to provide grant funding to assist state and local governments in obtaining the resources required to support the National Preparedness Goal s core capabilities. The funding supports the implementation of State Homeland Security Strategies to address the identified planning, organization, equipment, training, and exercise needs in order to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The Orange County Operational Area (OCOA) will submit a Personnel Cap Waiver Request to CalOES and the Federal Emergency Management Agency for consideration, as stipulated by the federal HSGP guidance. If approved, the waiver will allow the OCOA to spend more than 50% of the 2017 SHSP award to continue support of salaries in the Emergency Management and Homeland Security Divisions. The application is due to CalOES on February 17, 2017. The grant performance period will begin on September 1, 2017 and it will end on May 31, 2019. The Sheriff-Coroner Department (Sheriff) is responsible for administering the grant funds on behalf of the OCOA. The Homeland Security Grant Program supports the implementation of risk driven, capabilitiesbased strategies to address capability targets documented in Urban Area, State, and Regional Threat and Hazard Identification and Risk Assessments (THIRA). The capability targets are established during the THIRA process, and assessed in the State Preparedness Report, and Page 6 of 18
inform planning, organization, equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. This grant will provide continued funding for existing, grant-funded positions within the Sheriff s Department. The Sheriff has received this grant for the last three years as noted on the following table. State law mandates and provides funding to coastal counties to seasonally monitor and test the ocean waters at all public beaches for high levels of bacteria, and to conduct public notification when bacteria levels exceed State standards. The final grant agreement was received by HCA on 1/4/17. The funds will be used in sampling of ocean and bay waters, to conduct bacterial analyses to determine compliance with State standards, to respond to sewage spills, and to conduct a public notification program. Public notification includes posting warning and closure signs, maintaining a telephone hotline, and making closure/posting information available through the internet. HCA requests that the Board of Supervisors approve a Recommended Action authorizing the Agency to accept this grant and approve the retroactive Grant Agreement (effective date of July 1 st, 2016), and delegate authority to the HCA Director, or designee, to execute the Grant Agreement in the amount of $365,000. The term of the agreement shall begin on July 1, 2017, and continue through final payment plus seven (7) years unless otherwise terminated or amended as provided in the agreement. The seven-year term is required by the State for audit purposes; however, the funding for this agreement expires on June 30, 2017. The County Counsel has reviewed and approved this Grant Agreement. The Southern California Association of Governments (SCAG) is partnering with OC Parks to host Tactical Urbanism Pop Up Program events in several Orange County cities. There will be no financial burden on the County as SCAG will use existing Active Transportation Program grant funding for the required 50% match. Since SCAG was not eligible for the Mobile Source Review Committee Local Government Match Program grant, OC Parks applied for and received notice of award for this grant. OC Parks will transfer funding directly to SCAG to be incorporated into the existing SCAG contract to develop and host Tactical Urbanism events. These events will illustrate the impacts and benefits of active transportation friendly streets and infrastructure along specific corridors. SCAG will coordinate event logistics and work with local vendors and community organizations to provide booths for educational materials and giveaways. Funds from this grant will allow SCAG to conduct demonstration projects to raise public awareness of existing gaps/segments along the OC Loop and other Orange County regional bikeway routes. These demonstration projects may include reconfiguring streets to set up plazas, striping crosswalks or bike lanes with non-permanent paint, altering public spaces so stakeholders can see potential for improvement and understand benefits of innovative urban design and provide an opportunity to discuss these concepts with examples on the ground. SCAG is planning to host these demonstration events throughout 2017. 1 Page 13 of 18
SCAG will be creating all marketing materials for the Temporary Demonstration Event and will be responsible for marketing these programs to the public. SCAG will provide OC Parks with marketing materials to be posted on the OC Parks web site, social media, and distributed to the public as appropriate. Notices will be sent to appropriate Board offices for potential inclusion in the supervisors weekly bulletins. **OC parks awaited an MOU from SCAG defining the parameters of the partnership and use of grant funds before requesting acceptance of these funds. The attached MOU was received from SCAG and agreed upon by both parties on January 4, 2017. Funds will also be used for tasks related to CoC compliance activities and the annual coordination and submission of the CoC Application through Urban Initiatives, a consultant selected through a competitive Request For Proposal process. The remaining funds will be used for Housing and Community Development/Housing Program staff time related to CoC coordination, project evaluation, monitoring, application and compliance activities in coordination with the consultants 211OC and Urban Initiatives to ensure successful project implementation and compliance with HUD requirements.
